InReach

- Nonprofit
Despite the rise in harnessing technology to tackle pressing social issues, the LGBTQ+ movement–both in the United States and globally–has lacked a scalable resource platform. As a result, numerous advocacy and community organizations, health centers, local government offices, etc. have attempted to create and maintain their own resource datasets. This inefficient approach forces LGBTQ+ people in need (and the service providers and individuals working with them) to sift through unverified results of large search engines, jump from website to website to try to find affirming resources to address all of their different legal, medical, mental health and social service needs, or hope that their local community organizations’ static resource lists are up-to-date and comprehensive.
Today, addressing this clear information gap is more urgent than ever. For example, right now, an unprecedented rise in anti-LGBTQ+ state legislation and rhetoric is threatening access to safe resources for LGBTQ+ people–especially transgender and gender non-conforming (TGNC) folks–across the United States. Already in 2024, there have been over 540 anti-trans bills under consideration in 42 states.
- According to the 2022 US Transgender Survey, nearly half (47%) of respondents said they had thought about moving to other states because their state governments considered or passed such laws that target transgender people.
- According to new report from The Henry J. Kaiser Family Foundation (KFF), LGBTQ+ adults are also twice as likely as non-LGBT adults to report negative experiences while receiving health care in the last three years.
InReach will fill this clear information gap for the LGBTQ+ community (e.g., "Where is it safe to go for all my health, wellness, legal, social service and community resource needs?") by building the world’s largest open repository of verified LGBTQ+ resource data, collaboratively maintained by trained volunteers and external contributors.
InReach has built the world’s first open source platform matching LGBTQ+ people facing persecution or discrimination with safe, independently verified resources ('InReach App'). When InReach is at scale, every LGBTQ+ person will have on-demand access to the safe resources they need to thrive.

The InReach App is available on web (desktop and mobile), and native iOS and Android. Over 9,000 services across North America are currently listed, with new verified services added every day by trained volunteers. InReach instantly matches LGBTQ+ people in need with independently verified safe housing, medical and mental health care, immigration and other legal help, meal assistance, education and employment, translation, community and spiritual support, and more. InReach is a comprehensive, digital one-stop-shop for intersectional community needs, with listed verified services for LGBTQ+ asylum seekers, refugees and other immigrants, BIPOC communities, transgender folks, youth and caregivers, and more. InReach is free for everyone – including lawyers, case managers, social workers, and other service providers and community organizations searching for affirming resources for LGBTQ+ clients. *Demo on mobile.
Sample InReach App Functionality:
- Open Source – InReach is built for scale and local community input.
-Vetted Resources Only – Every service provider listed on InReach is independently vetted (and re-verified every 6 months) to be LGBTQ+ affirming by trained volunteers.
-Streamlined UX/UI Design – InReach makes it easy for users to assess and compare their options by organizing verified providers in one place; InReach also aggregates useful information on each provider’s services in a consistent format via InReach’s service provider profile pages.

-Safety First – We know online anonymity can be a life-or-death issue for LGBTQ+ people. That’s why our app is designed to protect users’ confidentiality and safety online.
-Holistic – InReach currently lists 15 categories of verified support, including trans focused services, legal help, safe housing, meal assistance, abortion care, mental health, and medical care.

-Digital accessibility –The InReach App is available on web (desktop and mobile), and native iOS and Android. We strive to meet Web Content Accessibility Guidelines (WCAG) level AA criteria.
-Localization (Crowdsourced Translations) – Real people verify (and edit as needed) our machine-generated translations to ensure accuracy, inclusivity and cultural competence.

-Personalization – Users can easily filter out providers that require fees and specific documentation (e.g., photo ID, medical insurance, proof of age/income/residence, a referral).

-Leave Ratings and Reviews – Logged-in users can share public ratings (one to five stars) and reviews on all verified service providers’ profile pages on InReach.

-Suggest New Resources – Logged-in users can also suggest new LGBTQ+ resources.

- Save and Share Resources (Coming Soon) Users can save and share their personalized resource list(s) via print/email.
- Sorting Search Results (Coming Soon) – Sort verified providers by LGBTQ+ community focus (e.g., sort verified providers by BIPOC and/or TGNC and/or immigrant providers first).

