The high rate of spread of the COVID-19 pandemic and its various variants, some more lethal than others, is due to misinformation about the pandemic and the sanitary conditions of the community, the habits and customs of the people, a situation that it puts the health and safety of not just one community at risk, but the entire world.
Faced with this problem, the response of the communities is responding in a collective and organized way, the associations of health promoters who carry out an effective, efficient and committed community intervention to face pandemics through adequate and timely information, with accompaniment to the affected people with Community Health Network and developing concertation activities with the authorities to implement budgeted public policies to achieve well-being and health.

A proposal of information, education and training to the community based on the intervention of an orientation work, accompaniment for the formation of Health Promoting Networks, which participate in neighborhood boards giving sustainability to the project through a popular education methodology that allows a critical awareness to assume co-responsibility in managing the demands that arise in an event such as the pandemic, assuming health as a task for everyone.
Based on resilience philosophy, solidarity networks and applying an innovative digital telecommunication technology to achieve adequate and timely information that facilitates a successful intervention to strengthen primary health care through a health prevention strategy to achieve well-being. social and security from a global perspective detect and face the pandemic-COVID-19
This pilot experience that indirectly benefits the inhabitants of a marginal urban district of Florencia de Mora in the province of Trujillo, which amounts to 37,211 inhabitants, of which 19,282 are women and 17,929 are men with low economic resources, with deficient basic electricity services, water, sewage, telephony, educational centers, recreational centers and health centers, it is a migrant population from the high Andean zone with a low educational level.
It would directly benefit: 250 low-income women and their families, 20 women's organizations, 10 neighborhood committees, a Local Government.
The positive impact of this project is that the low-income population will have access to adequate information to limit the spread of the pandemic and improve their health by implementing creative strategies promoting solidarity and resilience behavior by applying digital communication technologies in search of collective solutions that are formalized as public policies. for the good of the whole community.
Currently, women's organizations made up of health promoters lead an intervention by providing timely and adequate information, developing a policy of links to resolve emergency cases, participating in virtual sessions, counseling, information and training on issues related to the pandemic and its effects. and its impact on the lives of men and women and on economic development.

To face the spread of COVID-19, it is necessary to promote solidarity and resilience actions that guarantee a healthy life by changing hygiene and self-care habits, for which awareness campaigns, dissemination and generation of knowledge about this pandemic and its effects on our lives.
Engaging everyone, especially grassroots social organizations, health promoters who carry out community work in primary health care, for which the development of adequate skills and techniques is required.

It is a pilot experience, in validation and adjustment of its components (Educational-Preventive-Clinical) with a positive impact to limit the spread of the pandemic and its ability to replicate in other marginal urban communities that have the same precarious characteristics with potential In a sector of its population committed to the development of its community based on self-management and participation efforts, this is how through the volunteering of health promoters and their organizations they seek well-being, safety and good health. for which they have to face the challenges of the pandemic that today devastates both physical and mental health and the economic situation with the permanent risk of contagion and mortality, promoting concerted actions for the implementation of public policies that guarantee the sustainability.
- A new application of an existing technology
The innovation of the solution, in Peru, is to articulate Prevention and Promotion with Telehealth Networks to the Hospital System, which in our country is reactive-curative and it was collapsed, therefore of low quality. The way to articulate Promotion and Prevention with Community Health Networks (Social Technology) that bring Clinical Health services to the population through access with Telemedicine for monitoring or Health Education with ICTs for Promotion.
The health system worsens in Pandemic and comorbidities with chronic diseases (Obesity, Diabetes, Hypertension). Avoiding the saturation of Hospitals and preserving the health of the population is based in reduce contagion, train to maintain security measures and strengthen the Immune system.
Operating Community Health Networks requires continuous training of Promoters on issues of identification of Health Risks and Community Epidemiology. An agreement is established with the Health Post (MINSA), the Municipality and this Community initiative.
The Municipalities have a "Health Regidor", their support facilitates coordination with the Neighborhood Councils and Mothers' Clubs. In our Project, coordination with the Municipality of Florencia de Mora allows us to develop a Support Program for mothers to train them in recommended health practices to be replicated in their community and Homes in the case of Mothers' Clubs.
The training of promoters is carried out in coordination with the Florencia de Mora Health Center, which has a Community health team but they dont have neighborhood contacts and a sufficient number of personnel, in Proyect "COOPera Salud" contributes with these promoters trained.

We need to train Health Promoters for work in Communities that connect Hospitals before they are critical or severe cases and even emergencies. Forming this Human Capital, in addition to Health Capabilities, requires competencies in Community Leadership.
The information that is collected, on risk factors and on the exposed population, requires skills in data evaluation and monitoring of the evolution of these conditions, in epidemiological evaluation models.
This program requires financing to establish strategic relationships whose activities must be monitored and evaluated to make visible the results and rescue of an innovative technology in pandemic control and social reintegration.
