Deployment license plate readers with facial recognition for Nigeria Road Safety Corp (FRSC) and Vehicle Inspector Office (VIO) for responding to vehicle accidents, traffic offenders, tracking of fake vehicle number plate and license offenders tailored improved road traffic administration, safety and tracking of offenders.
The project involves mantling vehicle license plate readers (LPR) with facial recognition capabilities in strategy and undisclosed locations around the city of Abuja as a Pilot then it will be scaled up to other cities and locations across the country, especially the highways.
Also the project includes installation of dashboard cameras on the FRSC/VIO patrol vehicles and standalone IP cameras strategically located.
The LPR is going to tell FRSC/VIO officials in the case of traffic offence or accident who it is, who it belongs to, who it’s registered to, time stamped, and it’s going to have facial recognition. The Police traffic department will use it for gathering data for analysis and for making immediate traffic stops. If there are burglaries in a certain area, these LPRs will tell them that car has been roaming around in that area as such it will be a very useful surveillance and monitoring tool for FRSC, VIO and the Nigeria Police.
Trainings will be carried-out for relevant officers from these Government Agencies mentioned above on emerging and enhanced digital technologies for tracking of offenders, surveillance and monitoring using body cameras, license plate readers, machine learning and artificial intelligence, and communication technologies.
This digital identification system will be designed to protect the people’s privacy and provide them access to their personal data because the geo-database will be built through crowd sourcing exercise and from traditional methods using GPS, Imagery and GIS Technology and techniques in setting up the geodatabase in the control room or visual intelligence lab as it will be called.
The project will also install a Dash Cam which is a small digital video camera that mounts to the dashboard and records the driver’s journey whenever the car is turned on and moving. And it can be a crucial tool for ensuring safety on NIGERIA roads. A good dash cam can guard against illegal activity, show who was at fault during an accident, show speed, direction, driver behaviour and more.
Get video of accidents, traffic stops, break-ins
Consider some of the reasons why an always-recording camera might be appealing when you take the wheel. You’ve gotten into an accident and insist it was the other driver who jumped the intersection. FRSC officials will have the video evidence to take informed decision.
The dashboard and ip cameras connects to the Internet and automatically dispatches video to designated Android, IOS and Apple Devices through the onboard diagnostic port (OBD) available in all cars immediately you power on such that officers at the geo-spatial lab will have real-time videos of what is happening on the roads because as the cameras are capturing the roads it will relay it to the geo-spatial lab.

This is a new process of solving the challenge of road safety and offenders in Nigeria roads such as accident mapping, accident analysis, accident terrain analysis, planning operations, search and rescue missions and deployment of personnel/materials for important duties. And it will AN INFRASTRUCTURE SAFETY TOOL FOR ANALYZING and responding to road accidents, traffic, roadway data tracking of vehicle number plate and license offenders tailored towards enhanced road safety interventions
This project will catalyze collective action, increase financial support, and harness innovation for digital identification and civil registration through practical and cost-efficient Privacy by Design features that is embedded into the geospatial-intelligence (GEOINT) data which will be available in a central repository where any authorized personnel will have access to it real-time, analysis can be carry-out anytime based on any situational demand the corps might have at that particular time. It will also aid personnel in visualizing bits/mission terrain and understanding its impact on operations before operations/assignments are embarked upon.
The project will create an electronic or digital ID from the geodatabase that the camera and card readers will be plugged into. It will also feature as multipurpose ID database covering nearly their entire population of car/roads users’ which will be used for personal verification and authentication inclusive of the poor and the marginalized leveraging and deploying ID systems to transform this government agencies mandate and citizens services.

Our solution is incorporated into the digital identification systems by move towards a more inclusive digital governance frameworkbringing together three different platforms and Digitization.
License plate readers, cameras and tracking devices will facilities will be plugged into the proposed Geospatial lab which will facilitate the integration of Geographic Information System (GIS), computer-aided dispatch (CAD), records management systems (RMS), and automated vehicle location (AVL) systems.
This project/service will facilitate the capturing of document in a Digital Central Repository to consolidate a large volume of data and the documents mentioned which can be accessed from various locations.
Searching and retrieving of the document or data can be done very easy and very fast.
Tracking of the documents/data, version control, workflow management, presentation and security from disaster and from unauthorized persons.
It will also provide for audit trails and reporting, as well as disaster recovery features to prevent loss of documents in the event of fire or other disasters
Our solution output is mainly visuals which iliterate people can understand.
In the next five year we wish to successful deploy digital ID systems for inclusive and interoperable government services which enhance Nigeria people access to ID through biometrically-enabled smart mobile devices, identification and authentication technologies that will bring about end to paper based services and advance in digital l identification systems for improved services delivery and citizens engagement.