- Service Provider Features (Coming Soon) - Providers who "claim" their organization on InReach will gain a suite of free tools for service provider users.
Over 400,000 people have used InReach to access safe, verified resources to-date. With its history in LGBTQ+ asylum, InReach is designed for the diverse and intersectional LGBTQ+ community, with users from a wide variety of sexual orientations, gender identities, races/ethnicities, immigration statuses, ages, etc.
What will the world look like with InReach at scale?
When InReach is at scale, every LGBTQ+ person will have free, on-demand access to the safe resources they need to thrive.
For LGBTQ+ people: Gain access to a free, constantly updated, digital one-stop-shop to meet all of their resource needs. Users will be able to not only find verified resources for themselves and their loved ones, but also have the option to easily contribute to InReach via leaving public ratings and reviews on the listed providers they have accessed (to help other LGBTQ+ people navigate their resource options), suggesting new resources in their community to help expand the platform, suggesting translations (via crowdsourced translations), and reporting any issues experienced to improve the platform.
For organizations and groups working with LGBTQ+ clients: Gain access to a free, constantly updated, digital one-stop-shop to meet LGBTQ+ clients’ complex resource referral needs. Eliminate the need for providers and community organizations to spend their finite time and capacity on attempting to create and maintain siloed LGBTQ+ resource datasets.
For policymakers, funders and other stakeholders: Gain actionable data to help policymakers, funders and other stakeholders better understand and improve the condition of LGBTQ+ affirming resources for their constituencies via: (1) InReach’s verified resource data (e.g., there is no trans housing in x location; or there are no medical clinics focused on trans communities of color in x county), and (2) anonymized front-end search data (e.g., most searched service types in x location). InReach’s centralized data repository (and corresponding graphical representations) will help inform policy stances, and pinpoint–and ultimately fill–service gaps facing the diverse LGBTQ+ community.
At scale, InReach will empower LGBTQ+ people around the world to make informed choices about their diverse resource needs while contributing valuable data insights to the LGBTQ+ movement.
Founding Story:
Jamie co-founded InReach (fka AsylumConnect) during his senior year at the University of Pennsylvania. At Penn, a classmate shared his personal experience struggling to find safe resources during the U.S. asylum process despite access to technology. As a trans man who grew up in a conservative environment, the feeling of not being able to live authentically and lacking easily accessible information on how to find affirming support deeply resonated with Jamie. So, during their senior year, the two friends co-founded AsylumConnect, a 501(c)(3) nonprofit organization started as the world’s first technology platform for LGBTQ+ asylum seekers, to fill the critical resource information gap facing the diverse LGBTQ+ community. The organization is founded on the belief that every LGBTQ+ person deserves the safety and freedom to live authentically. In May 2022, AsylumConnect officially became InReach. Since launching its app in 2016, the organization has seen the platform be used by a wide variety of LGBTQ+ people, in addition to those seeking asylum. The organization rebranded to InReach to better communicate and reflect the value of its free technology to a diverse LGBTQ+ user base.
Today:
InReach is a trans-led nonprofit serving the trans and wider LGBTQ+ community. We are proud to have InReach App users represented across our organization, including on our staff, volunteer teams, young professionals board (96% of members identify as LGBTQ+, BIPOC, immigrants and/or women), and governing board (100% of members identify as LGBTQ+).
InReach is run by Jamie Sgarro, Co-Founder & Executive Director. Jamie has led InReach for over 9 years since co-founding the organization at the age of 21. As a trans man who grew up in a conservative environment and who used the InReach App to find affirming medical, mental health and legal resources during his own transition at the age of 26, Jamie remains personally motivated to ensure other trans and queer people in need have access to InReach.
InReach’s UX Research team (run by professional UX researchers who volunteer their time to InReach) also conducts regular remote usability testing with a diverse array of LGBTQ+ resource seekers and service providers to collect ongoing community feedback and help ensure our platform remains accessible and intersectional as we scale.
As an open source platform, community input is critical to our success. Our custom technology is free, open source and community-centric. For example, we encourage other organizations to not only use the platform and claim their profile (if applicable) but also to help expand InReach in their community. Anyone can suggest resources via our public suggest resources form (all resource suggestions are subject to InReach’s vetting process for safety). We also encourage local community members and organizations to share existing resource lists (e.g., static webpages, excel files, google docs) to help build the platform. Additionally, as a tech nonprofit, InReach has the ability to integrate with other organizations who maintain databases (e.g., connecting other public search APIs to our data portal with credit:"Live data provided directly from x”).
- Increase access to and quality of health services for medically underserved groups around the world (such as refugees and other displaced people, women and children, older adults, and LGBTQ+ individuals).

