What specific problem are you solving?
Communities are unable to efficiently handle community crises beyond the scope of medical/fire/police work [Davies and Fernández]. Mental health, drug & alcohol, homelessness, food insecurities, and non-criminal crises are mainly sorted through traditional first responder calls [Foleon]. This monopolizes time for medical/fire/police workers and decreases time that could be spent in their specialty areas.
In 2014, Invoke's team members began to work with community constituents on the problem of managing crises around dangerous behaviors and developed a deflection model that provided an opportunity to buffer police calls that were not emergencies in nature. It unfolded from addressing dangerous behaviors to including "odd behaviors" and crisis encounters. There was a natural evolution of the solution that demonstrates the unmet need for dispatch-based deflection and a sustainable community care management platform.
Invoke will address a broader scope of calls that consistently unbundles community crisis calls from police emergency calls. It will create space to coordinate those encounters through code enforcement and social service agencies, while implementing avenues of sustainability, enabled by our core technology. This technology provides customizable incentives for recipients that allows government-appointed administrators to participate in building management pathways for the challenges that lead to crisis encounters.

In 2014, the Town Supervisor in Shippensburg, Pennsylvania had great concerns about high traffic neighborhoods where college students lived. Those neighborhoods created opportunities for dangerous behaviors. The community needed creative solutions. Assessment and collaboration with community constituents yielded the beginning of Invoke as a deflection model that now serves 16,842 people annually and demonstrates the need for a community care management platform.
A B2G2C platform, Invoke allows community crisis controls and supports to bridge the gap between social service agencies and medical/fire/police responders at 911 and 988 dispatch/call centers. Today, Invoke deflects approximately 64% of inbound calls and generates an estimated savings of $263,993 to the municipalities — 5 major state and local stakeholders — using a “code enforcement” dispatch-deflection framework that sorts and connects incidents into matching community care agencies. Invoke provides a proven way to reduce policing costs, improve outcomes, and achieve a sustainable community care business model.
