RLE- Building Libraries in Rural India
- India
- Other, including part of a larger organization (please explain below)
RLE raises funds from US donors before collaborating with established non-profits to channel those donations into building libraries in impoverished schools in India. As RLE is still building its field team, we network with nonprofit volunteer teams, local community members, and local businesses to conduct needs-based assessments, facilitate the distribution of books, supervise infrastructure enforcement, promote community engagement, and then monitor the library’s impact. This makes us unique because though RLE isn’t a registered 501(c)(3) nonprofit yet, we are actively collaborating with nonprofits like Dalit Solidarity and Right to Live Foundation to execute our mission.
Specific Problem:
Lack of access to diverse and engaging reading materials that offer representation, inspiration, and guidance in marginalized and impoverished communities of rural India.
The misconception that reading is only for academic purposes rather than a cherished activity that fosters personal growth, resilience, and imagination.
Scale of the Problem:
In 2022, Statista reported that 65% of India’s population lived in rural regions, where millions of children lack exposure to diverse literature. These children are missing the transformative power of reading, and ultimately education, due to socio-economic barriers and limited access to diverse reading materials.
The Annual Status of Education Report (ASER) notes that as of 2023, 43% of 14-18 year-olds can't read English sentences; 25% struggle with 2nd Grade level regional language text
Globally, UNESCO reports that in 2022, approximately 244 million children and youth were out of school, with the majority living in low-income countries. While the gender gap in education access is closing globally (UNESCO reports from 3.9% in 2000 to almost 0 in 2022), regional gender disparities in education persist.
Factors Contributing to the Problem & Relating to RLE's Solution:
Lack of infrastructure and resources (including reliable technology) in impoverished rural schools for effective learning.
Limited access to diverse and quality reading materials, both in content (genres, themes, representation, languages, etc.) and format (magazines, novels, audiobooks, etc.).
Cultural and Socio-Economic Barriers: Deep-rooted cultural stigmas and generational poverty cycles, primarily affecting historically marginalized “Dalits,” hinder access to education and discourage leisure reading to youth, especially girls. Education is ESSENTIAL to alleviate poverty, and lack of proper education only exacerbates poverty cycles.
Lack of Government Support: Insufficient government initiatives and support in providing quality education and promoting reading culture in rural and marginalized communities.
Solution Overview:
RLE's Mission: Empowering marginalized rural communities in India by establishing libraries with diverse literature and essential academic resources.
Research and Identification:
Identify marginalized schools in impoverished communities that lack access to diverse literature.
Conduct needs-based assessments: interview school staff, local educators, and community leaders.
Understand students' literacy levels, English fluency, and personal career interests, hobbies, and passions through focused-group discussions and one-on-one meetings with students and families.
Partnership Development and Networking:
Collaborate with local NGOs, schools, and community stakeholders.
Engage with philanthropists and donors to raise funds for library development.
Curating Book Selection:
Network with educators, librarians, and literary experts to curate a diverse book collection.
Prioritize books reflecting cultural diversity and themes relevant to target communities.
Source books in standardized languages (e.g. English, Hindi) AND local languages (RLE is committed to preserving and encouraging local linguistic diversity and culture.)
Connect with local publishers and authors to offer representation to students and promote local talent.
Logistics and Distribution:
Plan and execute book procurement, transportation, and distribution to selected schools.
Work with local vendors, publishers, distributors, and volunteers for seamless delivery.
Community Engagement and Awareness:
Conduct workshops, reading sessions, and literacy programs with local educators and volunteers to ensure student body is actively interacting with the library.
Promote reading and literacy through awareness campaigns, storytelling sessions, and interactive activities.
Monitoring and Evaluation:
Implement mechanisms to assess the initiative's impact on literacy rates, student engagement, and community development.

Gather feedback for continuous program refinement.
Future Plans:
Digital Library: RLE's envisioning a digital leap with a dedicated e-book platform, developed with our partners. This would include producing audio versions of books to cater to students and families with visual impairments or those who prefer auditory learning. By integrating essential technology in impoverished schools, we aim to provide students with broader access to diverse literature and enhance their learning experience.