Sample InReach App User Testimonials:
"The LGBTQ+ asylum process can be very isolating for many asylum seekers who continue to face daily challenges in the U.S. Access to legal representation and other basic resources can often make a big difference in their ability to rebuild their lives. I have used the InReach App to find LGBTQ-affirming legal resources that are instrumental in helping me navigate the convoluted immigration process for my long pathway to citizenship."
“As a volunteer crisis counselor, I talk every week with LGBTQ+ youth across the country who are in crisis. They are facing issues like family discrimination, impending loss of housing, bullying, coming out, loss, self-injury, and exploring gender identity. I use the free InReach App to find safe local service providers for our contacts, for example finding trans-affirming emergency housing for trans youth facing homelessness.”
"Social workers often make referrals to other organizations and providers to meet all of our clients’ needs. It is important to connect people with the resources and support they need in a timely manner, and it is imperative that services and service providers are safe and affirming. I share the InReach App not only with clients, but also with other service providers, to ensure that clients who are part of the LGBTQ community are connected with the mental health, medical, legal, and other services to meet all of their needs."
“Working in the pro bono legal services sector, our clients, who were asylum-seekers and other LGBTQI+ folks in vulnerable situations, would often ask for advice beyond the realm of legal help that we provide. As a paralegal, it was difficult to research this information in an individualized manner, until I found InReach. I was then able to use the InReach App to find safe and reliable service providers that would address our clients’ needs and to connect them with relevant and urgently needed social services. This invaluable online resource proved life-saving and life-changing for so many of our clients.”
"My family lives in a hostile state that has already outlawed gender affirming care for my child. We use the app as part of our survival strategy. There are too many barriers to relocation at the moment, so we are using the app to find the closest care. We are also using the app to determine where we will go when we can no longer remain here. We need resources for the whole family and trust the resources listed on InReach because of the recertification process."
“I’m so excited about InReach’s work. It's exactly what's needed. We have people getting on trains to reach us when we can't help more people or people who need help in other parts of the country, we can use the InReach App to tell them where it is safe to go."
The program's ability to connect InReach with monetary and non-monetary support would have a transformational impact on our organization. As a trans-led technology nonprofit working in LGBTQ+ rights, philanthropic funding is limited. Of every $100 awarded by U.S. foundations, only 4 cents focuses on trans communities and only 28 cents supports LGBTQ+ issues. Only five U.S. trans-focused and trans-led nonprofits have budgets over $1 million. To-date, LGBTQ+ funders also have not prioritized investing in scalable technology solutions.
We will leverage the program's vast network and mentorship to develop strategic adoption/cost-sharing partnerships to enable InReach to achieve financial sustainability and global scale. For example, government adoption at the local/state/federal and international levels could dramatically expedite InReach’s scaling timeline to new countries. Partners would not only gain access to InReach’s open source platform (eliminating the need for them to attempt to curate and maintain siloed local resource datasets for their LGBTQ+ constituents) but also gain access to InReach’s growing data repository (such as search trends to help inform their policy and resource allocation).
Additionally, the program could connect InReach with organizations/individuals with expertise in graphical representations of data (to help us develop our new visual heatmaps reports); help spread the word about InReach (including how individuals and organizations can directly contribute to our platform); and introduce us to other organizations/partners who are interested in helping to scale InReach to new locations/countries (e.g., local data-sharing partners).
- Financial (e.g. accounting practices, pitching to investors)
- Human Capital (e.g. sourcing talent, board development)
- Monitoring & Evaluation (e.g. collecting/using data, measuring impact)
- Product / Service Distribution (e.g. delivery, logistics, expanding client base)
- Public Relations (e.g. branding/marketing strategy, social and global media)
- Technology (e.g. software or hardware, web development/design)
InReach is the world’s first open source platform matching LGBTQ+ people facing persecution or discrimination with safe, independently verified resources.
InReach has the history, experience and issue area expertise, engineering and vetting capacity to develop the first and only open source verified resource platform designed for the diverse, intersectional LGBTQ+ community. For example, InReach’s new codebase (released in June 2023) uses some of the most popular frameworks/libraries, making it easier for developers to contribute to our open source repository. InReach is built for scale, uses crowdsourced translations to increase language accessibility, and has a custom backend data portal to enable our trained volunteers to efficiently verify and add affirming services to our platform as we grow.
Sample alternatives to InReach:
Large search engines (e.g., Google, Yelp): Lack InReach’s independent vetting process; many relevant service providers will not appear high in search results from poor SEO; too time-consuming and unreliable to sift through for resource seekers and service providers/community organizations searching for safe resources for LGBTQ+ clients.
Immigrant & low-income resource apps: Not designed for LGBTQ+ people; lack InReach's independent vetting process.
Websites/apps focused on a specific service (e.g., finding a doctor) for the LGBTQ+ community: Lack InReach's independent vetting process; low-tech (not open source or scalable--lack custom backend data portal); not holistic (e.g., not designed to address LGBTQ+ peoples' complex resource needs) or intersectional (e.g., often missing translation capacity, focus on marginalized LGBTQ+ communities) in their approach.
InReach's Theory of Change:

