Monterrey's Beekeepers and Rangers
It seeks to resolve the aggressive intervention to ecologically strategic environmental conservation areas. This will be done through the integration of settlers -actors that currently intervene in the territory for the extraction of materials- a body of forest rangers, with sustainable productive tasks such as beekeeping, to monitor and take care of the territory and at the same time promote productive activities friendly with the environment. environment.
The solution not only has a municipal dimension, but also a regional one, and a global one, since it seeks to conserve non-reenobable natural water sources, and the native species to the territory, and to recover intervening fauna and flora. In this way, the maintenance of the environment for humanity and its future generations is guaranteed, from a sustainable production system.
Although the Monterrey Municipality has classified as a protection area 49 properties and 2400 ha of conservation, this does not guarantee that these territories are not intervened. Since because of the lack of a specialized body for the monitoring and protection of these areas, surrounding population has entered and intervened in an environmentally negative way through logging and burning activities, as well as channel appropriation and soil misuse. This is because these exploitation activities are the productive and livelihood means of multiple peasant families around conservation areas. The state does not have an adequate impact on the protection of the environment and the socio-economic well-being of each individual.
The affected population would be essentially the settlers close to the protection zones. Even so, due to the possible contamination of the water sources at least 70% of the municipal area, it can be said that part of the 18,175 inhabitants, where the distribution corresponds to 5,328 of the rural population corresponding to 28.81%, and 12,937 inhabitants in the urban area corresponding to 71.19%.
Establish the forest ranger and beekeeping project, as an economic base in the rural sector and as a protection for the properties considered strategic from the environmental and social point of view that allow improving the quality of life of the rural sector of the Municipality of Monterrey. To do this, from the selection of 5 family nuclei of Forest rangers , which in total are expected to be 28 beekeepers: it is expected to carry out activities of good environmental management in the beekeeping production system and to intertwine the project of territorial development of forest rangers for the conservation of the properties acquired by the municipality. In this way, with the vigilance of the forest rangers and with the traditional technology of the productive activity of beekeeping, it is sought to preserve the productive capacity of natural ecosystems and those in the process of reestablishing their natural state, as well as the viability of the populations of wild species, so as to guarantee a sustainable supply and use of natural resources, of the properties acquired by the municipality.
The population that we want to work directly is the rural community nearby of the areas of conservation. Usually, because of the lack of rural decent work, their main source of maintenance is the through the aggressive extraction of raw materials from the conservation areas.
This Procutive Development project through Beekeeping for the rural sector, in conjunction with the Ranger program, has a double JOB. In the sense that it seeks to benefit both the peasant and the environment. Because it calls for ecological conservation through decent rural work, and economic development based on the framework of efficient environmental planning and management. Where the family nuclei of Rangers and select groups of apicultures comply with maintaining constant control over these reserve territories in order to generate socio-economic development in the Municipality.
The form of ecological preservation and conservation - seen as an ecological policy - developed by this project - means that natural resources should not be depleted or used until their decline, but the conservation of resources should be considered to not only maintain a sustainable benefit, but also the potential necessary for the aspirations of future generations (Conservation of Nature and Natural Resources, 1980). Therefore, with the establishment of a ‘geographically defined area that is designated, regulated and administered in order to achieve specific conservation objectives'.
In this way, on the one hand, the role of the Rangers is an alternative initiative, involving peasant and indigenous communities located in environmentally strategic ecosystems, including buffer zones, in order to reverse the negative impacts of the ecosystem. Which proposes the establishment of a lawful and sustainable social, economic and cultural base in the long term through productive promotion, environmental management, improvement of presence and institutional articulation in the areas of intervention.
In this way rangers generate processes of recovery, conservation and sustainable uses of natural resources, within the framework of territorial ordering, through participatory strategies that allow to implement plans for the use and alternative management of forests and natural resources, as well as activities of recovery, revegetablization and conservation of their territories, with criteria of territorial ordering and local development approach (DNP, 2007). Along with the recognition' of these protected areas within the framework of the National Natural Parks it is guaranteed that these landscapes and strategic ecosystems on the regional scale that maintain the structure, composition and function, the ecological and evolutionary processes that underpin them and whose associated natural and cultural values are made available to the human population to dedicate them to their preservation, restoration, knowledge and enjoyment.
This is how the Ranger complying with the Surveillance and Protection Plans, the Forest Fire Protection Plans, which are compatible with the administration of protected areas, the Inspection System and the current Legal Framework, comply with the protection of the environment converge in environmental prevention and education.
However, in Colombia beekeeping is one of the agricultural activities with the greatest track record, but which has not yet generated considerable technological and industrialized progress for the improvement of its production processes, this project will be developed as a means to not only professionalize the peasant population that axes beekeeping, but will seek to develop innovative measures to enhance this activity, always from the environmental protection frameworks.
In addition, Colombia formally lacks a legal framework for beekeeping that regulates the development of the activity and also adopts specific measures for the management and control of bees and their products. However, there are other general rules, which relate to the management of some of the activities carried out at different stages of the production process.
However, according to the International Labor Conference (2008), the promotion of rural employment to reduce poverty and an Action Plan emphasizing the dimensions of rural development, as well as other areas; such as labor standards, social protection and social dialogue, were adopted. Under this line in 2011, the ILO Governing Body strongly supported a strategy to boost rural development through productive employment and decent work.
In this way, through beekeeping and the Ranger Corps there is a decent rural work area, under the framework of efficient environmental planning and administration. In other words, (d)is the combination of shared responsibility for rural work; which are linked to the promotion for diversification and improvement of rural economies; with multi disciplinary approaches integrated into external partnerships and increased capacity for rural work; in rural youth and in the emancipation of women. This is why it is necessary to implement a Productive Development project through Beekeeping for the rural sector in conjunction with the Rangers programmed, and - possible ecological tourism - as a dual-purpose project that benefits both the peasant and the environment.
In this way, if we take into account that beekeeping is considered an environmentally friendly activity that shows significant benefits in the family economy of small and medium-sized producers and can also be associated with joint work by Rangers, and the development of ecological tourism spaces, under this component are carried out actions that contribute to the conservation and recovery of natural forests linked to productive projects that aim to establish a regional and local economic base, which offers a stable source and employment and income tenders that contribute to improve the food security of farmers, based on the sustainable use of the natural resource base. This is why the Ranger program encourages peasant families to work for a legally and environmentally friendly productive alternative, with four components that integrate it: productive economic, social, institutional and environmental. They favor the production of natural resources.

