Riders Legal Advisory/Boda Boda Compliance
The specific problem that the "Rider Legal Advisory" solution aims to solve is the lack of legal knowledge and awareness among boda-boda riders in Kenya, leading to police harassment, extortion, and disproportionate fines. The boda-boda sector provides one million direct jobs to riders and supports six million livelihoods indirectly, representing about 10 percent of Kenya's population. However, due to the lack of legal literacy, riders face numerous legal challenges that reduce their chances of earning a livelihood and negatively impact the sector's contribution to the economy.
According to a survey conducted by the solution's proponents, 88% of boda-boda riders reported police harassment, and 66.9% of legal challenges were resolved through bribery, indicating a legal knowledge gap. Furthermore, 31.1% of legal challenges remained unresolved, highlighting the need for legal intervention through education and advisory services.
The scale of the problem in Kenya is significant, with 1.2 million boda-boda riders in the country, and 25.34% of informal traders being boda-boda riders, making them the most targeted informal traders. Additionally, the boda-boda sector's contribution to Kenya's GDP is equivalent to 3.4%, almost matching that of the education sector, and the government earns approximately Sh60 billion yearly in fuel taxes from boda-boda riders.
Globally, this problem is not unique to Kenya, as many informal sectors in developing countries face similar legal challenges. Therefore, the "Rider Legal Advisory" solution can serve as a blueprint for other countries facing similar issues, with the potential to impact millions of people globally.
The solution proposed is automated legal advisory platform for boda-boda riders in Kenya. The platform incorporate three critical components:
- An interactive and intuitive website that will serve as a repository of legal compliance and information for boda-boda riders. The information on the website will be simplified and possibly translated to the Kiswahili language to facilitate easy understanding for all riders.
- A chatbot to provide instant legal advisory and feedback to the riders Riders will be able to make basic queries to the chatbot and receive instantaneous answers..
- A call center to link riders to legal advocates for one-on-one legal counsel.
The platform will use modern technology to provide easily accessible legal services to the riders. It will be designed to be user-friendly and easy to navigate, while the chatbot will be able to provide instant legal advice and support to the riders. The call center will provide a direct link to legal advocates who can provide one-on-one legal advice and support to riders.
The target population for this solution is the more than one million boda-boda riders in Kenya, as well as their passengers and the wider community who rely on them for transport and economic support. Boda-boda riders in Kenya face many legal challenges, including harassment, extortion, and arrests by law enforcement agencies despite complying with the operational guidelines set for the sector.
Currently, boda-boda riders are underserved in terms of legal education and advisory services. They lack knowledge and awareness of their legal rights and how to navigate the legal system, resulting in many of their legal challenges being resolved through bribery. This situation is not sustainable, as it hinders the growth and development of the sector and negatively impacts the livelihoods of the riders and their families.
The proposed solution will address these challenges by providing boda-boda riders with a comprehensive legal advisory system that includes a website, chatbot, and call center. The website will serve as a depository of legal compliance and information for boda-boda riders, while the chatbot will provide instant legal advisory services to riders. The call center will link boda-boda riders to legal advocates for one-on-one legal consultation. This solution will empower boda-boda riders with knowledge and awareness of their legal rights, enabling them to navigate the legal system and resolve their legal challenges without resorting to bribery.
In addition to the legal advisory system, the proposed solution also includes the provision of training and education to boda-boda riders on legal compliance. This will reduce cases of police harassment and extortion by ensuring that riders comply with traffic laws and regulations governing the operations of the boda-boda sector. The solution also advocates for the review of existing laws and regulations governing the operations of the boda-boda sector to streamline the sector and ensure that the laws are relevant and enforceable.
The impact of this solution will be significant. Boda-boda riders will be empowered with knowledge and awareness of their legal rights, enabling them to navigate the legal system and resolve their legal challenges without resorting to bribery. This will reduce cases of police harassment and extortion, promoting safety on the roads, ensuring compliance with traffic laws, and protecting the rights of both riders and passengers. It will also improve the livelihoods of boda-boda riders and their families by reducing the costs associated with legal challenges and avoiding the loss of income due to arrests and impounding of motorcycles.
