My idea is a hybrid of a new application of a technology and a new process by which the challenge can be solved. The idea is using biometric technology with a distinct modification of itwhich I call biometric smart card with ‘a three cardinal authentic-retrieval mechanism’, in addition,all UN developing countries would make clear laws that would align with sustainable development goals on privacy data protection and fundamental human right whilst putting into consideration the peculiarities of the country". As making policies of this nature cannot be one size fit all.Furthermore, the purposes and laws under which personal information is collected, used, retained, and disclosed shall be communicated to citizens and residents via varied sensitization programs on radio, TV, town hall meetings etc. using the varied local languages and dialect as a medium of communication, giving opportunities to citizens and residents to ask varied questions pertaining to any grey area. The technology (customize biometric smartcard which uses fingerprint, facial recognition, use of OAuth tokenization to identify both subject and contractor).
My solution would be incorporated digital identification system by ensuring limited information like full name, address, date of birth, next of kin, locality is recorded whilst volatile parameters such as ethnicity, race, religion, gender should be somewhat avoided, With regards to the technology, (i.e. customized biometric smart card). By using smart biometric cards, which has embedded in it ‘a three cardinal authentic-retrieval mechanism’ which include the use of fingerprint, facial recognition, use of OAUTH 2.0 tokenization to identify both subject and contractor with limited data sharing.
A token is generated upon registration. The generated token, finger print and facial recognition of subject are all embedded within the smart card. it would require at least one of the ‘three cardinal authentic-retrieval mechanism’ and another one to retrieve encrypted data over a secured network, hence, security would not be bridged as service providers in charge would be held accountable. if there is need to access an individual’s data it would have to be authorized by superior official.in a situation where there is government incentive to be access by the card owner, the smart card owner presents his card, slot it into the card reader, the embedded pin within the card access an encrypted data of the individual then, the owner of the card authenticates he is the rightful owner by using either finger print or facial recognition then the operator can access and verify the data.
Hence the operator cannot access the without authentication by the owner.This system would make Using OAUTH, facial recognition and finger print are readily usable in low connectivity environment, and for users with low numeracy and literacy levels they do not need to cram any token digit since it is embedded with the bio-smart card. more so, all they have to do at the point of registration is to provide the necessary information and the point of identification and authentication is to present their cards and follow instructions thereof.

The foundation of this idea is using the global biometric system of identification (biometric) technology with a distinct modification of it, together with an idea for solving this global conundrum whilst putting into consideration the varied peculiarities of countries whose citizens have low literacy rates, numeracy and limited digital skills. As privacy data regulations and technology cannot be a "one size fit all' thing for every country.
My solution demonstrates “privacy by design” by following the principles and description: Firstly, as privacy data regulations and technology cannot be a "one size fit all'. All UN developing countries should make clear laws that would align with sustainable development goals on privacy data protection and fundamental human right whilst putting into consideration the peculiarities of the country". Secondly, the purposes and laws under which personal information is collected, used, retained, and disclosed shall be communicated to citizens and residents via varied sensitization programs on radio, TV, town hall meetings etc. using the varied local languages and dialect as a medium of communication, giving opportunities to citizens and residents to ask varied questions pertaining to any grey area. Data collected should be confidential and limited to the exact purpose explained in the sensitization programs, collection of volatile parameters such as ethnicity, religion or race should be strongly discouraged. The technology (customize biometric smartcard which uses fingerprint, facial recognition, use of OAuth tokenization to identify both subject and contractor) will ensure no one without specific authorization gets access to the encrypted data and laws to be used would take care of the following, accountability, accuracy, security, access, and openness.

A token is generated upon registration such that the generated token, finger print and facial recognition are all embedded within the smart card. once the card is being inserted into the smart card it would require at least one of the ‘three cardinal authentic-retrieval mechanism’ and another one to retrieve encrypted data over a secured network, hence, security would not be bridged as people in charge would be accountable for it. More so, people with rough edges fingers would not be cheated. With this mechanism in place, there would be accountability, security, access and openness.
The use of OAUTH to generate token that would be used for either authentication and retrieval of encrypted data is quite user friendly for it is easy to learn and it doesn’t compromise clients’ privacy, further enhancing acceptance. Finger print as well as facial recognition is also user friendly, as long as the camera is properly used, finger print reader is original (for the market is flooded with fake ones) and properly connected to the computer, more so, finger print and facial recognition negative perception is mostly in more literate and educated society and not common in developing countries.
The use of OAUTH, facial recognition and finger print on the average encourages interoperability which enhances integration with other systems for data portability and there is no issue of vendor lock-in
Using OAUTH, facial recognition and finger print are readily usable in low connectivity environment, but in situation where the connection is envisioned to be quite low, infrastructure is provided by either the government or the service provider to enhance better connection. And for users with low numeracy and literacy levels they don’t need to cram any token digit since it is embedded with the bio-smart card. more so, all they have to do at the point of registration is to provide the necessary information and the point of identification and authentication is to present their cards and follow instructions thereof.
My solution will help billions all over the world as all developing countries adopt my idea. More so, I am ready to partner with world bank, UN, the government of developing countries who will adjust their laws and policies to fit with my solution and biometric technology companies which will make the ‘three cardinal authentic-retrieval mechanism’ cards so as to make it available to everyone whilst others companies get the technical detail as open source. Doing this, will enhance the idea been scaled within the next three to five years.

The skills my team has includes business analyst skills, project management, business strategy skills, economics skills, negotiating skills, business management skills, computer science skills. These skills are essential ingredients in attracting vast resources that would be needed in developing my solution. The total years of experience my team has is about 35 years’ experience.
The potential revenue model is to partner with different government of developing countries to provide ID services on contractual basis for about 10years. Sustainability for the revenue model would be agreed fees that would be charged for frequent updates of residents and citizens data. Doing this would make late adopters of the ideas see the success of the program and see reason they should eventually join as this can be achieved through long term sustainability.
As an entrepreneur, strategist, thinker, problem solver, who is passionate about living in a fair world, the primary reason I am applying to this challenge is to make impact in the lives of billions of people around the world most especially in developing countries like Nigeria. My success in this challenge would ginger me to proffer more solutions to imminent global challenges of varied types whilst making profit and appreciating the diversity and dynamics of people, their environ and their challenges.
These barriers include: 1) The varied dynamics and peculiarities of each country, 2) politicians. 3) lack of funds. I feel a challenge as complex as this would not have an exact one size fit all solution, however, every country can implement my solution by working around their laws and policies to fit to the solution to a great extent more so, with a little persuasion by UN, and world bank the sky will be the take off point. I believe with the right and cooperating partnership, the problem of lack of funds would be solved.