The problem is the Deficiency of a self-sustaining system that protects the Environmental Reserve Areas of Monterrey Casanare and guarantees decent and sustainable rural work. The solutions is the recovery, conservation and sustainable uses of natural resources through participatory/productive strategies, to achieve this, through the support of the nearby community of the areas of conservation. From the development of forest rangers activities, the aim is to protect and monitor the conservation areas, along with beekeeping, a sustainable, environmentally-friendly productive activity that allows the generation of decent, legal and sufficient income, without intervening in the environment.

Concept. Since we have a methodological framework where the problem, the solution, the beneficiary population, the budget, the materials, market studies and the state of the art on beekeeping and forest rangers activities in Colombia are defined. However, the project has not been proven to materialize due to lack of sources.

The idea is innovative because from the leadership of the same population that generates the problem, the solution of a socio-economic and environmental dimension is sought. Since these new activities through rangers and beekeepers, as activities that introduce new products and services to the municipality, through environmentally friendly activity, show a significant benefit in the family economy of small and medium-sized producers, and the development of ecological tourism spaces, under this component are carried out actions that contribute to the conservation and recovery of natural forests linked to productive projects that aim to establish a regional and local economic base, which offers a stable source and employment and income tenders that contribute to improve the food security of farmers, based on the sustainable use of the natural resource.
In the market in the area there is no initiative or product that from its approach solves a social problem. For this reason, we consider that beekeeping and forestry activities
They can motivate the roots for the environmental protection of the territories and the possibility of sustainable development. This on a large scale not only generates better rates and conditions for rural employability in the municipality, but also allows these non-renewable resources to be enjoyed responsibly by future generations.

Current: Initially the 28 selected members will benefit. That is, the 25 colonists from the protection zones - beekeepers candidates and the 3 professionals (Biologist, economist, and professional in natural sciences with knowledge of beekeeping).
In one year: The 28 previous beneficiaries who work in the productive activity will benefit. But due to the continuity of the environmental preservation activity, there are indirect beneficiaries: The rural and urban population of the municipality of Monterrey. Since with the protection activities the water source areas of 70% of the municipality will remain protected.
Likewise, with the development of friendly sustainable products and ecological tourism, new consumers and economic incentives will be brought in, which will benefit the municipality.
In five years: The 28 members will be beneficiaries in the labor area; with the introduction of new potential beekeeping workers, and potential college interns who want to work on the project.
It is also expected that the municipality in rural and urban areas will benefit economically and socially from the consolidation in the market of the production of artisanal honey and ecological tourism.
Lastly, the community of Monterrey and the Casanare region, as a whole, will benefit from the reestablishment of protection zones; for the recovery of water sources and the conservation of fauna and flora. Thus guaranteeing these natural spaces for future generations.

