Even though we live in the twenty-first century, people are still not provided with an effective emergency services system that guarantees your health and life. Firstly, people lose a lot of time when they try to call the service; secondly, on the part of the caller and the service dispatcher, errors may occur when determining the location of the incident; thirdly ,It’s hard for deaf-mute to call emergency services orally.
The main benefit of "DeRey" application is that it allows people without waiting for the dispatcher's response to call either a fire or a police or an ambulance by clicking of few buttons and especially rescues deaf-mute people. Also it finds place automatically through GPS in a telephone and facilitates the work of emergency services.
In the global scale application will affect on everyone's life and will save millions of people around the world.
In Kazakhstan there are 5 main telephone numbers to call Emergency Rescue Services that is 101- for Fire Department, 102- for Police Department, 103- for Ambulance Services, 104- for Gas Service and 112- SOS (unified). Unfortunately the process of calling to the services is quiet long, because, firstly, person has to choose language then listen to all categories, which operator will say and click certain numbers. Finally, if dispatcher is free, someone will respond to the call and take an order. In extreme situations, like murdering or heart-attack delaying is not appropriate. Take recent incident in Aktobe, where patient was not able to wait for medical assistance 7-year-old girl died. One of the reasons of this terrible situation is that operator did not work, as it should do. In Kaluga (city in Russia) only in February (2019 year) had been proceeded 1771 calls per day. Hence, the amount of users of mobile app will grow and there are over a million potential customers.
7.5 billion people all over the world are threatened with danger in the form of illness, fire, attack, or an unforeseen catastrophe.None of them are immortal and they all need help. Emergency services are those who are saving the lives of these people. Possible misinterpretations and misunderstandings in services can cost lives.
According to WHO, worldwide, more than 5% of people suffer from hearing loss. For them, not to mention the possible problems in the service, even a simple emergency call is impossible.
In all these cases, the proposed application has its place to be. People need accurate transmission of descriptions and locations of situations, and people with disabilities need a convenient way to send. The application fits all needs.
The mobile application DeRey’ will help solve one of the most pressing problems of our society, the safety of citizens. To solve this problem, two applications were created that will help to call the police, fire and ambulance without calling 101,102,103. In an application for people to call, users need to register by entering the name, phone number, age, address, blood type, gender and additional information anout your health(if it is needed).The user can choose what kind of security message they want to call. To call the police, ambulance or fire services, they need to briefly describe the situation and include permission to use their geo-position, in other words GPS, to save time without entering the address. If necessary, the user can add a 15-second video or photo to the description and use voice dialing instead of texting.
Entered data from application sends to the second application and website for workers of emergency services. It displays in online map with a situation line above a point of location and shows nearest one to the serving car or center, therefore it is more effective to coordinate. The user sees where the help is now and can get recommendations from a specialist while waiting for arrival

"DeRey" is innovative, because:

Our application works without dispatcher, "DeRey" able to do all the call distribution work itself. After pressing the button "CALL" app determines you to the nearest service car or foot patrol. Thus, the time spent on arrival of the help services is significantly reduced.

Using our application, people get the opportunity to better describe their situation. You can send the 15-second video or the photo, so policeman/doctor/firefighter becomes more aware of what is happened with person.

So far, deaf-mute people had to ask other people to call emergency assistance in case of dangerous incidents. Our application gives people with disabilities call for help even when no one is around.

people who use the application see where responded to their call emergency workers are now, so they no need to worry and call the second time.Also, while help is on the way, people can get recomendations before the police/ambulance/fire-department arrive.
For the basis of our application, we took the technology of the taxi. That is, the method of connecting customers and workers seemed to us suitable for emergency work.

The team of implementers is consisting of 4 people and 1 Mentor. Each person has their own tasks and objectives, and the team name is “Change later”. Dauletelena Dina and Togay Amina are responsible for the program part of the project, while Gubaidulla Aizhan and Kabiyeva Akmaral are responsible for marketing of mobile application. of team that is supervisor. Furthermore, he helps to tackle some problems, for instance, to solve programming codes’ mistakes.
All team members of "Changelater" are studying at NIS PMD Aktobe ( Nazarbayev Intellectual School Physics and Mathematics Direction of Aktobe), which is CIS accredited school and provide knowledge due to the newest ways of teaching. Moreover, the school's program focused on improving IT skills of students and WE use every little opportunity at school. Also, everu member has experience with projects about programming, for instance, Aizhan had a project "Calculator to solve equations with different ways", while Dina defend the project "Mobile application that finds the area of geometric shapes depending on the data that was entered.".

And second, it is natural to sell the service itself. Again, there are 2 options, the first to sell the full system to the state, and the second sale of the system only to hospitals to private clinics.
According to our calculations, for the short-term period, the second option will be profitable, since for the whole or even partial system we will be able to increase revenues more and faster, but for 5 years maximum. For this reason, we will combine all the ways of earnings and divided into 3 parts of sources of income:
40% - the state;
40% - private clinics;
20% - sale of information.

Our solution is based on advanced computing technologies that is why we want to apply for the AI Innovations Prize. We need the funds to implement our system, that is, upload to the Internet. Also improve the program and distribute it with advertising.