Moreover, we seek to provide riders with legal education and advisory services, reduce cases of police harassment and extortion, and streamline the boda-boda sector. Overall, we anticipate that the solution will have a significant impact on the lives of boda-boda riders, their passengers, and the wider community who rely on them for transport and economic support.

Our project addresses the persistent legal challenges that Boda Boda riders in Kenya and East Africa face, specifically police harassment and bribery, which have adversely affected their ability to operate and earn a livelihood. Our solution aims to alleviate the economic and legal burdens these riders face by providing legal assistance and education.
One of the major issues that Boda Boda riders face is a lack of awareness about their legal rights and access to legal resources. This knowledge gap leaves them vulnerable to exploitative practices by the authorities. Our project seeks to close this gap and provide riders with the tools and knowledge they need to defend themselves legally.
Our solution is designed to create stable jobs for the self-employed Boda Boda riders and support digital trade, which will contribute significantly to the GDP of the countries in which we operate. By enabling these riders to operate without fear of harassment or exploitation, they can provide a reliable and essential service to the public, improving transportation and promoting economic growth.
While we have made significant progress in designing and implementing our solution, we still face financial, technical, legal, cultural, and market barriers that limit our ability to reach our full potential. We believe that Solve can help us overcome these challenges by connecting us with partners who can provide both monetary and non-monetary support.
We are not simply seeking funding; rather, we are interested in partnering with organizations that share our vision and can provide the resources, expertise, and connections we need to scale our solution and make a real impact. We look forward to working with Solve and its partners to bring our solution to scale and empower Boda Boda riders across the region.

The proposed solution of an automated legal advisory platform for boda-boda riders in Kenya is highly innovative and has the potential to revolutionize the way legal services are provided to riders in the country.
One of the key innovations of this solution is the use of modern technology to provide easily accessible legal services to the riders. The website, chatbot, and call center components are all designed to be user-friendly and easy to navigate, making it easier for riders to access legal information and advice. This is a significant improvement over the traditional model of seeking legal assistance, which can be time-consuming and expensive.
Moreover, the interactive website that serves as a repository of legal compliance and information for boda-boda riders is another innovative component of this solution. The website provides simplified and translated information in Kiswahili, ensuring that all riders can easily understand and comply with legal requirements. This is a crucial aspect, as lack of legal awareness and information has been a significant contributor to police harassment and bribery of riders in the past.
The chatbot component of the platform is also a unique and innovative feature. The chatbot provides instant legal advice and support to riders and helps eliminate the need for them to physically visit legal advisors. This is a significant improvement over traditional legal services, which often require riders to take time off work to visit a lawyer, and may be expensive and time-consuming.
Finally, the call center component of the platform provides a direct link to legal advocates who can provide one-on-one legal advice and support to riders. This feature is particularly useful for riders who require more specialized legal support or advice.
The proposed solution offers a comprehensive and innovative approach to providing legal services to boda-boda riders. By leveraging modern technology, the solution could catalyze broader positive impacts by encouraging other players in the space to adopt similar approaches. It could also change the market by providing riders with a more efficient and cost-effective way to access legal services.
In conclusion, the proposed automated legal advisory platform for boda-boda riders in Kenya is an innovative solution that could significantly improve the legal and economic situations of riders in the sector. By providing easily accessible legal services, the platform could help create stable jobs for self-employed riders and contribute significantly to the GDP of the countries it operates in.
Our impact goals for the next year and the next five years are focused on addressing the legal and economic challenges facing boda-boda riders in Kenya and scale to East Africa. We aim to create a more just and equitable environment for these riders by providing them with easy access to legal information and support.