Civic Education: RLE hopes to organize interactive workshops on civic rights, responsibilities, and democratic processes in its target communities by collaborating with local leaders (politicians, activists, journalists, educators, etc.) for talks and Q&A sessions. RLE also hopes to develop and distribute educational materials on voting and governance.
Target Population:
Marginalized Communities in rural India: Students and communities that lack access to quality education, technology, and essential resources due to socioeconomic challenges.
Current Challenges:
Infrastructure: Limited access to electricity, technology, and basic facilities like benches, stationery, and sanitation.
Educational Resources: Insufficient availability of diverse literature, in content and quality, curriculum textbooks and standardized testing resources, and career-specific educational resources.
Socioeconomic Factors: Economic hardships, unemployment, and lack of awareness about the importance of education contribute to limited opportunities.
Solution Impact:
Infrastructure Development: Installation of electricity, technology infrastructure (WiFi, computers, TV), and essential facilities (benches, doors, windows) to create conducive learning environments.
Educational Empowerment: Establishment of libraries with diverse book collections, catering to different age groups, genres, and interests (these collections will range from pop magazines, current-events, fiction genres, science encyclopedias, how-to guides, field-specific books, and much more). Promote bilingual literacy by sourcing books in local languages, and cultural diversity by curating books with themes on local representation
Community Engagement: Organize workshops, reading sessions, and literacy programs to foster a love for reading and promote the importance of education. Provide opportunities for students to network with community leaders, including activists, journalists, and professionals from various fields of study (from STEM to the arts). Connect community members and students with volunteers, fostering a network of collaboration and empowerment.
Technology Integration: Develop a digital library with e-books and audio versions of books, increasing access to ALL people and enhancing learning experiences.
Awareness and Advocacy: Raise awareness about the significance of education and reading, encouraging community involvement, civic participation, and support for sustainable change.
Proximity to the Communities:
RLE’s team, including Shaunya Kumar, has deep roots in the communities we aim to serve. As a rising high schooler in Minnesota from India, she brings a unique perspective and personal connection to RLE's mission, along with her passion for philanthropy and literacy empowerment. This passion is similarly significant in the rest of RLE’s team members, who have diverse personal and professional connections to the community, either through family ties, work experience (from other non-profits), or community involvement.
RLE proactively engages with local community leaders, educators, student bodies, and families to ensure our programs are relevant and impactful. This continuous dialogue allows RLE to adapt and refine our libraries, allocation of resources, and location-specific mission based on real-world feedback and insights.
Community-Driven Design and Implementation:
Our approach is grounded in participatory design principles, where community members are actively involved in the building of the library- from Needs-Based Assessments, where RLE initially interviews school facility and community leaders to understand specific needs of the school, from infrastructure gaps to students’ literacy and fluency levels.
RLE curates targetted book collections specific to the school’s student body needs- by conducting one-on-one or focused-group discussions, we decide with the students which books to bring to the library- their career interests, aspirations, hobbies, curiosities, and culture are RLE’s first priority in curating the books.
After a library is properly built, RLE hopes to enforce frequent, regular community workshops, focus group discussions, and surveys to gather input, ideas, and feedback from community members. This collaborative process ensures that RLE’s solutions are tailored to the unique needs, aspirations, and priorities of the communit, and are sustainable and owned by the community.
Collaborative Partnerships:
RLE partners with nonprofits that work with philanthropic education and strive to eliminate education disparities; via this collaboration, RLE amplifies its impact and ensure that our work is aligned with broader community development initiatives.

- Growth
RLE has built libraries in two pilot schools so far in rural India, via our partner Dalit Solidarity. Currently, we are conducting a needs-based assessment at our third pilot school alongside Right to Live Foundation. We hope to begin officially curating books and building infrastructure for this library in the next two weeks.
Our first two pilot libraries:
- Savitribai Phule Village Library (Utter Pradesh, India):
- 50+ students, range of ages 3 to 19, average age of 10.
- 10+ Teacher/Instructor volunteers
- After interviewing student body members both one-to-one and in focused groups (related to interests and grade level), via Dalit Solidarity, Rural Literacy Empowerment curated thematic novels, career books, and curriculum test prep books, along with magazines, nonfiction and fiction reads, and picture books.