(1) Ensure LGBTQ+ people facing hostile state legislation, discrimination and persecution know about InReach. Our goal is to connect over 1 million LGBTQ+ people to safe, verified resources by 2030.
Tracking Progress:
Platform usage: e.g., InReach unique users; user sessions; searches; pageviews
Tracking custom events (via G-Analytics)
Collect ongoing user feedback (via anonymous online surveys and in-app ‘share feedback’ prompts sent to resource seekers and service providers listed on InReach)
(2) Increase the number of safe resources InReach can independently verify and improve resource coverage (beginning across North America, with future global potential).
Tracking Progress:
Active independently verified services listed on InReach
Number of hours contributed by internal Resource Team to vetting providers (measured by POINT volunteer management system)
Economic impact of hours contributed by internal Resource Team to vetting providers (converted by POINT using industry standards)
Number of trained volunteers to conduct InReach’s unique independent vetting process to add safe resources to InReach
Number of suggested resources by external contributors
Local Community Reviewers (LCR): total number of registered LCR user accounts; total number of locations with registered LCR account(s); provider reviews/ratings contributed by LCR users sharing their lived experience accessing local services in their own community
(3) Add features to InReach to encourage and incorporate more external community contributions, as well as prepare for future global scale, and improve the user experience for LGBTQ+ resource seekers and provider users.
Tracking Progress:
New functionality added to InReach, with a focus on scalability
Number of developers contributing to InReach’s open source repository
Results of our UX Research team’s remote usability testing
Localization (Translation): Number of translated or proofread words contributed via InReach’s Crowdin repository (crowdsourced translations); Number of non-English languages to increase language accessibility
(4) Release first-of-its-kind visual heatmap reports leveraging InReach’s resource dataset to illustrate service gaps to contribute to systemic change for the LGBTQ+ movement.
Sample data for heatmap of InReach’s verified resource data:
Vetted resource data by geography (county/city/state/country);
By service category (InReach currently lists 15 categories, including housing, community support, legal, mental health, medical, trans focused services);
By representative leadership (InReach currently verifies whether providers are any of the following: Black led, BIPOC led, immigrant led, and/or trans led; in the process of adding LGBTQ+ led and women led);
By specific LGBTQ+ community focus (e.g., currently InReach verifies whether providers have expertise/are focused on any of the following marginalized LGBTQ+ communities: BIPOC community; HIV community; Immigrant community; Spanish speakers; Transgender and gender non-conforming community; Youth; Caregivers/families).
Sample data for heatmap of InReach’s front-end (anonymized) search trends:
Most searched locations on the front-end;
Most searched service types/categories (e.g., mental health vs. housing vs. food) on the front-end;
Results of tracking searches that show the user did a search that produced ‘no verified resources listed’ (log internally; shows a need for new services for funders, etc.);
Frequency of use of "Sort by LGBTQ+ community" filters, coming soon (e.g., a user is looking for services focused on the BIPOC community and immigrant community).
The InReach App is available on web (desktop and mobile), and native iOS and Android. Our technology is open source, custom and community-centric.
InReach’s Current Tech Stack:
With more funding and increased engineering capacity, we plan to incorporate AI/machine learning to streamline processes and for quality control as we scale, such as:
- We hope to implement machine learning to assist with content moderation as we scale (e.g., flagging user reviews for hate speech) and improving our data entry processes for volunteers;
