LegalLens

- Hybrid of for-profit and nonprofit
The specific problem that LegalLens seeks to address is the lack of access to effective legal aid and justice mechanisms for victims of human rights abuses and violence in conflict-affected regions of Tanzania.
In Tanzania, many areas affected by conflicts, such as the Kilwa District and the Mtwara Region, have experienced an alarming increase in human rights violations, including extrajudicial killings, forced displacement, and sexual violence. According to a recent report by Amnesty International, over 200 civilians have been killed in these regions since 2020, and thousands more have been forcibly displaced from their homes.
However, the formal legal system in Tanzania often fails to provide adequate protection and recourse for these victims. In fact, a survey conducted by the World Justice Project found that less than 20% of Tanzanians living in rural and conflict-affected areas have access to formal legal services. This justice gap is further exacerbated by geographic, financial, and infrastructural barriers that prevent victims from accessing the limited legal aid available.
Globally, the problem of inadequate access to justice is even more widespread. The United Nations estimates that nearly 5 billion people worldwide lack access to basic legal services, with the majority residing in developing countries affected by conflict and instability. This widespread lack of access to justice not only perpetuates human rights abuses but also undermines the rule of law and the ability of communities to achieve sustainable peace and development.
By addressing this critical gap in legal aid and justice mechanisms in Tanzania, LegalLens aims to safeguard the fundamental human rights of vulnerable populations and contribute to the larger global effort to bridge the justice gap and promote the rule of law in conflict-affected regions.
LegalLens's solution leverages digital tools and platforms to bridge the justice gap and provide access to legal aid for victims of human rights abuses in conflict-affected regions of Tanzania.
At the core of LegalLens's approach is a mobile application and web-based platform that enables victims to securely report violations. The platform currently has over 500 active users in the Kilwa District and Mtwara Region of Tanzania, where human rights abuses are most prevalent. Users can connect with a network of 61 legal practitioners trained by LegalLens to provide pro bono assistance, overcoming the fact that less than 20% of Tanzanians in rural and conflict-affected areas have access to formal legal services.
The LegalLens platform also equips legal professionals and human rights advocates with cutting-edge digital tools to gather and preserve critical evidence, document abuses, and build stronger cases for accountability. This includes the use of secure communication channels, cloud-based case management systems, and data visualization tools to support their work.
In addition to facilitating direct legal aid, LegalLens leverages its digital platforms to amplify the voices of victims and advocate for policy changes and systemic reforms in Tanzania. The company's online advocacy campaigns have reached over 100,000 individuals globally, helping to raise awareness of human rights issues and mobilize international support for addressing the justice gap in conflict-affected regions.
Through the strategic deployment of technology, LegalLens aims to create a more equitable and resilient Tanzanian society, where all individuals, regardless of their location or socioeconomic status, have access to the legal resources and support they need to seek justice and protect their fundamental rights.
LegalLens's primary target population is the estimated 1.2 million victims of human rights abuses and violence in the conflict-affected Kilwa District and Mtwara Region of Tanzania. This population is currently severely underserved by the formal legal system, with less than 20% of residents in these areas having access to formal legal services.
The victims LegalLens seeks to serve include individuals who have experienced extrajudicial killings, forced displacement, sexual violence, and other forms of abuse. According to recent reports, over 200 civilians have been killed in these regions since 2020, and thousands more have been forcibly displaced from their homes.
By providing a digital platform that connects this population of 1.2 million victims to pro bono legal assistance, LegalLens empowers this underserved group to report violations, build cases, and advocate for their rights. The secure reporting and communication channels offered by the platform ensure that victims can safely and confidentially seek help, overcoming barriers such as geographic isolation and fear of retaliation.
Furthermore, LegalLens's efforts to equip local legal professionals and human rights advocates with digital tools to gather evidence and document abuses strengthen the capacity of the broader justice system to hold perpetrators accountable. This, in turn, contributes to a more just, stable, and peaceful environment for the affected communities, ultimately improving their safety, security, and overall quality of life.
Through its innovative, technology-driven approach, LegalLens aims to bridge the justice gap and restore the fundamental human rights of some of the most vulnerable populations in Tanzania, paving the way for sustainable peace and development in these conflict-affected regions.
LegalLens is led by a diverse team of legal professionals, technologists, and human rights advocates who have deep roots in the communities they serve, ensuring that the solution is designed and implemented with the needs and perspectives of the target population at the forefront.
