For Internet driven businesses, an authentic, Unique Cyber identity & quick dispute redressal both are needed.

Thus two steps are needed.

1. A Government run cyber-identity platform. Which Stores identity related information & generates a unique login account.

2. OAuth integration with major marketplaces & government policy for grievance redressal.

Main Pitch :

Women's career-path usually takes different routes then men. During their 20s and 30s many women take a career break for family responsibilities, or sometimes postpone their relationship &/or pregnancy for the career. Option of a new working life style is needed.

Interestingly for home-makers, in their 40s & 50s when kids are already grown-up, family responsibilities lessens a bit, a new opportunity opens up. But transitions can't be really easy. Possible difficulties they face are
1. Finding a job.
2. Having/learning the required skill-set.
3. Finding the confidence/comfort in new kind of work-environment.

For difficulty no. 3, companies like irelaunch.com which helps people with long career breaks can help these home-makers too. And for difficulty no 1 & 2, there is already online freelancing marketplaces. But at present they face two major problem.
1. Lack of authenticated User-IDs & other job related info & history, so that both client and freelancer can trust each other over internet.
2. An effective Grievance redressal system, which have some legitimacy & fast response time.

Thus to make present Online freelancing marketplaces there are needed two actions.
1. An Cyber-authentication system, Which records and maintain information of the user/entity (be it a person or organization), & provide them each a unique account.
2. OAuth integration of Cyber-authentication system with all the major marketplaces & government policy for grievance redressal.

For continuous collection & verification of User related data, postal services in various countries can be used. Wherever is a human activity there is the reach of postal service.

Right now for the both part of the solution, Cyber-id & Grievance redressal there isn't any concrete plan, but to avoid these two key issues won't be helpful in emergence of gig-economy.

It addresses the key bottleneck in emergence of gig-economy.

Military and business are two major human activities which adopted
technology more readily. Reason is, both of the domain are highly
competitive.
So it is clear that the power of artificial intelligence will increase, because of these two forces.
In a recent discussion panel moderated by George Westerman, MIT a new study about A.I. came out. Study was about future differences between wages based on different skills.
Among many parameters two things are important. Inattentiveness was the most favorable skill to have & team-work impacted negatively on your wage.
It is no surprise gig-economy is emerging.
Efficient mechanism are required.

Impact will be, the possible emergence of smaller businesses and services. If gig-economy becomes a series thing, there will be reduction in task-force in larger corporations (which are already on verge of laying-off redundant employees).

No need of deployment is needed to reach to the end users. Idea is in research phase.
Along with that final implementation of idea will act as base architecture, which will impact the whole freelancing marketplace, but not directly.
Spreading awareness will be the way via which we will reach to the end users. Rest must be left to individual efforts.

Solution is not innovative at all.

The key thing is to realize that internet was not designed to do business activities.
Along with that when you realize that for very small business operators & service providers, lack of mutual trust between two unknown party make it difficult to do business, authentication becomes a priority.
Along with that a strong government policy gives uninitiated users confidence to try freelancing marketplaces.
