Intelligent system to look out and prevent criminal acts

Intelligent system to control and look out urban areas to prevent criminal acts, analyze behaviors, generate alarms, look for weapons to the seizure and police calls for attention.

It’s a system with which we wish to support urban security and that implements neuronal networks technology and terahertz rays. This system will strengthen common video surveillance activities in their task of taking key information and get an intelligent detection of factors that represent an alarm in light of possible criminal facts. We are looking to be able to implement this control and video surveillance system in areas that have a bigger quantity of delinquency. Just in 2017, Latin America had 173.000 homicides and being one of the most battered by the higher rates of homicides and violent acts on a global level. 75% of homicides have been committed with firearms therefore, in addition, detecting key patterns of criminal behavior according to previous registrations, also It’s wished to detect illegal firearms and cutting weapons.

Reduce the high rate of crime and homicide that occurs in Latin America, where countries such as Colombia, Mexico, and Venezuela are classified as the most violent. Currently, competent authorities seek to implement security programs through social investment and technology to reduce crime in the areas with the highest criminal influx. In countries like Colombia, special groups against homicides have been implemented, which aim to respond quickly to various situations that can lead to a homicide being committed, and technology represents an important tool for them. We must remember the need to reduce these crimes because they threaten coexistence, security, tranquility, and the quality of life of society.

Our solution serves the community living in countries of Latin America  (initially, because it's expansible) because these countries suffer from rates truly high of violence, homicides, robberies, gangs, etc... And people really need control, they need security, their rights and lives being protected, then, they will be able to have a normal life, with less violence and then, go to work, go walking by the streets without the fear of being in danger, and without hearing bullets being fired and without  their familiar or friends being killed.

The alarm signal about this problem wasn't another than a perception of unsafety and the feeling of danger in the streets that we, the members of the project, have perceived in our place of residence, the Colombian territory. It’s a general perspective to all the Colombian citizens, day to day everyone hears a lot of reports about criminal acts and homicides, they flood the news.

Therefore, we have investigated with the purpose of getting information about events. In Colombia the ‘Instituto de Medicina Legal’ reported that in the year 2019 there were 11.880 homicides and between January/May in 2021  already, there were other 4.986 cases already, or this number is only, what they were able to register. We saw that it is challenging to have an exact number of criminal acts, robberies, attempted homicides, extortions, etc… Victims do not always bring the events to the attention of the authorities. But, they cannot be ignored, for example, only the robbery figures amount to 341,363 cases between January and November 2021.

When we corroborate that our perception wasn’t wrong, we continued researching the problem that has strongly affected several nearby countries. Also,  we saw that according to ONU, 75% of homicides have been committed in Latin America with firearms. So, we want to attack illegal firearms and cutting weapons. Take away them from the criminal’s hands and hinder the occurrence of criminal acts to be lamented.

The unmet need that our solution tries to address is a need for security. It's important to work and bring a solution to this problem because there is a big quantity of people dying diary by the criminal acts in Latin America, there is a big quantity of people that are suffering violence, robberies, homicides, and it's gravely affecting their life quality, peace, coexistence, and their integrity, nowadays none has been able to assure their lives and rights, so, we need solutions. Even police haven't been able to do it, by the disproportionate quantity of delinquency, gangs, and groups who threaten security.

Until now, we did investigations about facts and studies developed by searchers that already showed their worries due to lack of security. Thus, we understood that problem has been approached for researchers who already have shown their concern regarding the lack of security. This problem has been addressed from different perspectives, however, there is no record of convergence of tools and knowledge used to work side by side among them in order to achieve a strong solution. Such as:

• We found out the use of neural networks to obtain the description of the circumstances in which criminal conducts are developed, predict and know real statistics and indicators. 
• Security tools are used for gun detection but they are not very portable, short distance or they have to be directly directed by the user towards the person of interest.
• There are neural networks designed to discern among fire guns, short stabbing weapons, and common objects with similar forms.
• Different ways to identify weapons such as infrared, microwaves, X-rays, etc.

They are tools that, if they complement each other, will have a greater scope, together they will cover the shortcomings and limitations that each tool presents when operating individually.

We want to use 2 neural networks and radiation technology to improve a common video surveillance system and make it more intelligent and automated. A system that is able to analyze a continuous video, analyze behavior, and look for key characteristics that are important, can predict, are indicators, are detectable, and can be a signal of a future criminal act. This system is thought to have a radiation camera (a terahertz camera until now) that has a high capacity to penetrate and make paper, cartons, fabrics, and plastic materials look transparent. It’s Inoffensive radiation that allows the creation of new security systems, detect weapons and even explosives. A terahertz technology was tried to be implemented in the past, but, at that moment was an ineffective technology because images were imprecise and there were false alarms, but, nowadays we have improved in neural networks technology and it can be really useful to give a more precise result, even there have been people how have been able to differentiate between firearms, cutting weapons and common objects that usually could be confusing. We want to give life to existing technologies and compliment them because in their moment they weren’t successful enough by themselves, but are truly important tools.

