Chiapas, one of the poorest regions in Mexico, faces significant challenges in providing basic necessities and rights, including healthcare, education, and clean water. The vulnerable population in Chiapas is estimated to be around 822,000, with 8 out of 10 children under the age of 6 living in poverty. Despite representing one third of children in the country, investment for children aged 0 to 5 accounts for only 0.3% of childhood investments, while overall investment in childhood is low, representing 3% of the GDP. This lack of investment in early childhood development in Chiapas has led to high rates of malnutrition and stunted growth among children under five. In education, the coverage rate for children aged 0-2 years is only 6%, while preschool coverage is 74%.
According to the Early Equity Report from OECD 2022, parents who regularly engage their children in back-and-forth conversations help their child's emergent literacy skills, in particular, as well as supporting other development domains. However, disadvantaged children experience less positive home learning environments than advantaged children. Disadvantaged five-year-olds who are resilient have a number of factors in common, pointing to ‘what it takes' to achieve early equity. Resilience in an education context is defined as children or students who are from socio-economically disadvantaged backgrounds and who achieve high learning outcomes. The most significant early protective factor is the quality of children's home learning environment (positive interactions).
Furthermore, the fact that many families in Chiapas speak indigenous languages poses challenges when accessing information and resources related to early childhood development. The state of public health in Chiapas faces significant challenges, particularly in reaching indigenous and rural populations. To address these issues, the government has implemented various programs and initiatives, such as the "IMSS Bienestar" healthcare system, which provides free or low-cost healthcare services to those who cannot afford private healthcare.
Despite these efforts, there are still gaps in healthcare access and quality in Chiapas. For instance, almost half of the children aged 0-3 in Chiapas do not have access to Early Childhood Development Centers. This situation highlights the need for further investment and efforts to ensure Early Childhood Development.
To enhance early childhood development in adverse contexts, it is necessary to provide practical guidance to parents so they can have regular positive interactions, like back-and-forth conversations, with their children. In Chiapas, this could be achieved by providing updated training and information on early childhood development to healthcare workers in rural and indigenous communities. Specifically, 3,000 healthcare personnel from IMSS Bienestar, including doctors, nurses, and midwives, will be trained using printed materials, WhatsApp, and pre-loaded talks on a device. These tools would be essential for healthcare personnel to provide adequate support to families with children aged 0-5, particularly in indigenous and rural communities where access to basic necessities is limited.
By providing healthcare personnel with the necessary training and materials for positive interactions to support parents with children under six years old, we can enhance early childhood development in adverse contexts and ensure a better future for children.
Our solution aims to sensitize and inform healthcare personnel in rural and indigenous communities about the importance of the initial five years of a child's life as a time of great opportunity and risk and provide them with tools, materials, and information to support parents and caregivers about early childhood development. We believe that health professionals, such as doctors, nurses, psychologists, and midwives, are considered expert leaders in children's development by families in rural communities, and their legitimacy can be leveraged to provide families with reassurance that they can receive parenting information beyond medical advice.
To achieve this, we will train over 3,000 health agents from IMSS Bienestar (public health system and clinics) in seven regions of Chiapas through a 12-hour training process. We will provide them with updated content and recommendations via WhatsApp, physical materials as support within each rural clinic, and a health community on social networks for healthcare professionals. This approach will ensure that healthcare professionals have access to updated information and tools to help families with children 0-5.
Additionally, we will establish strategic objectives for each region and raise awareness about developmental milestones, ensuring that healthcare professionals are aware of the specific needs of their community.
We believe that digital resources can play an essential role in training health professionals to improve their ability to provide information and support caregivers on a range of topics related to early childhood development. Randomized control trials of similar programs have found improvements in parental knowledge and practices, as well as positive outcomes for children, including better cognitive development and school readiness. Therefore, we will use digital resources such as WhatsApp and social networks to provide health professionals with the necessary support and resources to help families with children 0-5.
In conclusion, our solution aims to enhance early childhood development in adverse contexts by providing practical guidance to families from healthcare professionals. Our initiative aims to reach out to seven regions in Chiapas, where indigenous people living in poverty lack access to adequate healthcare and education. Our primary focus is to provide attention to children in these regions and educate their caregivers on the importance of the first six years of brain development, both physically and emotionally.
The regions we plan to target are Altos, Centro, Fronteriza, Norte, Selva, Sierra, and Soconusco. These regions have a combined population of approximately 5 million people, and unfortunately, many of them lack basic healthcare services.
To implement our initiative, we aim to work with a total of 493 doctors, 1021 nurses, and 2776 midwives. In Chiapas, midwives have local leadership and community credibility. We believe that this diverse team of healthcare professionals will allow us to provide comprehensive care to children in these regions.
Our initiative will be conducted in Spanish, the primary language spoken in Chiapas. However, we will also provide translations for those who may not speak the language. We believe that providing healthcare education and services in the local language will help us better understand the unique needs of the community and build trust.
Our primary focus is to provide children with the necessary support to promote healthy brain development. We will provide information to parents, caregivers, and healthcare professionals on how to identify developmental delays and provide the necessary interventions to address them. We will also provide access to resources that can help parents and caregivers promote healthy brain development at home.

