Community Cluster Learning Model
Education, which is a fundamental human right, is indispensable to the achievement of sustainable development in Nigeria and the world at large. Worldwide, about 258 million children and youth are out of school (UIS data for the school year ending, 2018). In Nigeria, where primary education is officially free and compulsory, about 10.5 million of the country’s children aged 5-14 years are not in school (UNICEF-Nigeria). Nigeria is placed first as having the highest number of out-of-School Children in sub-Sahara Africa. 50% of in-school children in Nigeria cannot read and write.
A baseline survey carried out by Illmi-children’s-fund in a selected Fulani settlement in FCT Nigeria in 2021, showed that 93.5% of school age children in the community are out-of-school and so lack the ability to read. While 83.08% of in-school children cannot read.
With over 60 million non-literate persons across the nation, averaging about 38% of the total population of the country, it becomes a matter of utmost urgency for the government, private and development organizations to invest in the strategic endeavour that would promote and re-engage leaners, especially in most underserved communities.
CCLM is a community cluster learning model that leverages grass-root expertise, data, eco-friendly architecture and cutting-edge research in literacy.
The goal of the CCLM is to provide an alternative means of acquiring literacy for underserved communities, while incentivizing the process with a robust livelihood support scheme that is rooted in the cultural norms and economic potentials of the beneficiary community.
We have a mobile App for tracking and evaluation and we utilize kobo-tool-box web platform and the kobo collect mobile app in gathering data on attendance and assessment to measure and analyze the impact of the project on the enrolled students.
The pilot programme for the Community Cluster Learning Model (CCLM) kick started in Katampe Abuja. With a goal to equip children in hard-to-reach communities with basic literacy and numeracy skills and also introduce a livelihood support system that will enable the members of the community earn a decent means of income. The programme is targeted at the Almajiri and Fulani communities. we have enrolled 52 beneficiaries in one CCLM center which has the capacity of carrying 100 beneficiaries and hoping to enroll more as we build and establish more learning centers in different underserved communities.
The mobile App and kobotoolbox is helping us to collect and analyze data for pre, intermediate and post assessment of performance and impact for scaling.
The team is made up of members from divers cultural and education background. The team includes members of the host communities who work as assistants to the literacy instructors.

Our solution is innovative on many grounds; firstly, this is the first alternative education program in most of the communities we work with. Our solution leverages data, robust understanding of the cultural nuances of the communities we serve as well as co-designing with key stakeholders. Inclusion of an eco-friendly learning center is a subtle way of teaching the community the importance of climate change mitigation actions. Our smart use of data clearly differentiates our idea from existing models and makes us stand out.
Enrollment of 10000 beneficiaries to the system and the provision of livelihood support to as many as 2000 homes within the next five years. (2022-2026). We hope to provide access to basic education to over 4000 children from the most underserved and vulnerable communities across Nigeria.

We believe that even though data of out of school children in Nigeria is mind boggling. A Nigerian problem, can and should be solved by Nigerians.
We use web and mobile application to bridge the gap between funding and access to basic education. CCLM also uses kobo tool box to measure and track progress in our learning centers.
