Labourcheck
Labourcheck® is a labour verifying app which registers and captures the biometric details of undocumented workforce for referencing.
Labourcheck® is a labour verifying app designed to register undocumented workforce (employee) with the sole purpose of creating a database for reference upon hiring by a new employer. The applications unique selling feature is its ability to capture employee biometrics. This will enable employers verify via biometric with a view to avoid hiring employees with questionable identification via name change. It also enables employee view employers last review or Reference. It also enables employee/employers look up new vacancies, set up medical insurance for employees, create a non cheque in account for employee salary account, set up pension mandate, and remit taxes amongst others.
The application has a lot of revenue stream not limited to the following;
· Revenue from biometric data capture.
· Sales of biometric capture device to labour agents and employers.
· Advert placement from labour agents and FCMG (Fast moving consumer goods).
· SMS notification via sort code
· Income from pay per click (PPC) adverts.
· Commission earned via referral to Pension administrators, Financial institutions, Health management Organizations etc.
The application is targeted at providing a platform or one stop shop for employees, employers and service related companies such as financial institutions, Health management organizations, regulators such as government tax managers and pension administrators.
Labourcheck application is unique, and presently has no competition as the unstructured work force has no formal point of reference upon hiring. The most common form of verification is either “word of mouth” or unverified reference provider by a labour agent whose reference is non-binding.
We are not in doubt of the following risk amongst other;
· Wrong or defaming referencing by a vindictive employer. This has been mitigated by the placing an indemnity notice check box indemnifying the app of any actions that will arise in the event of any legal action from a defamed reference. The employee will also need to tick off a check box accepting full knowledge of his or her reference.
· Database compromise. This has been mitigated by using a dedicated server and integrating cloud flare protection to mitigate mysql injection, brute force attack and other forms of hacking.
The opportunities are boundless as the immediate deployment of this app will provide the following;
· A platform for employers totaling over 15m in Nigeria to verify the status of employees totaling over 85m before engaging them, it also provides a platform for employers and labour agents to place adverts.
· It avails employee a platform to report work place abuse via the legal counsel pro bono service on the app.
· The revenue projections in its first 18months will be in excess of $1,000,000.00 and an average of $28,000,000.00 in year 5.
The danger of having an unverified employee cannot be over emphasised as a lot of employers have suffered abuse, financial loss and even death (https://www.360nobs.com/2016/0... http://www.nigerianeye.com/201...) because of the unstructured nature of the labour work space. Labourcheck will provide a data base for referencing, reviewing identification and a one stop shop for all stakeholders (government agencies, employee, employer, labour agencies, FCMGs)
- Prototype
It is a new technology in Africa as the only known means of verifying employee is done via word of mouth, and unconfirmed guarantee from labour agents.
Upon hiring a domestic or clerical employee in the united kingdom the employer usually does a back ground check, this eliminates the fear of hiring a wrong fit for the role, and also an employee with questionable character.
This app will provide a database which will provide referencing via biodata and biometric details.
The application will provide privacy with its unique feature of restricting second level verification to registered agents and large employers. Upon inquiry the inquirer will have access to basic information that will not compromise the privacy of the data owners. At the second level, the inquirer will have access to information of an employee with a high-risk rating. This information will not be detailed, but will provide an opportunity for an employer to review and decide on his/her decision to hire.
The labourcheck application is aimed at capturing the bio/biometric data of more than 55m Nigerian in the unstructured labour space. Its success will also see an adoption within the structured labour space which will also need to upload the biodata of over 15m employees in its employment.
These numbers make up the active population with in Nigeria. It will in turn meet the objective of the Mission Billion Challenge because data upload will be cost effective, voluntary by employee and employers who are yarning for a solution to the inherent risk in the unstructured work space. The successful adoption of this application using the right tools such as social media presence, social media influencers, soup kitchens for skilled labours, will create immediate adoption within west Africa as Nigeria is seen as a model state with in the region.
the application is very user friendly as it will provide all users a platform to view job offers, seek legal counsel, visit news blog/gossips, seek an employee and also seek employment.
the labourcheck application is open to integration to other systems as we intend to partner with financial institutions' with a view to create non cheque in accounts for employer and employee. we intend to interface with pension administrators and government agencies to aid tax collection, assist investigation by providing biometric details upon request, and support a global data base for data inquiry.
we have developed a model to use the existing telecommunication agency models. we intend to share the revenue generated from biometric capture amongst others. the application has an off line capture solution which enables the capture of data in areas of low connectivity and upload option in an area with connectivity.
we intend to launch the USSD model, which will avail an inquirer send a registered users DID (Digital Identity Number) to a number and a response is sent with details related to the inquiry.
The successful deployment of the application will reduce the challenges in the unstructured work space, this will in turn create confidence to its users, and also increase the numbers of users.
We intend to deploy the application within Western and Northern part of Africa where there isn't a database for identity. This will in turn assist the immigration authority in Europe access to a data base for referencing upon receipt of an Africa crossing via the sea for greener pastures.

To successfully achieve our revenue strategy, we will partner with the existing telecommunication dealers to in turn use their outlets which has presence in every city and state within Nigeria to drive biometric registration. We intend to share revenue generated with these dealers. we will also use their outlets to sell the bio metric devices.
we believe that the application will attract adverts placements as well. We intend to generate revenue from commission earned from our partnership with financial institutions. The mobile app will enable all users create a bank account conveniently.
The labourcheck application is a creative idea that meets the focus of the challenge because it provides a platform to warehouse personal data, provide data privacy and a unique tool which creates a one stop shop for employers and employees in Nigera and west Africa.
my participation will enable us receive funds to pay for the final milestone for the application development and launch it in 3 major Nigerian Cites (lagos, Abuja and Port Harcourt).
the key barriers is funding, and adequate funding will enable us pay the final milestone sum for the application, pay up for adverts and secure a social media influencer to adopt and promote the application.