Only this year, this program Empieza Temprano from Fundación Televisa, worked with 5 government education departments in 5 different states and federal, to deliver face to face workshops for 5,700 families, face to face trainings for 600 teachers, and digital training for more than 4,500 teachers.

We have been working with IMSS Bienestar (a Mexican government agency responsible for providing healthcare services to vulnerable populations). Simultaneously, we will be signing an agreement with IMSS Bienestar. This agreement will enable us to collaborate with IMSS Bienestar in the implementation of our program with their support.
To ensure that our program is tailored to the specific needs of each community, we will be conducting a survey among health agents who work in these areas. The survey will gather information about the health needs of the population, the challenges that health agents face in delivering care, and the resources that are available to them. This information will help us design a program that is responsive to the needs of both health agents and the communities they serve.
To test the effectiveness of our program, we will be piloting it with the ABC Hospital Foundation. The foundation is a well-respected healthcare organization that has a strong presence in rural areas. By partnering with the foundation, we will be able to leverage their expertise and resources to ensure the success of our pilot program.

In Mexico, the focus on positive interactions is usually assigned to educational personnel rather than healthcare professionals. Our curriculum promotes a positive interactions approach (back and forth) supported by the most recent scientific evidence, with a focus on the daily lives of families, with over 1,000 tips. We provide physical materials such as posters and utilize technology such as WhatsApp and social networks to create a community of practice. We will offer tips, infographics, and invitations to webinars to provide continuity, reinforcement, and impact to their learning, helping them to integrate it into their daily processes (habits).
The emotional and physical development of children in the first six years of life is crucial for their future. That's why we believe that, through patience, love, and guidance, we can achieve optimal development during this critical stage of life. To make this vision a reality, we propose a solution that provides the necessary tools to achieve this goal, working in partnership with trained individuals in these communities.

We seek to measure the impact on gender equity in access and participation in child care and training, and the promotion of positive and non-discriminatory parental roles. Through our programs, we strive to promote gender equity and encourage positive parental roles, thereby contributing to the achievement of Goal 5.

Our theory of change aims to improve the development of all girls and boys in early childhood in Mexico (desired state). To achieve this, we rely on three pillars to reach 12 million caregivers of young children: television (91% reach), social media (72% reach), and direct training for 3 million families who require more personalized attention.
Our hypothesis is that we can improve the environments where children grow and develop by promoting positive and frequent interactions (serve and return) with the adults in their environments (indirect output) through a multiplier approach with three key agents: educational, health, and social agents (direct output).

Understand what positive interactions are, why they are valuable, and how to put them into practice (short-term).

In the specific case of this project, we consider it crucial for healthcare personnel, especially in disadvantaged contexts, to become aware, knowledgeable, and proficient in valuable advice on positive and frequent interactions that can promote early childhood development (ECD). This will enable them to integrate it into their daily practice and communicate it to families - in the hallways, while taking the baby's temperature, during consultations, while talking to people, and in other ways. In the long term, this will encourage families to consciously adjust or strengthen positive interactions with their children in a frequent manner, thereby creating positive environments for their growth and development.

In rural and indigenous areas where internet access is limited, we will provide information through a USB device. This device will contain resources on physical and emotional development during early childhood, which will be distributed through social workers and medical professionals in each of the seven communities. This approach ensures that even those without access to the internet can still benefit from the information and resources we are providing.
We recognize that providing information and resources alone may not be sufficient to support early childhood development. Parents and caregivers may also need support and guidance on how to implement these ideas effectively. To address this, we will work with social workers and medical professionals in each of the seven communities to provide coaching and support to parents and caregivers. This approach will ensure that parents and caregivers have access to the guidance they need to implement the ideas effectively.