In the next year, our goal is to reach at least 400,000 boda-boda riders in Kenya and provide them with legal advisory services through our automated platform. We will work to expand our network of legal advocates and enhance the capabilities of our chatbot to provide better and more comprehensive legal advice. Additionally, we aim to develop partnerships with relevant organizations and institutions to create a sustainable funding model for our operations.
Over the next five years, our goal is to expand our platform to cover other countries in East Africa and reach at least 2,150,000 boda-boda riders. We plan to work closely with local stakeholders, including government agencies, civil society organizations, and other relevant actors, to ensure that our platform meets the needs of the local community. We also aim to develop and implement impact measurement tools to track the effectiveness of our solution and identify areas for improvement.
To achieve these goals, we will leverage a range of strategies, including targeted outreach and marketing campaigns to reach our target audience, partnerships with relevant organizations to enhance our impact, and continuous improvement of our platform and services based on user feedback and data analysis. We will also prioritize capacity building and training for our team and legal advocates to ensure that we provide high-quality and effective legal services to boda-boda riders.
We believe that our solution has the potential to create significant positive impacts for boda-boda riders in Kenya and East Africa. By providing them with easy access to legal information and support, we aim to create a more just and equitable environment for these riders, thereby supporting their economic livelihoods and contributing to the broader development of the region.

We are measuring progress towards our impact goals through a variety of quantitative and qualitative indicators.
One key indicator we are using is the number of boda-boda riders who have accessed our legal advisory platform. We aim to reach 300,000 riders within the first year of operation and 2,000,000 riders within the first five years. We will track this metric through website and chatbot analytics.
Another important indicator we are using is the number of successful legal cases that we have assisted boda-boda riders with. We aim to assist with at least 500 successful legal cases within the first year and 10,500 within the first five years. We will track this metric through a database of cases that we have worked on.
We will also conduct surveys and focus groups with boda-boda riders to gather qualitative feedback on the impact of our platform on their businesses and livelihoods. We aim to have at least a 90% satisfaction rate among riders who have used our platform.
In addition to these specific indicators, we are also aligned with several of the UN Sustainable Development Goals, including Goal 8 (Decent Work and Economic Growth) and Goal 16 (Peace, Justice and Strong Institutions). We will use the associated indicators to track our progress towards broader social and economic impact.
We believe that by using a combination of quantitative and qualitative indicators, we will be able to effectively measure our progress towards our impact goals and continually improve our platform to better serve the needs of boda-boda riders in Kenya and East Africa.
The theory of change for our solution is as follows:
Activities - We will develop an automated legal advisory platform that incorporates a website, chatbot, and call center to provide legal assistance to boda-boda riders in Kenya. We will also conduct legal awareness and education campaigns to increase riders' understanding of their rights and responsibilities.
Outputs - The platform will provide easy access to legal information, advice, and support to boda-boda riders, reducing their exposure to police harassment and bribery. The legal education campaigns will increase riders' awareness of their rights and responsibilities, leading to better compliance with the law.
Outcomes - By reducing police harassment and bribery, boda-boda riders will be able to operate their businesses more effectively, leading to increased economic stability and better livelihoods. By promoting legal compliance, riders will also contribute to safer roads and a more secure operating environment for all road users.
Impact - Our solution aims to have a transformational impact on boda-boda riders in Kenya by reducing the legal and economic challenges they face. By providing them with legal assistance and education, we hope to create a more stable operating environment that leads to increased income and contributes significantly to the GDP of the country. Additionally, our solution has the potential to catalyze broader positive impacts by promoting legal compliance and safety on the roads, benefiting all road users.
We will measure the impact of our solution by tracking the following indicators:
- The number of boda-boda riders accessing the legal advisory platform and receiving legal assistance through the chatbot and call center.
- The number of legal education campaigns conducted and the level of participation by boda-boda riders.
- Reduction in cases of police harassment and bribery reported by boda-boda riders.
- Increase in compliance with traffic rules and regulations by boda-boda riders.
- Increase in the income and economic stability of boda-boda riders.
