Problem:
Many developing countries with low level of recycling like Russia have a problem with getting things going: society isn't ready to sort and manage their waste and recycling facilities can't stand idle (it's unprofitable) - that's a vicious circle.
Because of that governments opt for a cheaper method - landfills. Russia, for example, plans to bury 46 million tons of barely sorted waste in one of its brand-new landfills near Shies in the upcoming years.
Solution:
Instead of beginning from one point of this circle and making one part work first, I suggest that we should start slow and work our way up from both sides, by simultaneously creating recycling facilities and stimulating people to manage their waste.
This way we can solve a big problem with smaller steps, one district and one factory at a time, and show people the advantages of recycling.
