Goodwill KY seeks to eradicate poverty in KY by eliminating barriers to employment and economic mobility. Despite substantial investment being directed towards the needs of Kentucky citizens, economic disparity continues to permeate the commonwealth. From Pikeville to Paducah, barriers to employment and economic prosperity keep many Kentuckians from reaching success. The state faces a poverty rate of 16.5%, the sixth highest in the United States and 30.95% greater than the national average. Additionally, the unemployment rate stands at 5.1%, above the national rate of 4.2%. The lack of affordable housing, stable employment, and other barriers keeps many individuals hoping for a brighter future.
Goodwill KY equips our most vulnerable citizens with the resources needed to overcome barriers and secure employment through programs and services that take a holistic approach to self-sufficiency. The cycle of poverty is relentless, yet Goodwill KY remains steadfast in our commitment to reducing barriers to employment across the commonwealth. We believe in quality wrap-around services, coalition building, career navigation and upskilling and reskilling to ensure the best opportunities for adults in need of support. We are committed to helping people achieve success through the power of work and a second chance.
Goodwill KY operates twelve “Opportunity Centers” that function as community resource hubs for people pursuing pathways out of poverty. Each center provides a comprehensive array of career support services that empower individuals to overcome barriers to employment and success. The programming is based on the needs of the respective communities, with a collective goal of eliminating barriers to employment. Goodwill KY opportunity centers are strategically located in Louisville, Lexington, Somerset, Corbin, Pikeville, Elizabethtown, Morehead and Paducah. Goodwill KY also serves young adults through a few “Young Adult Opportunity Centers” and offers continued education through the Excel Center, Kentucky’s first tuition-free adult high school. Each center utilizes technology for education, accountability, data tracking, and more. Students are also offered digital literacy classes to prepare them for employment.
In concert with various on-site partners, Goodwill KY opportunity centers offer programs and services including health outreach, career coaching, professional certifications, financial and budgeting support, transportation and housing assistance, digital literacy trainings, mental health support, legal services, childcare, addiction treatment, SNAP assistance, senior services, and complimentary conference space. Sanctuaries of support and collaboration, Goodwill KY opportunity centers continue to eliminate barriers to employment and economic growth through services that cultivate a strong workforce.
The Goodwill KY opportunity centers continue to be a catalyst for change, empowering more individuals to succeed. Each opportunity center is an essential refuge for disadvantaged Kentuckians and serves a wide range of clients with varied needs. The primary beneficiaries of this proposed solution are the residents of Kentucky, in need of a hand up, not a hand out. For example, in Eastern Kentucky (commonly known as Appalachia), nearly 25% of residents live below the poverty line, and unemployment endures due to factors such as the shift from the coal industry, population loss and low participation in the labor force.
In many of Kentucky’s urban areas, the poverty rates are equally dismal. In West Louisville, nearly 40% of residents live below the poverty line. In Western Kentucky, 22.3% of Paducah’s population is living in poverty and the unemployment rate has gradually increased in the last few years. Barriers to quality employment and success continue to plague communities throughout the commonwealth. By reducing barriers to employment, the operations of each opportunity center spark intra-generational change and make a positive economic impact throughout the commonwealth.
Headquartered in Louisville since 1923, Goodwill KY operates in 103 counties and positively affects more than 20,000 Kentuckians each year. Our roots are deeply established in each of the communities we serve, and our unique revenue model ensures that we are well-positioned to fulfill our mission. Goodwill KY employs more than 2400 Kentuckians, many who have utilized Goodwill KY services in the past. Our mission-driven employees make us well positioned to deliver this solution. Our team has a proven track record of success in providing diverse training opportunities and workforce development programs for disadvantaged populations across the region. Our CEO and team lead is heavily involved in all operations, from Pikeville to Paducah.
In addition to Goodwill KY’s dynamic programming, our partnerships with external service providers have significantly expanded the scope of services available to the community. Goodwill KY collaborates with community partners such as Urban League, Legal Aid Society, KentuckianaWorks, Volunteers of America, Passport by Molina Healthcare, ARC Addiction Recovery, Senior Community Service Employment Program and others to offer crucial resources to the community. Our extensive experience and established relationships with various community partners uniquely position us to provide the best resources to those we serve. Additionally, Goodwill KY has established numerous stores and opportunity centers across the state. The opportunity centers provide life-altering resources for Louisville’s most vulnerable citizens battling destitution. Programs and services provided include work readiness training, behavioral/mental health services, finance and budgeting, digital literacy training, legal services, transportation, housing, re-entry services, spiritual care, and relationships with community partners.
