The global humanitarian system is critically fragmented across stakeholder groups, leading to inefficiencies that severely affect millions of marginalized people worldwide. This fragmentation is glaringly evident among the organizations working among the over 2.3 million Venezuelan refugees in Colombia, and extends globally to the more than 110 million forcibly displaced individuals.
This systemic fragmentation arises from multiple factors: shifting political landscapes, inconsistent international support, and scarce funding. These elements contribute to an environment where Civil Society Organizations (CSOs), community groups, NGOs, and government bodies often work in isolation, creating redundancies and diminishing the overall effectiveness of humanitarian aid.
Marginalized communities, including Venezuelan migrants, frequently distrust larger NGOs and government entities, a situation exacerbated by targeted misinformation and disinformation campaigns by authoritarian actors, traffickers, and others. The National Endowment for Democracy reports that this complicates their integration, and increases their vulnerability.
CSOs and community organizations, which often have the trust and insight of the affected communities, lack the tools and resources to effectively coordinate and align their efforts with other stakeholders. This disconnection prevents effective advocacy and collaboration on a larger scale and reduces long term impact.
The consequences of such fragmentation are profound: wasted resources, duplicated efforts, and reduced impact of aid interventions. This inefficiency leads to failure meeting both immediate and long term needs, impeding long-term integration and self-reliance.
Addressing this issue requires transformation of how the humanitarian system functions. We must shift from isolated, competitive actions to a unified, collaborative, and data-driven approach, with shared goals. Empowering local actors, utilizing advanced technologies, and fostering alignment among stakeholders can significantly enhance the system's efficacy. Effective global humanitarian action on this scale requires the cooperation of high volumes of stakeholders within the ecosystem—across groups, from local orgs to international organizations, governments, and UN agencies. We can resolve the systemic issues of fragmentation and build a more equitable and sustainable humanitarian system by centralizing the needs and agency of marginalized communities and promoting shared strategies and resources.
JustCollab is an AI-driven ecosystem that revolutionizes collaboration, knowledge sharing, and service delivery among Civil Society Organizations (CSOs) in a way that provides data, systems, and collective power that incentivizes NGOs, and government bodies to work with them. JustCollab integrates a CSO network with education and tools, including their own AI chatbots that network to build collective data and shared community knowledge bases. This integration allows for anonymous data sharing, analysis, and targeted assistance across various digital platforms.
At the core of JustCollab are "Helplines as a Service" that leverage AI to identify needs and delivery verified information, enabling CSOs to establish and manage their own AI-powered helplines. These helplines will have data exchanges with the CSO network to grow collective knowledge and verify information. JustCollab’s ecosystem of service build cross-organizational data sharing and analysis while safeguarding user privacy. Leveraging the collective insights from multiple helplines across populations and geography can help identify trends and anticipate needs for allocating resources efficiently. When combined with end user feedback about the services themselves, this begins to identify where humanitarian funding can best be put to use and benefits larger funding organizations who need to ensure that money is efficiently put to use.
This collaborative approach promotes the exchange and refinement of best practices across organizations. JustCollab is being built around an impact measurement framework, aligned with the Sustainable Development Goals (SDGs) and standard Monitoring, Evaluation, and Learning(MEL) logic models which provides organizations with the tools to track and evaluate the efficacy of their interventions. This standardized approach to impact assessment helps CSOs to demonstrate their effectiveness, secure funding, and expand their reach to more communities in need.

