NOIRS: NON-VIOLENCE OPTIMIZED

The latest U.S. population survey indicates that 41.1 million Black people accounted for 14% and 62.1million Hispanic people accounted for 18.5% of the overall U.S population.

Police departments biases in handling so-called *"minority groups" across the United States seems prevalent.he latest statistics show that in more than 70% encounters with the police, minority groups; such as Blacks and Latinos combined are treated unfairly, with prejudice and malice.  Those statistics underline a preconceived notion of race and cultural bias between namely; White police officers vis-à-vis Blacks and Latinos, respectively.

While longer term solutions involve retraining the police and building a culture of accountability to follow best practices in police departments, another part of the solution is to  de-escalate unnecessary and adverse law enforcement encounters by replacing police with unarmed people trained to deescalate volatile situations.

 NOIRS:  NON-VIOLENCE OPTIMIZED IN RESPONSE SYSTEM builds teams  that specialize in deescalating volatile situations. Over time these teams will also train leaders in deescalation and nonviolent problem solving. These leaders will bring this way to education, business, health and public safety, transforming communities long term into vibrant, peaceful and prosperous communities.

NOIRS -- NON-VIOLENCE OPTIMIZED IN RESPONSE SYSTEM -- is a corps of nonviolence responders trained to deescalate  to provide an alternative to police where a non-violent alternative will be more effective in many scenarios, including the following:

Domestic Violence

Research shows that many police officers, in general, are not adequately trained to respond to domestic violence.  The initial tendency from police officers, in too many cases (68% estimated in N.Y) police draw out their guns, escalating a violent situation. NOIRS responders are trained in effective nonviolent deescalation and defense even when weapons are present.

Noise

In at least 75% of the cases, police' responses escalate the situation.  in those cases, NOIRS:  NON-VIOLENCE OPTIMIZED IN RESPONSE SYSTEM would deescalate the situation.

 Traffic Accidents

 In 78% of the cases, studies find that civilians themselves can handle the situation.  NOIRS responders will be trained in deescalation and work with EMTs when necessary.

NOIRS is in a prototype stage  stems from products, services, and business model, which has been proven to be successful before.  The  Responders team is made up, in part, of staff who have, in the mid 80's, worked as Peacemakers, in different housing-projects, in Washington D.C.

NOIRS is updating this model using human centered design thinking, technology and quality improvement problem solving.  We are training a new generation of NOIRS peacemakers in deescalation.  We are supplementing with with the tools using in design thinking and educating peacemakers in all the stages.   Technology, including AI, will help NOIRS peacemakers find connections between different causes and outcomes.  Quality improvement tools will help peacemakers see the whole system and strengthen solutions.  They will help peacemakers understand the whole system and address root causes and critical points accordingly.

Over time NOIRS will not just reduce violence but create a more peacemakers from the community.