The project would begin in Cali and currently, the ‘Comunas’ (Residential sectors) which are more vulnerable in Cali are the 1, 13, 14, 15, 20, and 21, they are which have a higher rate of gangs, criminals acts, and homicides. The scope of this project depends on the means and the resources so, we can’t give an exact number, however, we wish to serve at less to one (1) comuna, in other words, we look to positively impact the life of approximately 100.000 people of the 675.730 people who live in these comunas.

The impact goals that should be produced next year at least in one (1) column -even when they are totally scalable according to development zones- are:

1. Increase security index and upgrade the range of action by authorities.

2. Reduce the number of homicides, robberies, and fights.

3. Reduce the presence of gangs and groups whose purpose is to threaten, produce violence and criminal acts.

4. Reduce the negative perception, insecurity feeling, and fear that exists in these residential areas, so their residents can have a better quality of life, where their integrity is not in danger at all times, in order for them to gradually recover normalcy and healthy coexistence.

This could be achieved since the implementation of the project will be addressed comuna by comuna. The system will be installed in the most dangerous locations in each comuna: this implies the operation of intelligent control and video surveillance system available for 24 hours and will alert the authorities with the necessary information and images. For this reason, it could be possible to increase and carry out a greater number of detections, the seizure of weapons, and calls for attention by the police in the face of unconventional behavior.

This can generate a positive impact for the security of the comuna, through police pressure on people who carry weapons illegally and bladed weapons, it will also force gangs, criminals, to give in, not to act freely, to become uncomfortable, and even to leave the zones and stop operating.

1. Acceptability: The ability to incorporate the system into the police work method, be integrated with it, and function cooperatively, representing effectiveness for the authorities. It should have very good operability and a friendly interface that agents can manipulate, so they can obtain timely and clear information. 

2. Speed: Capacity for analysis and fast response. 

3. Key location: Research on the most dangerous points in the country, city, commune, where the system is going to be located, to collect more information and obtain better results of the system.

4. Profitable: It is important that the system could be as economical as possible because it is no secret to anyone that the lower the budget is required for implementation, the more use it will have, that way, the project could have more opportunities to be installed on a larger scale and with greater coverage.

5. Performance: It's important that, once the system is operating, a study should be carried out to evaluate the results that it presents in the different areas of its installation, with the purpose of verifying its operation and establishing if the decrease in crimes is taking place as expected, all under development purposes, progress and refinement of the system.

6. Portability: The system must be able to mobilize to several crime zones. When it is no longer usable by a controlled area, for greater use, it must be located in another place so that the system does not lose operability. 

• Lack of economic resources

• Mentorship would be truly important to us, for getting better results in less time.

• We are not a big group and It’s a complex project. So, we have to cover each topic carefully and become more specialized.

• We need to be approved by authorities and get their accompaniment to install the system because the selected areas are very dangerous, then if we go careless, without any security we would be in danger.

• Manage and request the corresponding permits for access to the records of the statistical, criminal, misdemeanor, and operational information system of the national police - SIEDCO, of the secretariat of security, justice, and coexistence. We know that previously there were already permits for researchers and students who wanted to work and study in order to provide security tools.

Each team member has experience as an engineer where they have developed different projects, we identify various problems and work on the development of solutions that could facilitate and improve the quality of life of people from engineering. Therefore, to date we want to get the most potential, availability of time, willingness to study, investigate and contribute all the skills for the development of this solution that can meet the needs of the population not only nationally but also internationally, in In general, to any territory that it can serve and needs to improve security standards.

We are not working with any associations, but subsequently, it will be necessary for us to associate with 2 public organizations:

1. The national police because we are going to develop a tool for them, but it is also needed to adjust our solution to their requirements to provide expected effectiveness through good communication with the authorities. Only this way will it really be a tool that can help the community.

2. The secretaryship of security, justice, and cohabitation since they are in charge of the sector related to our objective in Colombia and they are the ones who have the statistical, delinquent, misdemeanor, and operational information system of the national police. Their information on crimes, seizures, arrests, among others, is important for the intelligent system to learn about the records and events for its preventive and detective purpose. Therefore, all the corresponding requests will be made for its support.