By facilitating more synergistic partnerships between CSOs and other stakeholder groups there is better sharing of resources, best practices, and knowledge, all which benefit the end beneficiaries. This collaborative environment helps eliminate redundancy and fosters a more coordinated approach to migrant support, enhancing the overall quality and sustainability of services provided.
By leveraging sophisticated data analytics and NLP, JustCollab allows CSOs to identify trends, anticipate community needs, and tailor their interventions accordingly, while learning best practices and building capacity. With our own built in media service we amplify the stories and challenges of vulnerable communities and can do the same for CSO’s. These campaigns help to create more inclusive host communities such as by changing public perceptions and addressing xenophobia.
While initially focused on Venezuelan migrants in Colombia, JustCollab's model is adaptable and scalable, capable of serving diverse groups worldwide including refugees, internally displaced persons, and indigenous populations. Each iteration can be tailored to local contexts to address specific inequalities and barriers with new populations and geographies.
JustCollab does deliver information and options directly to those who need it most, but more than that it enhances the broader humanitarian ecosystem by driving a shift towards more collaborative and impactful practices. Our team's journey from a modest family initiative in support of Venezuelan migrants to becoming a central, trusted hub for information and collaboration between communities, government and CSOs uniquely positions us to effectively deliver our solution JustCollab. Over the past six years, our team with Nery Santaella, herself a Venezuelan migrant who has become one of the most recognizable and trusted voices in Venezuelan migration, has cultivated deep ties within that community. Together we have built a solution that is most engaged with by the migrant community and has been marked by progressively building trust and strengthening our connection as a connector between the migrant community and the wide array of stakeholders including local CSOs, government agencies, and international bodies. This extensive network, built on trust and sustained engagement, informs every level of JustCollab’s implementation. In many ways our work has become the face of integration in Colombia, used by Colombia’s Bank of Opportunities to increase financial inclusion among unbanked migrants, by Educational and Health initiatives to deliver programs, and even connect Colombia’s 10 integration centers with the key community groups. Our helpline and face is on many of those service centers to improve trust, delivery information, and increase community involvement.
Through our work with our Voices of Venezuela initiative, we have expanded our reach, now supporting a network of 79 CSOs that include both migrant-led groups and indigenous organizations. This network is actively involved in shaping JustCollab, as we build resources and a testing ground for AI for other orgs for them, they provide ongoing input that ensures our solutions are deeply integrated with the community's needs and priorities.
Our approach is fundamentally participatory. We engage community stakeholders in co-designed sessions with USAID, local governments, and others, ensuring that JustCollab is not only reflective of but actively shaped by the community's voices and ideas. We are designing multiple continuous feedback mechanisms that allow us to adjust and evolve in response to new insights and shifting needs.
We have a strong history of commitment and success in enhancing local capacities and ensuring that the communities themselves can sustain and expand our innovations. By equipping local CSOs and community leaders with the necessary skills and resources, we empower them to take full advantage of the JustCollab ecosystem, fostering lasting, community-led change. Our ability to deliver results has led to 7 USAID contracts, work with other embassies and UN Agencies, support from organizations like WhatsApp, Harvard and MIT, as well as the 2022 Gene Dewey Refugee Award and the 2023 UN SDG Action Changemaker Award for positively impacting over 640,000 refugees’ lives.

JustCollab is currently in the Pilot stage, having successfully launched and actively refined its services to support Venezuelan refugees in Colombia. Our functional helpline has served 50,000 users, exchanging over a million messages, while our media service has reached over 4 million people, achieving engagement rates 40 times higher than peer NGOs as defined by public metrics of comments for our first two years. Together, these services form one of the most trusted information networks for Venezuelan refugees, positively benefiting 640,000 individuals.
JustCollab's services are widely recognized and utilized by major organizations, including the UN, to ensure effective outreach to the refugee community. We also hold contracts with the governments of the United States and Colombia, further validating our operational capacity. These partnerships have enabled us to launch educational, health, and financial inclusion programs over our networks, directly addressing the needs of the communities we serve.

Our active services, beneficiary reach, and ongoing technological developments demonstrates that JustCollab has moved beyond prototype stages. We are now actively engaged in pilot testing and iteration, refining our platform based on feedback and experiences as resources allow.
We are applying to Solve to access critical support that will help us transition JustCollab into the growth stage, and build in sustainable funding from our services to other organizations. To date our family-driven project for Venezuelan refugees in Colombia, has reached over 4 million people and directly benefited 640,000. We now are ready to expand this impact beyond Colombia’s Venezuelan refugee community, and become a global facilitator for humanitarian empowerment.