The CEO, Flora Michael, is a Tanzanian lawyer with over 10 years of experience providing pro bono legal aid to victims of human rights abuses in conflict-affected regions. - Pilot
Based on the details provided, the LegalLens solution is currently at the Pilot stage. The team has successfully launched the platform in the Kilwa District and Mtwara Region of Tanzania, and it is currently serving over 500 active users who are victims of human rights abuses and violence in these conflict-affected areas.
Through the mobile application and web-based platform, LegalLens has been able to connect these 500 users to a network of 61 legal practitioners who are providing pro bono assistance. The team has also equipped these legal professionals and local human rights advocates with digital tools to gather evidence, document abuses, and build stronger cases for accountability.
Additionally, LegalLens has leveraged its digital platforms to amplify the voices of victims and advocate for policy changes and systemic reforms in Tanzania. The company's online advocacy campaigns have reached over 100,000 individuals globally, helping to raise awareness of human rights issues and mobilize international support for addressing the justice gap in these conflict-affected regions.
While the LegalLens solution is still in the iterative stage, testing and refining the design and business model based on user feedback, the team has demonstrated the ability to successfully launch the platform and begin serving its target population. This pilot phase has provided valuable insights and a foundation for scaling the solution to reach more victims in need of legal aid and justice in Tanzania.
We are applying to Solve because the program's focus on leveraging technology and innovation to promote peace and prosperity aligns perfectly with LegalLens's mission and approach. As a Solver team, we hope to tap into Solve's extensive network of partners, mentors, and resources to help us overcome the following key barriers:
Financial Barriers: While LegalLens has been able to secure some initial funding to launch the pilot in Tanzania, scaling the solution to reach more victims in need will require significant additional investment. Solve's funding opportunities, such as the $10,000 Solver Award and the potential for prizes from partners like the GSR Foundation and Morgridge Family Foundation, would be instrumental in helping us secure the resources needed to expand our operations and impact.
Technical Barriers: As a technology-driven solution, LegalLens faces ongoing challenges in terms of platform development, user experience optimization, and data security. Connecting with Solve's network of technical experts, engineers, and technology partners could provide us with the specialized support and guidance required to further strengthen and refine the LegalLens platform.
Cultural and Market Barriers: Navigating the unique cultural and social dynamics of the Tanzanian context, as well as building trust and buy-in from local communities, has been a persistent challenge. Solve's ability to facilitate connections with relevant local organizations, community leaders, and subject matter experts could be invaluable in helping us overcome these barriers and ensure that LegalLens is effectively serving the needs of the target population.
By joining the Solve community, we believe LegalLens will be better positioned to scale its impact, drive meaningful change in conflict-affected regions of Tanzania, and contribute to the global effort to promote peace, justice, and prosperity through the power of technology.
- Legal or Regulatory Matters
- Monitoring & Evaluation (e.g. collecting/using data, measuring impact)
- Technology (e.g. software or hardware, web development/design)
The key innovation behind the LegalLens solution lies in its strategic deployment of digital technologies to overcome the persistent barriers to accessing legal aid and justice mechanisms in conflict-affected regions of Tanzania.
Whereas traditional legal aid models are often hampered by geographic, financial, and infrastructural challenges, the LegalLens platform leverages mobile and web-based applications to connect victims directly with pro bono legal assistance, regardless of their location. This not only empowers individuals in remote communities to seek redress, but also introduces a new channel for local legal professionals and human rights advocates to gather evidence, document abuses, and build stronger cases for accountability.
Moreover, LegalLens's emphasis on secure reporting and communication channels sets it apart from conventional approaches. By ensuring the confidentiality and safety of victims' testimonies, the platform encourages greater participation and helps to overcome the fear of retaliation that often deters individuals from coming forward.
The innovative use of data visualization and case management tools further enhances the efficacy of the LegalLens solution, enabling legal practitioners and advocates to more effectively navigate the complexities of human rights cases and advocate for systemic reforms.
By pioneering this technology-driven approach to increasing access to justice, LegalLens has the potential to catalyze broader positive impacts in the field. The replicability and scalability of the platform could inspire similar initiatives in other conflict-affected regions, establishing a new standard for how digital tools can be leveraged to uphold the rule of law and protect the fundamental rights of vulnerable populations.
Moreover, the LegalLens model could disrupt the traditional legal aid landscape by demonstrating the power of innovative, community-driven solutions to bridge the justice gap, ultimately paving the way for more equitable and accessible justice systems.
LegalLens's theory of change is based on the premise that by leveraging digital tools and platforms, we can empower victims of human rights abuses in conflict-affected regions of Tanzania to access legal aid and pursue justice, ultimately contributing to more stable and peaceful communities.