- Contribution of boda-boda riders to the GDP of the country.
We will collect and analyze data on these indicators regularly to assess the progress of our solution towards achieving its impact goals. This data will also be used to refine our approach and make necessary adjustments to ensure we are on track to achieve our desired impact.
The core technology that powers our solution is a combination of website development, chatbot programming, and call center infrastructure. Our website will serve as the primary platform for providing legal compliance and information to boda-boda riders in Kenya. It will be an interactive and intuitive platform that will be designed to be user-friendly and easy to navigate. The website will incorporate a search functionality that will enable riders to access legal information related to their queries.
Our chatbot is another essential component of the solution, which will provide instant legal advisory and feedback to the riders. Riders will be able to make basic queries to the chatbot and receive instantaneous answers. The chatbot will be programmed to provide prompt and relevant legal advice to riders based on their inquiries.
Our call center will provide a direct link to legal advocates who can provide one-on-one legal advice and support to riders. The call center will have a team of trained legal professionals who will be available to offer support and guidance to riders who require more in-depth legal assistance.
The technology powering our solution will be scalable, ensuring that it can accommodate a large volume of riders from different regions of Kenya and other parts of East Africa. We will use modern technologies to develop our platform, making it adaptable to emerging technologies that will ensure that it remains relevant and up-to-date.
The Lawyers Hub solution is primarily powered by website development, chatbot programming, and call center infrastructure, all of which are critical to the delivery of legal services to boda-boda riders in Kenya. We believe that the combination of these technologies will be instrumental in providing a solution that is accessible, affordable, and relevant to riders, thereby improving their legal compliance and economic outcomes.

Our approach to diversity, equity, and inclusivity is central to our work in developing an automated legal advisory platform for boda-boda riders in Kenya. We recognize the importance of incorporating diverse perspectives and experiences into our team and ensuring equitable access to our solution for all riders.
Our leadership team comprises individuals from diverse backgrounds, including individuals from the legal profession, technology, and business. We have also made a concerted effort to ensure gender balance in our team, with an equal representation of women and men.
To further promote diversity, equity, and inclusivity in our work, we are committed to recruiting team members from a range of backgrounds, including individuals from marginalized communities. Our goal is to ensure that our team reflects the diversity of the boda-boda riders we aim to serve, which will allow us to better understand their unique needs and challenges.
In addition to our team composition, we have taken several steps to ensure that our solution is inclusive and accessible to all riders. This includes simplifying legal information on our website and translating it into Kiswahili, which is a widely spoken language in Kenya. We are also using chatbot technology to provide instantaneous legal advice, which will enable riders who may not have access to legal services due to geographical or financial barriers to receive the support they need.
We recognize that there is still more work to be done to achieve our goals of diversity, equity, and inclusivity. To that end, we are committed to ongoing learning and improvement and will continue to explore ways to ensure that our solution is accessible to all boda-boda riders in Kenya, regardless of their backgrounds or circumstances.
Our solution is a non-profit making solution and therefore does not have a traditional business model focused on generating revenue. Instead, we rely on partnerships and grants to fund our work and achieve our impact goals.
Our key customers and beneficiaries are the boda-boda riders in Kenya who lack access to reliable and affordable legal services. Our solution provides them with access to tele-legal services that connect them with licensed legal professionals and provide them with the legal services and advice they need. By doing so, we aim to improve their livelihood outcomes.
To provide these services, we partner with Law societies and NGOs that have established networks and relationships in the communities we serve. We also leverage technology such as mobile apps and tele platforms to enable remote consultations and deliver legal services to those who may be unable to travel to our offices.
Our non-profit business model allows us to focus solely on our mission to improve legal access and outcomes for the riders. It also allows us to collaborate with a wide range of stakeholders, including governments, judiciary organization, and NGOs, to ensure that our services are sustainable, scalable, and meet the needs of the communities we serve.
