TWREEC considers that despite being latest evolution of mid 20th century, environmental technology, engineering and its socioeconomic watch & ward practices hereinafter referred as ENV.20th have dynamically served the world in pollution control, health and sanitation. However, its formal university knowledge from first to tertiary degree, and field regulatory/project know-how applied to various developmental and human behavior sectors are too deficient and flawed for facing climate change mitigation and adaptation CCM, CCA challenges. Hence ENV.20th got to be upgraded to 21st century version hereinafter abbreviated as ENV.21st. Upgrading is well active in advanced countries where climate change is better understood than in majority developing countries where dominant portion of global populations live. Reason of applying on behalf of TWREEC stems from the fact that without comprehension of ENV.21st UN Agenda Goals 17SDG2030  can hardly be achieved. Actually we recently applied to EU Commission H2020 Call on the topic in collaboration with three EU partners for establishing ENV.21st educational, PAT and awareness facility at Sialkot - Pakistan. However, after submission EU application was withdrawn due to extremely unpleasant personal troubles. Personal circumstances have not improved but CCM-CCA commitment of TWREEC does not permit giving up decades long efforts for serving humanity

’’Third World Resources, Energy and Environment Center-TWREEC’’ is perhaps the first one established by Rashid Ahmed – an international hydrocarbon-hydrological engineer of Pakistan during the year 1990 motivated by that time unrealized looming concern that two vital natural resources (HC and HYDRO) of the earth planet are at head on collision course in socioeconomic service to humanity. Others like; ‘’Green Cross International’’ in Europe established by exUSSR President Mikhail Gorbachev, ‘’Climate Reality’’, ‘’Water Keeper’’, and‘’ICE911’’ established by ex. USA Vice President Al Gore, Senator R.F. Kennedy, and MIT-UC Berkeley lady Dr. Leslie Field, respectively, entered the anti-global warming struggle years later than TWREEC. Mission of these esteemed organizations corresponds to green
economy transition, air pollution control, water resources protection, and
prevention of continental/polar climate ice melt. European and American
research organization quickly attained powerful world status of ‘Climate
Campaigners’ as their updates sent to TWREEC regularly indicate. Paradoxically, TWREEC, comprehending ranged CCM & CCA functions for
developing countries and exceptional R&D for the entire world continues
pondering about sustenance but somehow continuing its projects for 17SDG2030 of Paris Climate Accord 2015 through meager resources of the founder director. Our future goals include MITSolve like submitted proposal ''Resilient Ecosystems''.

Climate change has emerged a global threat humanity has never experienced before.  Accordingly, not only socioeconomic development of the world but survival of human race is at stake. Science and technology brought about 18th century revolution while ENV.20th mandate took birth for controlling the ruthless development during 1960s. It struggled hard but could not detect global warming till taking devastating shape of climate change. All communities located all over the world concerned about climate change. Fortunately PA2015 has devised 17SDG2030 UN Agenda as first defense line of 1.5o C pathway CCM and CCA. TWREEC national community like communities in Asian region is as unaware about what is about to happen nationally, regionally, or globally as in other poverty ridden and overpopulated continents like Africa and Latin America. Communities generally deficient in techno-scientific knowledge and ordinary awareness are hard to be convinced on environmental or climatic endangerment. Communities deprived of formal and informal ENV.20th knowledge number in millions and billions nationally and international while onward academic and PAT requirements of ENV.21st are far more complex but mandatory for sustainable survival and civilization. TWREEC within its modest resources is attempting national and international promotion of ENV.21st (and ENV.20th) from Pakistan platform.

It is hard to rate GHG as creeping insect or carbon bomb when CO2 is expelled or escapes from Universal O2-CO2 Cycle. Credit goes to Swedish chemist Steven Arrhenius that the scientist roughly knew global warming as he published during the year 1896. His published article could not attract world attention as par with his famous theory of acid and base as H and OH ions. Actually much earlier in the year 1820 when industrial revolution was contained within Western Europe, French scientist Joseph Fourier found relationship between CO2 atmospheric fluxes and earth temperature but gained world popularity in  mathematical differential equations. Had matter been taken seriously at specified time climate change could have been averted. However, Arrhenius predicted next 1000s years without any drastic global warming. ENV.20th formally entered the sphere of science and technology during the 20th century absolutely unaware and disarmed. TWREEC is attempting its transformation into ENV.21st which is uniquely climate alert and armed against GHG emissions. Approach is focused on 17SDG2030 UN Agenda least understood by parties to international Climate Accord. Parties to PA2015 are world nations comprising of rich or poor, developed or developing, well educated or learning countries and respective governments and populations.

With a few exceptions worldwide organizations engaged in the universal cause are founded and managed by highly respected personalities like former heads of state/governments, ministers, senators, billionaire philanthropists etc. However, their tasks are generally defining policy arranging resources. In world popularity terms perhaps Greta Thunberg enjoys same ranking as ‘father of climate change’ Arrhenius both hailing from Sweden. TWREEC is not having similar impact on humanity as quoted but much huger under immense difficulties of all sorts. We have undertaken scores of field projects belonging to various developmental sectors destroyed by wrong handling and mismanagement of ENV.20th under guidelines of ENV.21st. So far a national developmental venturing is considered contained within soverign territorial boundaries in profit-loss calculations. Even international companies are addicted to such NEE harming practices and strictest industrial and environmental codes allow foul playing. Humanity is being assigned sympathy of biodiversity under climate change otherwise it has as superior upper hand as it should have during hay days.  Intention of GHG emissions is deceptive to humanity but concludes withdrawing freshwater service to it. TWREEC mediation/intervention is devoted to avert such an eventuality which has never occurred before during entire history of human presence on the earth planet.
