The scope of the problem the ION AI Government Adviser aims to solve is to bridge the gap between political representatives and citizens, by enabling Government officials to communicate with 19 million citizens at once and learn about their immediate needs and problems, through the help of AI.
The ION AI Government Adviser is designed to tackle the significant issue of disconnect between the citizens and decision-makers in Romania, a challenge that is mirrored in communities worldwide. In Romania, internet access reached 80.8% of households by 2021, and social media platforms have seen widespread adoption, indicating a digitally engaged population. However, leveraging this wealth of digital discourse for policymaking presents significant challenges, mostly due to the enormous volume of data and the complexity of sentiments expressed online. Globally, this scenario is replicated as billions engage in social media to voice their opinions on governance and societal issues, presenting an opportunity and a challenge for governments worldwide. The ION project specifically addresses these challenges by deploying artificial intelligence technologies. These tools are designed not just to mine data from social media but also to gather inputs directly from citizens through the online AI chat bot and an innovative physical robot. This multifaceted approach ensures a comprehensive collection of public sentiment, from broad digital feedback to targeted, direct inputs.
As reported by Meta at the beginning of 2023, Romania’s social media user base was about 9.9 million, a large segment potentially impacted by the communication gap with government officials. This situation reflects a global trend where demands for responsive, transparent, and participatory governance are growing among internet and social media users. Challenges in bridging this communication gap include the high volume and fast pace of digital feedback, linguistic diversity, and the complexity of online sentiments. The ION project utilizes AI to detect and prioritize public interest topics and to inform policymakers of citizen expectations at both local and national levels. This is especially relevant in Romania, where AI adoption in public administration is still developing, as highlighted in a study by van Noordt and Misuraca (2022).

The ION AI government Adviser solution has been implemented in Romania at the beginning of 2023 and has been used by both citizens and government representatives in its pilot stage. The solution had over 5.000.000 interactions from citizens and is still being improved following the feedback from both ends of the system. At a government level, the AI Government solution has been used continuously by two successive governments and political teams, both validating the utility of the solution.
Through extensive research and validation in Romania, we plan to scale the solution to other countries, while continuing to have it in use in Romania with additional features and functionalities.
Through the one year validation of the product nationally, we believe that we are toward the end of the pilot stage and ready to continue to the next phase of development.