- Incorporate AI to proofread data entries by human volunteers (e.g., program the AI to check each data entry for x, y, and z elements; & make suggestions to the volunteers for quality control purposes);
- Add the ability for Local Community Reviewer (LCR) volunteers to ‘turn on’ AI helper when logged-in (e.g., suggestions/best practices for leaving reviews on InReach);
- In the future, leverage AI to pull information from service providers’ existing digital presences (e.g., websites, social media pages) to create an initial data entry (that would then be checked/proofread, and edited as needed, by InReach’s trained human volunteers).
- A new application of an existing technology
- Crowd Sourced Service / Social Networks
- GIS and Geospatial Technology
- Software and Mobile Applications
- Canada
- Mexico
- United States
InReach is run by a dedicated staff (currently 3 full-time and 2 part-time employees), 50+ active volunteers, and interns (rotating 25+ member Fall/Summer/Spring cohorts). The organization is overseen by a 12-person advisory council, 10-person governing board of directors, and 45+-person Young Professionals Board (YPB) program.
We have been working on our solution for 9 years.
Sample key organizational milestones:
- InReach (fka AsylumConnect) was co-founded in July 2014 at the University of Pennsylvania
- We incorporated as a nonprofit corporation and launched the pilot of our free resource platform in 2016
- We hired our first full-time executive director in January 2019 (Jamie Sgarro, co-founder, via the Roddenberry Fellowship) *previously InReach was entirely volunteer-run
- We received our independent 501(c)(3) nonprofit status in May 2019 (we were previously fiscally sponsored)
- To-date, we have raised over $1.3M USD via foundation grants, corporate giving and individual giving
InReach is a trans-led nonprofit serving the diverse trans and wider LGBTQ+ community.
With our history in LGBTQ+ asylum, our open source platform is built to serve as a comprehensive, digital one-stop-shop for intersectional community needs, with listed verified services for LGBTQ+ asylum seekers, refugees, and other immigrants, BIPOC communities, transgender and gender non-conforming (TGNC) folks, youth and caregivers, and more LGBTQ+ communities in need.
We recognize the critical role of Black trans women and other BIPOC leaders in the LGBTQ+ rights movement, and we are committed to promoting anti-racism, diversity, equity and inclusion. For example, the InReach App currently includes the ability for users to view which verified service providers listed on InReach are Black-led and BIPOC-led, and/or offer a service(s) focused specifically on the BIPOC community.
As shared above, we are proud to have InReach App users represented across our organization, including on our staff (such as our co-founder/ED who used the free InReach App to access safe, affirming legal, medical and mental health resources during his transition; as well as our Community Outreach & Programs Director who is a nonbinary parent of a trans kid living in a state with a high volume of anti-LGBTQ+ legislation), volunteer teams, young professionals board (96% of members identify as LGBTQ+, BIPOC, immigrants and/or women), and governing board (100% of members identify as LGBTQ+).
Diversity, equity and inclusion is central to our mission at InReach. With increased financial investment and capacity, we are committed to adding new governing board members and staff members who bring new lived and professional experiences to our organization. We strongly encourage candidates who identify as BIPOC, TGNC, women, and/or immigrants/refugees to apply to our open positions.
To-date, InReach has relied on philanthropic giving (via foundation grants, corporate giving and individual giving). So far, InReach has secured over $1.4M USD in funding. In Q4 2021, we received the largest grant in our organization’s history, a $250K general operating support grant from one of the United States' leading philanthropists.
To ensure accessibility, the InReach App is free for both LGBTQ+ resource seekers and service providers and community organizations searching for safe, affirming resource referrals for their LGBTQ+ clients.