The mayor's office as an organization, within the Colombian administrative system is an administrative body of the demarcation, as the city council is of the municipality. It has the function of generating well-being for all people, it is also in charge of ensuring that these resources are used and of managing the resources of each municipality of Monterrey - Casanare (Colombia). Our experience precedes the fact that we are an entity focused on the constant improvement of the quality of life of the Regiomontunos, based on the efficiency, effectiveness and effectiveness of governance as a new political dimension with a tendency to serve: supported by the contribution of the productive sectors oriented to the socioeconomic growth of the region.
During this period, for the first time the municipality of Monterrey sent itself to present itself for cooperation projects and international calls. However, we have had previous experiences with ranger projects in the area. Especially in the years from 2016 to 2019, which was destined a public policy initiative for the environmental protection of water sources. known as the FOUNDATION FOR SUSTAINABLE AGRICULTURAL AND ENVIRONMENTAL DEVELOPMENT OF THE ORINOQUIA, legal representative Alvaro Calderon Foseca, ID 7231974 of Monterrey; with the purpose of: Implementation of the forest rangers program for the protection and conservation of the micro-basin of the Túa river, in the jurisdiction of the municipality of Monterrey - Casanare. Although our team did not lead this initiative, the successful experience of our colleagues introduced us to the idea of using rangers for protection.
Now thanks to the fact that our team is made up of an environmental engineer (Ricardo Alarcón) and a biologist (Maribel Campos), the feasibility of mutating the forester activity with a sustainable production process such as beekeeping was considered.
From this, with a theoretical and environmental investigation of the area, the feasibility of carrying out the productive activity was found.
We start from a human-centered solution. In other words, humans are the actors who bring the solution to the same problem generated by themselves.
It is diverse because it is an alternative development initiative, which involves peasant and indigenous communities located in environmentally strategic ecosystems, including buffer zones, in order to reverse the negative impacts of the ecosystem.
In the municipality the work activities are arranged in its great majority for the citizens of the urban areas. This is due to the fact that within the municipality there is an educational and economic gap that has seriously disadvantaged the rural population, since it is the one that lives in the greatest conditions of poverty and illiteracy. Now the project seeks equity because it aims to establish a legal and sustainable social, economic and cultural base in the long term through productive development, environmental management, improvement of the presence and institutional articulation in the intervention areas ( Ranger Families, 2007) .The project is inclusive between the parties, since we are providing spaces especially for this historically remote population, which has experienced the armed conflict firsthand. This is done through the opening of new sustainable job opportunities, where spaces for training and development of new productive capacities are available. Initiatives that would hardly be found in a regular work space in the area.
It is also inclusive, because we want to empower and make the project leaders the rural population that has been known as the main extractor of non-renewable natural sources.

We want to become Solvers because from sustainable activities we are responding to a social, environmental and economic problem. Since although we recognize that it is a duty to have to maintain the environment and the protection of the conservation areas of Monterrey. We do not know either, that Monterrey
it has socio-economic inequalities, which are aggravated with the rural population. Especially with the case of the settlers near the reserve areas. Since their only possible source of income was from the extraction of non-renewable resources from the protected areas. That is why we appeal to beekeeping. Because we include the actors causing the problem in the solution process, but we give them a dignified, legal and well-paid way to sustain themselves, without having to affect the environment. In this way, as expected, a solution is given to a global problem (pollution and exploitation of the environment), but from a holistic and innovative approach. Thus, our team from the project seeks to provide high quality services in health, education, tourism and competitive agroindustrial development, with trained human talent, articulated through public management processes and outstanding institutional performance.

The municipality of Monterrey needs financial support for the first part of the project, while the resource-generating activity is consolidated. That is why in the budget for sources there is an amount related to financing from international cooperation.
In the sources plan we have planned for the financial support only for the first year from international cooperation, around 64,118.37 dollars . This aumento is expected to be used for: COSTS OF SUPPLIES AND EQUIPMENT OF THE BEEKEEPING TERRITORIAL DEVELOPMENT PROJECT THROUGH THE PROMOTION OF RANGER FAMILIES IN THE MUNICIPALITY OF MONTERREY CASANARE; COSTS OF ADVICE, ASSISTANCE AND HUMAN TALENT OF THE BEEKEEPING TERRITORIAL DEVELOPMENT PROJECT BY PROMOTING RANGER ACTIVITIES, and the elements of ORGANIZATION AND START UP.

We want to work as a team with the Sustainability Office, especially in the Layers of Resiliency section. Since they can help us to understand in depth the possible risks of climate change, and the possible preventive actions to avoid them. They also have a wide source of literature resources that can allow us to investigate in depth the due process of sustainable beekeeping.
Another possible partner we can work with is the International Fund for Agricultural Development, as it works to adapt rural communities to climate change, increase the productivity of small farmers, and improve food security and nutrition. In this way, it can be useful for the project, because in the framework of this collaboration, which combines the flexibility and experimental approaches of foundations with IFAD's global investment portfolio and its technical expertise, we are joining forces with the goal to scale up innovations that have worked well for rural communities.