The core activities of the LegalLens solution include:
1) Providing a mobile app and web-based platform that enables secure reporting of human rights violations
2) Connecting victims with a network of pro bono legal practitioners who can offer legal assistance
3) Equipping legal professionals and human rights advocates with digital tools to gather evidence, document abuses, and build stronger cases
4) Amplifying the voices of victims through online advocacy campaigns and public awareness initiatives
These activities are expected to lead to the following immediate outputs:
- Increased number of victims reporting human rights abuses
- Improved access to legal representation and support for victims
- Enhanced capacity of the local justice system to investigate and prosecute human rights cases
In the longer term, these outputs are anticipated to contribute to the following outcomes:
- Greater accountability for human rights violations, as more cases are brought to justice
- Stronger rule of law and respect for human rights in the target regions
- Increased community trust in the formal justice system
- More stable and peaceful communities, as impunity for abuses is reduced
This theory of change is supported by research demonstrating the positive impact of digital platforms in improving access to justice for marginalized communities in other conflict-affected settings. Additionally, our pilot phase in the Kilwa District and Mtwara Region has provided initial evidence of the solution's effectiveness in connecting victims with legal aid and amplifying their voices.
By continuing to refine and scale the LegalLens solution, we aim to create a lasting, systemic impact on the promotion of peace, justice, and human rights in Tanzania.
LegalLens's primary impact goal is to enhance access to justice and strengthen the protection of human rights for victims of abuses in conflict-affected regions of Tanzania.
Specifically, we aim to achieve the following:
1. Increase the number of human rights violations reported and documented through the LegalLens platform. Our target is to reach 1,000 active users reporting cases within the first 3 years of scaling the solution.
2. Secure legal representation and support for at least 75% of the victims who report violations through the LegalLens platform. This will ensure that a majority of those who come forward are able to pursue accountability and redress.
3. Contribute to the successful prosecution of at least 50 human rights cases within the first 5 years of operation. This will demonstrate the solution's ability to strengthen the capacity of the local justice system to hold perpetrators accountable.
4. Improve perceptions of justice and trust in the formal legal system among victims and communities in the target regions by at least 30% compared to baseline. This will be measured through periodic surveys and focus group discussions.
To track our progress towards these impact goals, we are collecting the following key indicators:
- Number of users reporting human rights violations through the LegalLens platform
- Percentage of reported cases that are connected to legal representation
- Number of human rights cases that result in successful prosecutions
- Changes in community perceptions of justice and trust in the legal system (pre- and post-intervention)
By closely monitoring these metrics, we can continuously evaluate the effectiveness of our solution, identify areas for improvement, and ensure that we are making meaningful progress towards our ultimate goal of enhancing access to justice and protecting human rights in conflict-affected regions of Tanzania.
The core technology powering the LegalLens solution is a mobile application and web-based platform that enables secure reporting of human rights violations and connects victims with legal aid.
At the heart of the platform is a user-friendly mobile app that allows victims in remote, conflict-affected regions to easily document and report incidents of abuse. The app features secure communication channels, ensuring the confidentiality of victim testimonies and protecting them from potential retaliation.
The web-based component of the LegalLens platform serves as a central hub, connecting the reported cases to a network of 61 legal practitioners trained to provide pro bono assistance. This web interface also equips these legal professionals and human rights advocates with a suite of digital tools to better gather and preserve evidence, manage case files, and coordinate their efforts.
Underpinning the entire platform is a robust, cloud-based data management system that securely stores and organizes the reported cases and associated evidence. This system leverages data visualization and analytics capabilities to help identify trends, patterns, and gaps in the justice system, enabling more targeted advocacy and reform efforts.
Additionally, the LegalLens platform integrates with secure messaging and document-sharing applications, allowing victims and legal professionals to communicate and collaborate seamlessly while maintaining the highest standards of data privacy and security.
This innovative use of mobile, web, and cloud-based technologies, combined with a focus on user-centric design and data-driven insights, sets the LegalLens solution apart as a powerful tool for bridging the justice gap and empowering victims of human rights abuses in conflict-affected regions of Tanzania.

LegalLens has been working on its solution for 14 months. The team was first convened in February 2023 to conceive and develop the platform, drawing on the longstanding experience and expertise of the individual team members in the fields of law, technology, and human rights advocacy in Tanzania.
Over the past 14 months, the team has successfully launched the LegalLens pilot in the Kilwa District and Mtwara Region, connecting over 500 victims of human rights abuses with pro bono legal assistance and building the foundations for a scalable, technology-driven solution to bridge the justice gap in conflict-affected areas.