So far, InReach has established issue area expertise in LGBTQ+ forced migration and technology for social good. For example, InReach provides external trainings for direct service providers on best practices for working with LGBTQ+ clients, including for social and legal service providers of LGBTQ+ asylum seekers and resettled refugees; healthcare providers serving undocumented or low-income LGBTQ+ clients; and mental health providers serving TGNC youth. InReach focuses on the diverse, intersectional LGBTQ+ community, and as such training can be tailored to best serve a range of service providers. InReach (fka AsylumConnect) also shares the organization's experience working on forced LGBTQ+ migration in speaking engagements (example) and media outlets (example; example).
- Individual consumers or stakeholders (B2C)
To ensure financial sustainability, we plan to:
Expand the InReach Young Professionals Board (YPB) Program to include at least one regional chapter in all 50 U.S. states and D.C. (with multiple chapters in large states like CA and TX). The YPB is a network of service-minded LGBTQ+ and allied young professionals investing their time to develop, expand and promote InReach in their local communities. Members also play a critical fundraising role through organizing in-person and virtual fundraising events, unlocking new corporate funding (via corporate matching/employee engagement opportunities and sourcing new corporate partnerships), and fulfilling an annual membership dues requirement ($1k per member annually; we make DEI scholarship funds available for qualifying candidates to ensure program accessibility and inclusivity). To-date the YPB program has raised over $225K for InReach.
Grow the InReach governing board of directors (increasing the board’s collective annual ‘give/get’ capacity).
Secure additional foundation and corporate partners. To-date, InReach has been awarded 45 unique grants. Corporate parnerships include: Mercedes-Benz USA (Pride Month 2022 Charity Partner); Microsoft (Pride Month 2022 Campaign Feature); The Starbucks Foundation (2022 Neighborhood Grant Program); Hollister (The Hollister Confidence Fund grantee); Linktree (Gold Winner of 2021 Passion Fund).
Incorporate earned revenue streams, such as:
Platform Advertising. We plan to introduce the opportunity for businesses to advertise on InReach to reach thousands of LGBTQ+ resource seekers and verified affirming organizations. Advertisers will be able to target their ads to users in specific location(s); searching for specific service types (e.g., HIV services, trans focused services); and/or searching for resources for specific communities. We will also offer LGBTQ+ owned businesses the opportunity to purchase features in relevant search results.
SaaS Hosting and Licensing Data. We also plan to explore SaaS hosting (following a similar format to other open source products like Cal.com). InReach's open source platform will be available to download and self-host for free as a "community edition." Community edition users would be responsible for sourcing their own database instances, authentication solutions, and any other third-party integrations. Support would be made available through a forum-like environment (GitHub discussions, Discord) and would lean on other community users for basic questions, with staff contributing for more complex questions. We will also offer a range of hosted SaaS options where we would host and manage the associated services (database, authentication, etc.) for customers who do not have the resource bandwidth or desire to manage the infrastructure. If a larger enterprise requires, we will also offer custom quoted plans for initial set-up and/or ongoing maintenance for the platform hosted on their infrastructure. All customers would be responsible for managing their own resource data. The other side of our revenue stream will include licensing InReach’s data (curated database of resources by trained volunteers) for providers and other customers who want ongoing access to InReach’s maintained, verified data as well as InReach’s platform structure. These customers will be charged a subscription fee based on their level of resource access, ranging from: "full access"; “by state”; and “by community”.
