as per my ideas/suggestions on safety/accessibility of digital  indentification  in developing countries should be  digitally controlled/placed in central place

i means citizen should have  certain number that can enable him or her  access his  full information/documentations digitally

IMF/WORLD BANK trading programmes of 
investors in cash,heritage funds,instruments

This is how can work

IMF/WORLD BANK should ensure/create  reforms which ensures during trading of investors  funds  or instruments projects must be presented first .And these projects  should be given first priority from low income countries  communities.

This way communities can benefit economically and be  empowered since it is grant like not loan

What is needed here is IMF/WORLD BANK  to come up with new reforms that can make exercise  successful
