Our RX5 Cyber EnVision Center Team is working on addressing(1) Economic Empowerment, (2) Educational Advancement, (3) Health and Wellness, and (4) Character and Leadership.
1. Providing a Historical Black College and Universities (HBCUs) Pipeline to provide cybersecurity workforce training.
2. Use qauntum photonic physics and data driven solutions to provide emergency preparedness, response, and recovery services to economically disadvantaged communities.
In Phase One of our endeavors, our RX5 ACE targeted population is the Black and Brown population of New Jersey our prioritized workforce lives to directly and meaningfully improve.
New Jersey's overall Black and Brown populations is grossly undersevered both academically and economically. New Jersey is one of America's few states without a single HBCU, as well as limited focus on providing cybersecurity certfications to Black and Brown minorities.
Our RX5 Cybersecurity and Electric Grid workforce training endeavors will create new rewarding jobs for our program participants as well as help keep America safe from cyber terrorism.
Our RX5 ACE team is an esteemed group of state and fedearal public and private sector individuals, with enormous grassroots knowledge.
From the former Director of Rebuild LA after the Rodney King riots, to working with local the Police Athleteic Leauge (PAL), Boys and Girls Club, and other non-profit community partners, will work together to provide experienced workforce training skills to our the individuals indivivudals and students who participate in our program.
Growing up myself in an Washington, D.C. Southeast urban community, seeing the drug abuse, gang violence, and abusive lifestyles, I know first hand what underserved communities need most. With the absence of fathers in many households, we will all seek male mentoring through out our programs, by engaging U.S. Veterans and positive male role models as instructers and teachers.

We believe Solve can: (1) Provide a small grant to help our organization financially. (2) With the engagment of MIT, we believe that we can connect our Protect Our Power, HBCU, RX5 ACE Cybersecurity and Quantum Photonic Physics endeavors with knowledgable MIT individuals, and we believe that working with Solve could compliment several of our objectives of working with the federal government to tap additional grants and in-kind services, particularly focused on cybersecurity disaster preparedness, respond, and recovery efforts.

Our non-profit Atlantic City RX5 Cyber EnVision Center's unique approach combines uplifting economic disadvantaged and tribal nation communities by providing Cybersecurity Workforce Training, data management, and quantum photonic physics technologies, "to help keep America safe." The recent emergency COVID-19 pandemic and the current state of world affairs, we've learned that disadvantaged communities have health and wellness support from food to medical preparedness, response, and recovery protocol.
Through a unique non-profit strategic partnership between RX5-ACE, Historic Black Colleges and Universities and Protect Our Power, our RX5-ACE Cyber Garage combines Cybersecurity Workforce Training, data management, and quantum photonic physics technologies solutions, while creating an economic "future workforce" pipeline.
Our RX5 ACE Cyber-Historical Black College and University (HBCU) Pipeline project will help keep America safe, while providing RX5 Cybersecurity and Electric Grid "Best Practices" workforce training, particularly to underserved Black, Brown, and Tribal Nations populations.
Over the next 12 months our RX5 Cyber-HBCU Pipeline will provide cybersecurity certifications to 80+ students, thereby creating 80+ RX5 Cyber Warriors. Thereafter over the next 5 years we will produce a minimum of 400 certified RX5 Cyber-HBCU Cyber Warriors.
We will provide measurable indicators of our progress tracking our progress based on the U.S. Housing Urban and Deveopment (HUD) EnVision Centers four pillars focused on:
(1) Economic Empowerment, (2) Educational Advancement, (3) Health and Wellness, and (4) Character and Leadership.
With a particular focus on Atlantic City's 60% poverty rate, we will first impact and track the data of how our endeavors decrease Atlantic City's unemployment rate, increase Atlantic City's the medium income, and inspire Atlantic City's youth to sign up for RX5 ACE cyber and STEAM program, interships, and RX5 ACE summer jobs programs.
Our RX5 ACE solution will address Atlantic City's long term 12.54% average unemployment rate by creating new non-casino technology focused workforce training in the areas of data call center service, cybersecurity workforce training, as well as providing a pilot quantum photonic artificial intelligence learning platform which address the need for pademic emergency preparedness, response, and recovery technology.
RX5 ACE will also leverage it's strategic public private partnership with Lifescale Analytics to collect and use data to improve and expand our efforts throughout Atlantic County, and the state of New Jersey.
First our RX5 ACE plans will strategically partner with three HBCUs to provide training pipelines for Black, Brown, and Tribal Nation population, and utilize cybersecurity technology, software, AI, and robots, to provide state of the art solutions towards America's cybersecurity and electric grid terrorist threats. Secondly utilizing quantum photonic physics, AI, and machine learning technologies, our RX5 ACE will teach about and provide new trained "future workforce" and solutions which address current and future pandemic health and wellness challenges.

For the past two years we have utilized our new quantum photonic physics technology througout America collected data to enhance our technology's machine learning capacity to the point where we can detect H1N1, the COVID-19, Delta, and Omnicron virus with 95+ accuracy, in 15 seconds, without any physical contact and fear of further contamination.

Our RX5 ACE number one priority is focused on equitable "future workforce" training, and the full inclusion of Veterans, Minorities, Women, Tribal Nations, and LBGTQ populations.
After severing in the U.S. Navy and twelve plus years working for the White House in the capacity of Deputy Director of Minority Economic Impact, my committment to diversity education and economic development is unequvocal.
Our RX5 ACE will always have a dedicated director of diversity inclusion, with a goal with no limited minimum participation.
Beneficiaries: Making America's cyber and electric grid safer by including Black and Brown populations, HBCUs, and Tribal Nations in "future workforce" data call center and cybersecurity training, which does not require college degree, elevates targeted economic disadvantaged communities with new skills which allow them to grow beyond their current social-economic cicumstances, while collected the data of their progress.
We will:
(1) Provide the underserved populous with extraordinary pipeline service access to HBCU Certified Cybersecurity Workforce Training.
(2) Create Community Benefits Agreements which focus on combining newly created technology industries with the maximum diversity participation and academically and strategic Minority Business Enterprise (MBE) innovation incubator opportunities.
(3) Provide these "future workforce" services from our non-profit federal designated Atlantic City RX5 Cyber EnVision Center-Public Private Partnerships (P3s), which will connect newly RX5 Certified Cybersecurity Warriors with immediate rewarding jobs, non-profits organizations like Protect Our Power to collaborate with HBCUs and MBEs on patriotic project that "do good while doing well."

Our very unique RX5 ACE-Cyber HBCU collaboration will mobilize a combination of private foundation donations and grants, selling data solultion products and or services, data service contracts to governments, and raising private investment capital.
We have philanthropic and business plans to launch our RX5 ACE-Cyber HBCU collaboration August 15, 2022.
Currently the RX5 ACE has been sustained by some donations and personal investment. We do have several sophiticated grants and private investments discussion underway, which we will share confidentially if we are selected as a Solver finalist.
