The lack of computer literacy , non accessible and non affordable internet facility in rural communities is a serious problem to global challenge. From the time digital literacy had emerged into human services 85% of people living in cities benefited from it and 99.9% of people living in remote communities are lagging behind . As a result they could not contribute to global economy.The lack of access to computer literacy and affordable internet has caused serious migration problem in Sierra Leone. In the sense that people abandoned rural community for cities just to enjoy these amenities. Cities dwellers find it very difficulty to take job offered out of cities.For such reason Rescue Generation is proposing to set-up an infrastructure for Computer Literacy, accessible and affordable internet facility in the four chiefdoms headquarter-towns.This solution when fully implemented and scaled up will ultimately improve the computer literacy rate in the community .
The solution is designed to solve non accessible computer literacy infrastructure and non affordable internet facility problem in the four chiefdom headquarter towns. It is evident that, the magnitude of this problem have increased to 97.9% . Computer illiteracy has affected 95% of students coming from rural areas.They have no access to computer and computer literacy program in all their academic arena.Can you imagine few students will only have access to computer and computer training programs affter graduated from college or University . So, the trend continues in these communities .There are series of factors that contributes to escalating this problem. The vicious cycle of poverty in the country and the communities contributed imensely to escalate the problem, because 98.5% of household cannot provide a computer. Second the government developmental framework for the country has less focused on remote places but highly focused on cities more especially district headquarters town. Another issue is economy activities. These communities are having poor economy activities for a long time and these hinder service provider ,most especially private sector for profit purpose.They can only provide services where economic activities are very high . Energy and roads are also major contributors to escalate the problem.
The solution is to set-up infrastructure for computer literacy program and provide access and affordable internet facility within the four chiefdoms headquater -towns. This solution would commenced with awareness raising from Design Team to cheifdom stakeholders to accept the proposed solution by providing Land space; the construction phase; installation of computers and internet facility;training of the management team;training and awareness raising programs for community members how to use and run the facility; training session for community stakeholders monitoring and general security provision for the facility.The solution would offered training programs, internet facility to community dwellers.The service provided to beneficiary can be pay for at cheaper cost and this cost can even be in-kind commodity that people usually cultivate or produce in the communities, but utterly free to certain categories of people like girls, boys and disabilities.Through the implementation of the solution the Design Team can partners with credible private sector and contractors to achieve the ultimate goal of the proposed solution.This solution would help to improve the community and users to have lot of opportunities from the service.This will also help cutdown on rural migration to cities and encourage cities dwellers to have confidence to visit these communities and work.
The solution is targetting two direct beneficiaries groups of people in each communities and these are children between age of 10 to 17 years and people with disabilities. This category of people would not paying for these services provided.The second category of people can be indirect beneficiaries, and this category of people can directly pay for these services provided in cash or in kind. It is a matter of fact that 98.5%of household living in these communities cannot afford to get $2 meals a day.So it is serious challenge for them to purchase a computer for their household.The condition of people living in these communities are very deplorable that gave caused to lot of young people to abandoned their community for cities to better their lives. The solution designed are based on randomly selected community members with non formal interview to know their needs. This solution initial designed stage in cooporated some of the stakeholders in each communities to give their own input in the proposed solution. The solution addresses the need of the beneficiaries through services delivery.

The non accessible computer literacy and non affordable internet facility problem and it designed solution for this challenge really align with the targetted populations in these communities.The digital inclusion for the proposed communities is related to more than one challenge dimensions and that includes remote communities, ages ranging from 10 to 60 years not all ages ,gender equality; educations and all localities within the chiefdoms .There are people most especially those neglected education in their lives history and those who had carried age above 60 years will certainly disinterested in the proposed solution. These targetted populations will impact their communities.

The proposed solution develoment stage has been chosen as the most accurate stage because the team soliciting funds from donors and ready to be tested in one of the Chiefdom Headquarters town called Njama. These challenge has not yet been tested , neither on idea or concept stage.Their are people who admired the solution but cannot afford to contribute for it testing or pilloting. Before reaching this stage informal interviewed and investigations has been done in these communities.Some of the communities stakeholders has been involved in the designing stage of this solution.They are very much enthusiastic about it pilloting or implementation. In Njama Kowa their are about 9,752 inhabitants from populations census 2015 out of these about 7,500 would be targetting . For thr entire population of 63,648 for the proposed communities 70% would be targetting for the proposed solutions.The result will certainly yield devidend to the community and nation.

This solution has an innovative approach to capacitate disabilities and children for their future academic challenge and other opportunities. The solution is innovative because it targeting people living within the proposed chiefdoms who doesn’t usually have access and affordable internets. It is innovative because it focusing on improving less previllege and undeserved communities.
The solution approach need to record all the inhabitants in each chiefdom through household data collection. Those children ranging from 10 years and 17 years, and disabilities recorded would be enrolled into training programs. Household with child or children between 8 and 17 years old would be offered with a computer and tablet with sim pack to have internet services. This innovation can be catalytic due to the impacts on the beneficiary and support from stakeholders in each community.

Since this solution is not yet piloted, and therefore it currently not serving people. But, certainly when piloted, will serve over 6,000 beneficiaries. For the next five years it would serve about 44,554 people in the proposed communities which are Nyama Kowa, Mano Dasse, Taiama Kori and Senehun Kamajei.
In order to have relevant and accurate information of the progress of this solution towards it impact goals, monitoring and evaluation experts will be hired with high experience in terms of evaluation process. The consultant shall be demanded to do both qualitative and quantitative evaluation methodology to have very informed outcome iindicator.