Our wide reach and extensive network ensure that services are accessible to a wide range of individuals from different communities. While we are largely known for our robust retail operations, 90 cents of every dollar generated at Goodwill stores go toward programs, services, and community reinvestment. Our combination of retail revenue and fundraising efforts, plus the organization's ability to balance leased and owned centers to maximize returns and reinvest in programming for disadvantaged Kentuckians is another example of innovative strategy. Goodwill KY is innovative in its holistic approach to community service, extensive training opportunities, and strategic management, all aimed at reducing barriers to employment and improving the quality of life for disadvantaged individuals in Kentucky. We actively engage the affected communities and adapt our processes based on the unique needs of each. This approach allows us to address root causes and aids in systemic change.
The overarching goal of Goodwill KY is to eradicate poverty throughout the commonwealth by reducing barriers to employment and self-sufficiency. By offering a comprehensive array of career support services, educational programs, and access to essential resources, Goodwill KY helps community members gain the skills and knowledge needed to secure stable employment and achieve financial independence. Through services provided at the opportunity centers, Goodwill KY secures more than 4,000 jobs annually with an average wage exceeding $14 per hour. Each year, an increasing number of Kentuckians secure quality employment and improve their quality of life through the programs and services offered at the center.
In the coming year, we expect to see a continued rise in job placements and the number of clients served. Furthermore, we plan to further develop our education initiatives, offering more individuals clear pathways to GEDs, high school diplomas, online classes, and post-secondary education. Across the state, our programs and services continue to grow. Additionally, our partnerships with external service providers continue to blossom. These partnerships ensure that residents have access to a holistic range of support services. Goodwill KY will track the effectiveness of our programs and services through qualitative and quantitative methods, including pre and post program participant surveys, tracking of job placement and career progression, monitoring academic advancement, and continued engagement with clients. Our dedicated staff monitor progress to ensure the most impact in all areas. Goodwill KY supports vulnerable populations, finding solutions to bridge the gap between the cost of living and reduced government spending. By increasing employment rates, these communities can rise above poverty. Regular evaluations of all relevant data will ensure the program adapts to participants' needs and remains aligned with our mission.

Founded in 1923, Goodwill KY provides pathways out of poverty for thousands of Kentuckians. In 2023, we proudly celebrated 100 years of helping individuals in need eliminate barriers to success. Our first opportunity center, the original headquarters of Goodwill KY opened to the community in 2019. Today, Goodwill KY operates 12 opportunity centers across the commonwealth. The expansion and impact in the last few years has been monumental. Year over year, we continue to honor our mission and will continue to faithfully serve the commonwealth.
Goodwill KY is deeply committed to fostering a diverse, inclusive, and equitable environment for all team members. Goodwill Industries of Kentucky operates a unique business model that integrates a social mission with standard business operations. Goodwill KY generates revenue primarily through our retail stores. Proceeds from these sales directly fund various programs aimed at helping disadvantaged individuals achieve and maintain employment. Overall, Goodwill uses a self-sustaining triple bottom line approach that balances financial sustainability with social impact. This model has allowed Goodwill to grow and expand its services, helping thousands of individuals improve their quality of life through employment and training opportunities.
Each Goodwill KY Opportunity Center is a beacon of hope for the community, providing essential services that help individuals overcome barriers to employment and reach their potential. Goodwill KY utilizes revenue from the sales at our retail stores to support our programs and services. Nearly 90 cents of every dollar generated at Goodwill stores go toward programs, services, and community reinvestment. Although this generated revenue helps subsidize many of our services, we depend on partnerships and collaboration to achieve our mission. With support from foundations, corporations and individuals, Goodwill KY continues to thrive. We will continue to seek funding from generous community partners to ensure our services flourish far into the future.
Over the past few years, we have intensified our fundraising efforts resulting in increased funds and greater impact. We continue to nurture both new and existing relationships and aim to diversify our funding streams in the coming years. In 2022, Goodwill KY launched a capital campaign to support the operations of the Goodwill KY opportunity centers. While we have not yet completed the $15 million capital campaign, the Goodwill KY opportunity centers have objectively made an incredible impact, and we look forward to growing our services further. The requested support will help complete the capital campaign for this project, enabling continued growth and development.
Goodwill KY is confident that the proposed project aligns well with the mission and purpose of the Truist Foundation of Kentuckiana. Like the Truist Foundation, we are dedicated to creating career pathways for disadvantaged Kentuckians. Goodwill KY already provides resources that reskill, upskill and guide individuals through career challenges and transitions. At Goodwill Industries of Kentucky, we’re known for our thrift stores and donation centers, but we’re so much more than that. Across the state, the depth and breadth of programs and services continue to grow. We anticipate exponential growth of programs and services offered within the walls of the Goodwill KY opportunity centers. The proposed investment will not only help support the projected growth and impact of all operations at each center but will also help eradicate poverty and economic inequality across the state. We are sure that the requested investment will have a positive impact on Kentucky by increasing job placement rates, improving life satisfaction, and reducing poverty. A partnership between Goodwill KY and the Truist Foundation will cultivate a healthier state by providing opportunities for individuals in need of support.
