Continuous Food Delivery Program
Local social and economic promotion is perhaps the biggest gain of this measure. Based on the family profiles that we have in the single register for social programs and in the attendance of the socio-assistance units, with the aid of machine learning techniques, it is possible to create variable criteria for complementing income, in addition to family composition. With a focus on prevention and local promotion, the family starts to receive a variable amount that must be spent on food in previously registered local trades, from which every month they receive the beneficiaries who buy and leave the money in the place, small establishments. In addition, it is possible to work on food re-education actions of these families that can have access to other types of products and potentially more nutritious foods, promoting the family and the dignity of the human person.
The Federal District has a program of emergency and provisional distribution of food baskets to families and people in social vulnerability or in situations of food insecurity, identified by the Social Assistance Network of the Secretariat of Social Development. The basket of emergency food baskets is forecast monthly for 8,000 baskets of non-perishable products (rice, beans, pasta, among others) and 4,000 baskets of perishable products (potatoes, carrots, pumpkins, manioc, among others). The District Food Security Policy establishes that the public power must provide emergency and transitional food baskets to 100% of families and people in situations of food insecurity and social vulnerability, who resort to the system of the Single Social Assistance System. In addition, the program establishes that it is necessary to grant, in addition to the non-perishable food basket, a basket of perishable products to at least 50% of the families contemplated monthly by the program.
Due to the economic crisis in Brazil and the Federal District, there was a substantial increase in the levels of poverty and social vulnerability. This has led to more families seeking the benefit. In a scenario of fiscal restraint, it is impossible to meet all the demand for food for people in situations of food insecurity and nutrition or social vulnerability. The public policy that has contractual coverage for the distribution of baskets of non-perishable products and perishables has the annual cost of approximately R $ 14 million.
The public power through the Department of Social Development has the role of carrying out the socioeconomic evaluation of the users who seek the system and verify if the family or person is eligible to receive the benefit. Based on criteria of income and family composition, the public servant must grant the benefit or not.
The card complements the Income Transfer Programs of the Federal District and accredits local establishments to use the card. While meeting the needs of families, it favors the local economy. Besides heating the local economy, it also generates income and employment, valuing and moving the economy of the region, while giving autonomy to families to buy the food they need and want. Creating the Food Card is to invest in health and increase the learning of children. The program brings dignity, autonomy and power of choice to the families of the Federal District. Rationalizes the attendance in the units and breaks the paternal logic of the State. We see the unemployment rate increasing and the purchasing power of families falling more and more. The price of the gas canister is prohibitive. To feed oneself today is a privilege of the few. And eating well is even more of a privilege.

Attempts of fraud are constant in the system, families that do not have a profile, omission of income, omission of members of the family composition, among other situations.
For the purpose of effective monitoring and alignment of technology, all transactions would be recorded in blockchain technology, this data would be processed and made available to the social workers accompanying the family to verify family and social promotion. This reduces the risk of bribes and fraud by local authorities. Through a biometric system, the user will go to an accredited establishment, based on the variable income that will be attributed to him, and can be consulted through the system. The user will be able to buy food, to the point of a suggested list of products. Example: if the family has infants, the elderly or diabetics the system has a suggested basket of products.
