In fragile contexts around the world, underserved communities, including women and girls, ethnic minorities, people with disabilities, and older adults, are often disproportionately affected. For example, according to the World Health Organization, in conflict-affected settings, maternal mortality rates can be up to three times higher than in stable settings, and children under five are more than 20 times more likely to die from preventable illnesses.
Factors contributing to the problem of weak health systems in fragile contexts include inadequate infrastructure, lack of trained health workers, limited access to essential medicines, and poor governance and coordination between local and international communities.