In addition to our partnerships and grants, we also plan to explore other funding opportunities such as social impact investment, impact bonds, and corporate social responsibility programs. However, our primary focus will always be on achieving our impact goals and serving our beneficiaries.

To become financially sustainable, it is important for us to diversify revenue streams and develop a solid fundraising strategy. This may include a combination of sustained donations and grants, selling services, service contracts to governments, and raising investment capital.
One approach to generating sustained donations is to cultivate relationships with individual donors, corporations, and foundations that share the same values and interests as our organization. This can be achieved through targeted outreach and regular communication, such as newsletters, events, and social media.
Another approach is to sell our services that align with our mission and provide value to our target audience. For example, we do trainings, consultancies, research and drafting. We also host major events in Africa such as the Africa law tech festival.
Service contracts to governments can also provide a reliable source of income, especially for organizations that provide essential services to communities. This may include providing legal aid services, education, or policy development.
Overall, a successful fundraising strategy will depend on identifying the right mix of revenue streams that align with our mission and serve the needs of our target audience. It's also important to regularly evaluate and adjust our strategy to ensure financial sustainability in the long term.
We have provided training on different legal tech topics such as data protection, cybersecurity, and intellectual property to individuals, organizations, and government agencies across Africa. We have also conducted research and drafting for various organizations such as the UN and provided consultancy services to organizations such as Mozilla, the African Union, and the Commonwealth. Additionally, we host one of the biggest events in Africa, the Africa Law Tech Festival.
The Africa Law Tech Festival began as an idea to scale the policy conversations that Lawyers Hub was hosting in Kenya in 2019. We received seed funding from Omidyar Network to host the inaugural edition in 2020, which was attended by policymakers, academia, and legal-tech organizations from over 20 countries within the African continent. During the festival, we curated rapid tech solutions under the Global Legal Hackathon and developed key policy briefs for the African continent on Artificial Intelligence, Data Privacy & Digital Identity, Tech, and Migration, and Taxing the Digital Economy.
We also have the Africa Startup Law Accelerator, which is the premier African legal-tech accelerator program run annually by Lawyers Hub that supports early-stage and growth-stage legal-tech startups in Africa to scale. The accelerator program bridges the gap between legal-tech innovators and legal practitioners targeted to benefit from developed legal technologies. The program also provides affordable legal services and user-friendly justice services to ordinary Africans seeking access to justice.
Our practice has focused on emerging legal and technology matters in Africa such as Internet Governance, Intellectual Property, Data Protection, and Artificial Intelligence, making us well-suited and eligible for cutting edge advocacy work. Our advocacy work includes Regulatory Advocacy, Policy Due Diligence, Policy Advisories, Periodic Customized Legal Updates, and Public Awareness Creation.
Since the COVID-19 Pandemic began in 2020, we have hosted over 110 bi-weekly webinars discussing digital policy in digital rights and digital economy and published more than 50 open-source video and written resources accessible to all. We have also submitted written policy submissions and memoranda with the Parliament and Senate in Kenya on several bills such as Kenya’s CBK Amendment Bill submissions, Start-up Bill submissions, Political Parties (Amendment) Bill submissions, Copyright (Amendment) Bill submissions, and Data Protection Regulations submissions.
The Lawyers Hub has been successful in achieving financial sustainability through various funding sources. For instance, we received seed funding from Omidyar Network to host the inaugural edition of the Africa Law Tech Festival. We have also secured grants from organizations such as Hivos and Kenya National Innovation Agency (KENIA) for the development of the Digital Rights and Safety Toolkit and the National Legislative Framework for Intellectual Property Commercialization, respectively.
Furthermore, we have generated revenue through our consultancy services to organizations such as Mozilla, the African Union, and the Commonwealth. We have also raised investment funding from organizations such as Omidyar Network to support our Africa Startup Law Accelerator program.
We have been successful in achieving financial sustainability through a combination of funding sources, including grants, revenue generation, and investment funding. Our services have been well-received across Africa.