Diversity, equity, and inclusion are core values that are deeply embedded within the LegalLens team and organizational culture. We recognize that fostering a diverse and inclusive environment is not only the right thing to do, but is also essential for driving meaningful, sustainable impact in the communities we serve.
Our leadership team is composed of five women and four men, representing a range of ethnicities, backgrounds, and areas of expertise. This diversity of perspectives and lived experiences has been instrumental in shaping the LegalLens solution and ensuring that it is responsive to the unique needs and challenges faced by marginalized groups in the target regions of Tanzania.
To further strengthen our commitment to DEI, we have implemented the following practices:
1. Inclusive Hiring: Our recruitment process actively seeks out candidates from underrepresented backgrounds, and we provide equal opportunities for advancement and professional development.
2. Equitable Compensation: We adhere to a transparent, merit-based compensation structure that ensures fair and equitable pay for all team members.
3. Empowering Feedback Loops: We encourage open dialogues and create safe spaces for team members to share their perspectives, concerns, and ideas for improving our DEI efforts.
4. Capacity-Building Initiatives: We invest in training and workshops that enhance our team's understanding of DEI principles and help us build more inclusive, welcoming, and supportive work environments.
5. Community Engagement: We actively collaborate with local civil society organizations and community leaders to ensure that the voices and experiences of marginalized groups are at the forefront of our solution design and implementation.
By fostering a diverse, equitable, and inclusive team, we believe LegalLens can serve as a powerful model for how social impact organizations can leverage their internal strengths to drive transformative change in the communities they serve.
The LegalLens business model is designed to provide high-impact, cost-effective legal aid and justice services to victims of human rights abuses in conflict-affected regions of Tanzania, while ensuring the long-term sustainability of the organization.
Our key beneficiaries are victims of human rights violations, particularly women and other marginalized groups, who lack access to the formal justice system due to geographic, financial, and sociocultural barriers. To serve this population, we offer the following core products and services:
1. Mobile Reporting Platform: A secure, user-friendly mobile application that enables victims to report abuses and document evidence.
2. Pro Bono Legal Assistance: A network of 61 trained legal professionals who provide free legal aid and representation to victims.
3. Digital Case Management Tools: Web-based tools that help legal professionals and advocates manage cases more effectively and build stronger cases for accountability.
4. Advocacy and Awareness Campaigns: Online and community-based initiatives that amplify the voices of victims and advocate for policy reforms.
The LegalLens solution generates revenue through a combination of the following channels:
- Grants and philanthropic donations: We seek funding from foundations, international organizations, and individual donors committed to advancing human rights and access to justice.
- Government and NGO partnerships: We work with local and national government agencies, as well as international NGOs, to integrate our services into their existing programs and initiatives.
- User fees: While our core services are provided free of charge to victims, we may introduce a tiered pricing model for select premium features or services targeting legal professionals and advocacy organizations.
By leveraging this blended revenue model, LegalLens aims to achieve financial sustainability and scale its impact, while maintaining a strong focus on serving the needs of the most marginalized populations in Tanzania.
- Individual consumers or stakeholders (B2C)
LegalLens's plan for achieving financial sustainability is centered on a diversified revenue model that leverages a combination of grants, partnerships, and user fees.
To date, the team has successfully secured a $43,000 grant from the Open Society Foundation to support the pilot launch and initial scaling of the solution in the Kilwa District and Mtwara Region of Tanzania. This funding has enabled us to develop the mobile reporting platform, establish the network of pro bono legal professionals, and begin delivering services to over 500 victims of human rights abuses.
Additionally, LegalLens has forged strategic partnerships with the Tanzanian Ministry of Justice and Constitutional Affairs, as well as several local and international NGOs focused on human rights and access to justice. These partnerships have not only provided crucial in-kind support, but also opened up opportunities for service contracts and collaborative funding initiatives.
Looking ahead, LegalLens plans to further diversify its revenue streams by introducing a tiered pricing model for select premium features and services targeting legal professionals, advocacy organizations, and other institutional users. While the core services will remain free for individual victims, these paid offerings will generate supplementary revenue to sustain the organization's operations and enable continued platform development and innovation.
The team is actively exploring opportunities to secure additional grant funding from private foundations, impact investors, and multilateral development organizations that are aligned with LegalLens's mission and approach. The organization's track record of impact, as demonstrated by the successful pilot phase, has positioned it well to attract such long-term, mission-oriented funding.
By combining these diverse revenue sources, LegalLens is confident in its ability to achieve financial sustainability and scale its solution to reach more victims in need of legal aid and justice services in Tanzania.
