CBA agreement's for Tribal Renewable Energy Projects

I'm hoping to continue the work of another Solve participant. The assignment or problem was using community benefits agreements in the process of a VPPA with a tribal nation and state agency. I'd like to continue the work and hopefully finish the project. 

It's using an agreement between the developer, state agency, and the community to make sue that the benefits of a solar project are going to do what they actually think they're going to do. Jobs, economic development , and lower utility bills. 

In this community there's a thing called energy poverty and by doing this project we hope to eliminate this problem for the community so they can use their finances for other things they feel are more important. The CBA agreement will make this a priority and hold all parties accountable. 

This idea will directly benefit the Red Lake community but with all the money coming for the federal government to tribal communities I hope this will act as a framework for any tribe wanting to do business with tribal comminutes.  In a sense keep everybody honest. 

This is what I do as  a solar developer and executive director of a nonprofit working in tribal communities. I can speak from first hand knowledge of what is needed and needs to be done.  

I think there a plenty of barriers that I already face but it's really just continuing on with each level so to speak. Taking them one at a time. I think as a native person you learn to always hustle. If you don't than you don't get things done.
