As the administrative director and co-founder of the Baviaans Growth Initiative, one of my roles is to explore networks and potential funding streams which can help to enhance, add value and to develop our programs. I have six years previous experience in the non-profit environment and as we are a grassroots organization, I have been living and working in the community which I serve for over thirteen years.
We are well positioned to support the LEAP challenge in terms of capacity due to our current schedule. At present, our program administrator for the Baviaans Learning Centre is working four days per week and is able to dedicate the required attention to this project. In addition to this, our project lead will be able to acquire volunteer assistance with the Baviaans Support Centre program in order to be able to dedicate her time to the LEAP Project.
The Baviaans Learning Centre supplements public education, offering specialized tutoring and learning tools, bridging the rural-urban educational gap in South Africa.
The problem with rural education in South Africa, especially in the Eastern Cape is that schools are often underfunded and over burdened. This results in poor educational outcomes, a high incidence of children not finishing school and many children leaving school without learning basic and meaningful skills to help them advance in life. In the Baviaanskloof, these problems are magnified by extreme poverty and rural isolation. Furthermore, with the rapid advance of technology and the fact that tools and systems for learning are rapidly developing during an age when information is widely available, the children of the Baviaanskloof and surrounding rural areas are missing out on the opportunities that are readily available to their urban counterparts. We aim to bridge this gap and connect the children and youth of rural South Africa with the kind of technology that can help them to advance in life. We believe that the Baviaanskloof would be an ideal model of an extreme situation where these type of interventions can have a massive impact on community development and we hope to be able to scale this program to other, similar rural areas in future.
Our solution is very simple in that it does not employ any complex methodology or systems to have an affect on out community. We believe that the single most important factor determining whether a child will reach their educational goals is focused attention from educators. That means that if children are able to access additional tutoring, educational tools and acquire digital literacy, even in areas where the government is unable to provide this for them, that they will be given a life-line in terms of development. This in turn has knock on effect within the community as it see more children and youth developing into valuable contributors to the local economy and provides new possibilities for opportunities in rural areas. We believe that these types of interventions are especially effective in places like the Baviaanskloof where rural isolation, poverty and unemployment are dominant.

In November 2023, we conducted interviews, assembled existing data and conducted observational studies to compile a needs assessment, in order to determine our key focus areas and to give context to existing assumptions about our programs. Through this process, we were able to verify that the Baviaans Learning Centre was having an effective impact on our community and that through further development, we could continue to add value to the services provided by the Baviaans Support Centre in order to have the greatest positive impact on community development. In addition to this, we identified sports development for children and youth as another key focus area and this has led to our co-operative work with the local sports club to aid in its development and make it more accessible for children and youth.
The needs assessment identifies significant challenges in education, skills development, employment opportunities, and access to basic services in the Baviaanskloof area. The report also highlights the importance of engaging with key stakeholders to address these issues effectively. The current data analysis reveals disparities in education, high dependency on government social assistance, and limited access to sports and physical activities.
These problems have been identified as target areas which, when addressed can have the greatest impact in the community. Several key recommendations have been formulated to address the identified challenges effectively. The prioritized actions are geared towards enhancing educational opportunities, skills development, community well-being, and economic empowerment, with a focus on children, youth, and vulnerable individuals in the community.
The most critical and prioritized actions include advocating for infrastructure improvements in schools, such as clean water, electricity, and resource provision, in close collaboration with government efforts and community support programs. Additionally, the establishment of after-school learning programs, vocational training initiatives, and small business support programs is crucial for enhancing educational foundations, creating economic opportunities, and stimulating skills development within the community. Furthermore, digital inclusion initiatives, including digital literacy programs, community information hubs, and internet access projects are essential to bridge the digital divide and empower the community. Additionally, supporting the formalization of existing sports clubs, upgrading sports facilities, and providing sports equipment is crucial for promoting physical well-being and community engagement. Moreover, the development of targeted intervention programs to address social issues, substance abuse, and support for individuals with special needs is vital for fostering a supportive and inclusive community.
These recommendations and prioritized actions aim to guide the development of targeted, sustainable interventions to enhance education, livelihood opportunities, and well-being for all residents in the Baviaanskloof area. Ongoing monitoring and evaluation will be critical to ensuring the effectiveness of these programs and their lasting impact on the community. This approach seeks to address the complex challenges faced by marginalized communities and youth in the area, with the goal of fostering long-term improvements in education, economic empowerment, and overall well-being.
As we are in the pilot phase of our initiative, we feel that we could definitely benefit from the support offered by this project. Although we have taken care to initiate our programs on a foundation comprised of both research and community engagement, we still require assistance with monitoring and evaluation as well as the capacity required to bring technology based solutions to our impoverished rural community. We feel that the LEAP challenge Project offers the ideal support that we, as small, under capacitated organization operating out of one of the most isolated rural environments in South Africa, desperately requires.
The first question we would like to answer is: What are the specific interventions that we can implement within our program that will have the most impact in terms of creating a future digital economy in the Baviaanskloof?
Secondly, we would like to be able to evaluate our existing programs and determine their impact so that we can refine our techniques and develop effective monitoring and evaluation tools for our organization.
Thirdly, we would like to better understand the needs of our community and therefore would like to develop research-based methods of effective communication and understanding among our stakeholders so that our work is truly representative of our communities needs.
- Formative research (e.g. usability studies; feasibility studies; case studies; user interviews; implementation studies; process evaluations; pre-post or multi-measure research; correlational studies)
- Summative research (e.g. impact evaluations; correlational studies; quasi-experimental studies; randomized control studies)
With regards to formative research, we hope to be able to develop sound and informed educational programs that can benefit our learners by teaching them the right kind of skills. This would probably involve research that can help identify the most impactful skills and resources that a child can acquire which will provide them with the necessary skills in order to participate in the digital economy. Through this research we hop to gain better direction n terms of planning and the acquisition of learning tools that can better guide us in this direction.
With regards to summative research, we hope to be able to develop monitoring and evaluation systems that can help us to provide meaningful and valuable feedback to our funders, guide our decision making and help us to develop the most impactful programs. We also hope to be able to develop and implement systems that will help us to accurately represent the challenges faced by our community and to allow them to feel that they have been heard.
With the correct knowledge and understanding of how to best develop digital literacy programs and resources for our community, we can focus our attention on the most impactful solutions and focus our fundraising on acquiring the necessary resources to implement these programs. Through the development of effective monitoring and evaluation systems, we aim to also be able to provide effective feedback to our stakeholders and to ensure that our community is able to actively participate in our program development.
We hope that the long term outcomes will be that we are able to provide effective educational tools to the children in our community. We hope that these interventions will, over time, help to bring a positive impact on our local economy and relive the current dependence on government assistance and low-income employment. Additionally, we hope to be able to sufficiently equip the children of today with the kind of resources they can utilize to develop their own income opportunities as well as to provide capacity to existing systems and eliminate the need to bring people from outside our community in to the area in order to occupy jobs where digital skills are a requirement.
Additionally, with the development of effective monitoring and evaluation systems, we believe that we will be able to improve our chances of acquiring the necessary funding to implement not only this program but other programs which can benefit out community. This will hopefully provide us with the resilience and sustainability we require in order to continue our work and hopefully be able to scale it up to other areas in future.