- We also invested in the tech infrastructure, including two full computers (from monitors to keyboards), a speaker system, dependable WiFi and network access, and more.
- Furthermore, with help from local volunteers, we funded shelving and other furniture.

- Life Empowerment Center (Tamil Nadu, India):
- 60+ students, ranging from ages 4 to 18.
- Similar to SPV Libary, we first identified the student community's needs at this non-government affiliated school for marginalized children. Then, we curated our book collection and acquired almost 120 diverse books for the students.
- The establishment building lacked windows, proper lighting, flooring, furniture, and a central heating/cooling system (including simple air conditioning). RLE funded the building of all of these essential learning space infrastructures along with computers, a TV, proper internet network, and other tech tools.
Financial Support:
- RLE needs funding to expand library projects beyond the initial $3,700 we have raised so far.
- We further lack established donors and dependable revenue streams, and so are seeking to enhance our network and gain more sponsors and donors.
- RLE is further seeking partnerships with educational institutions, NGOs, and other stakeholders to amplify the impact of RLE.
- Guidance and Mentorship:
- Limited experience in nonprofit management and scaling projects.
- Require expertise in organizational development, strategic planning, and effective implementation.
Technical and Legal Assistance:
Need support in navigating legal frameworks and compliance in India for nonprofit organizations
RLE wants to establish a Digital Library Management System (DLMS), or a cloud-based platform designed to manage, curate, and distribute diverse literature and educational resources to the established libraries in rural communities. We are looking for assistance in creating and managing such a platform.
- Cultural and Community Engagement:
- Guidance in understanding and respecting local cultural nuances and linguistic diversity.
- Tools and strategies to foster community ownership and participation in RLE initiatives.
- Publicity and Exposure:
- Enhance visibility to attract more donors, volunteers, and community support.
- Leverage media and conference opportunities to share RLE’s mission and impact, inspiring more individuals and organizations to get involved.
- Human Capital (e.g. sourcing talent, board development)
- Legal or Regulatory Matters
- Monitoring & Evaluation (e.g. collecting/using data, measuring impact)
- Product / Service Distribution (e.g. delivery, logistics, expanding client base)
The average philanthropic book donations in India presently relocate curriculum textbooks or test prep workbooks to underfunded government schools. Obviously, this can leave substantial impacts on students who gain access to materials necessary for performing well in academics. However, RLE believes reading should go beyond just studying. Reading should be a cherished activity, and everyone should have the opportunity to read memorable things. Diverse literature is essential for supporting diverse minds and dreams. RLE promotes a genuine love for reading by building vibrant and culturally relevant library collections. We emphasize local linguistic diversity, sourcing books in both standardized and regional languages, and collaborating with local publishers and authors. Our community-centered design tailors library collections to community needs and implements interactive reading sessions and literacy programs.

We will actively recruit team members with diverse skills, experiences, and cultural backgrounds to ensure a broad spectrum of viewpoints and approaches.
Goals for Diversity, Equity, and Inclusion:
RLE is dedicated to ongoing education and training on diversity, equity, and inclusion for our team members to foster a deeper understanding and awareness of these issues.
Once we’ve expanded our team and leadership board, our goal is to continuously assess and improve recruitment and hiring practices to ensure that they are inclusive and free from bias.
We aim to provide equitable opportunities for professional development and advancement within our initiative, ensuring that all team members have access to growth and leadership opportunities.
Products/Services: RLE establishes libraries in marginalized rural communities in India, offering diverse literature, essential academic resources, and other critical infrastructure including internet access, computers, and shelving. Additionally, we aim to develop a dedicated e-book platform with a wide range of novels, magazines, and educational materials.
Value Proposition: Our libraries foster a love for reading among children, promote literacy development, and provide access to educational resources that are culturally relevant and resonate with students' interests and experiences.
- Revenue Model: We seek funding through grants, donations, and partnerships with educational institutions, NGOs, and philanthropists to support the establishment and maintenance of libraries and the development of our digital platform.
