Individuals in the informal sector often fall through the cracks of existing social protection programs. Being outside of the formal economy, are often ineligible for social insurance programs mandated for the formal sector. They thus constitute the “missing middle”.
Our solution leverage on digital innovation to provide a system that helps the ordinary illiterate trader to contribute to the social security program at ease. The solution aims at developing a USSD, Android, and IOS application for the literate and semi-literate in the informal sector. The illiterates will also contribute to the social security with the help of agents who visits their various workplaces to take their contribution using a point of sale device (POS) running an android application.
The individual in this circle will now be able to have access to similar social security and pension benefits, educational and vocational trainings and scholarships and access to funds irrespective of location.
Individuals in the informal sector especially farmers, market women, "trotro" drivers and mates, street hawkers, and other petty traders often fall through the cracks of existing social protection programs. Being outside of the formal economy, are often ineligible for social insurance programs mandated for the formal sector. They thus constitute the “missing middle”. Majority of these individuals spend the little money they get without saving a penny which they later become miserable and finally go out begging or borrowing.
The informal sector in West Africa is a primary driver of economic activity. In Sub-Saharan Africa, 89 percent of employed women and girls are in the informal sector workforce, which accounts for 80 percent of total employment and 55 percent of total GDP.
According to the Ghana Statistical Service, the value of all economic activities recorded in the informal sector which largely involves the buying and selling of various goods, for last year, reached 92.5 billion cedis. This statistics is very impressing but yet, this sector faces a lot of financial problems problems because they are not compelled to pay social security and other future cushions.
80 percent of the Ghanaian workforce is employed in the informal sector. The sector is characterized by underemployment, bad working conditions, uncertain work relationships and low wages. The majority of which include farmers, street hawkers, market women, "trotro" drivers and mates are living with high income insecurity.
There has been a series of conversation with such people and often times they have nothing to rely on in during old age, taking care of kids education, etc. They often engage in the local savings popularly known as "SUSU" which is high risk because often times collectors run away with their monies. Our solution brings hope to such vulnerable groups by providing a robust, better regulated and secure platform with extra benefits such as educational and vocational scholarships and training.
There would pension fund for such groups during old age.
- Deploying features that encourage contributions regardless of literacy and numeracy levels — including in contexts with limited internet coverage
Our solution leverages on digital innovation to provide a system, thus; USSD, Android, and IOS application, point of sale device (POS) running an android application that helps both the literate and illiterate to contribute to the social security program and savings at ease even at an area with limited internet coverage at ease.
The individuals in this circle will now be able to have access to similar social security and pension benefits, educational and vocational trainings and scholarships and access to funds irrespective of location through existing services such as Mobile Money.
- Idea: A plan or concept by an individual or organization.
- A new application of an existing technology
Currently in Ghana, Social Security and National Insurance Trust(SSNIT) is enforced in the formal sector than informal sector, hence some other individuals and groups go round taking monies of people interested in savings for later use. This solution is a good start but oftentimes end in tears when these vulnerable groups funds are locked up.
Our solution seeks to provide an open, robust and secure platform which encourages savings, informal SSNIT payment, and easy withdrawals for both literates and illiterates even at areas with limited internet coverage. There is going to be incentives for referrals and scholarships to make this great initiative appealing to all and help save these vulnerable groups.
The vision of this solution is to expand it to other West African countries and allow easy money transfer and withdrawals with the help of other big players in the Mobile Money and Pan African banking such ass MTN Ghana, M-PESA and Ecobank.
There would also be a crowdsourcing platform to help participants in times of medical attention, education and business setup.
We propose the use of four services to satisfy every condition.
1. USSD Service which is a Global System for Mobile Communications (GSM) protocol that is used to send text messages, and establishes a real-time communication session between the phone and a network or server or the internet for payments, checking of amount saved, view transaction logs, etc.
2. A mobile application which will run on both Android and iOS platform for same purposes as the USSD but with better User Interface to suite those who prefer mobile technologies.
3. A Point Of Sale (POS) device which will be given to registered agents and workers to cater for individuals who can’t use both the USSD service and mobile application. These agents will take payments from such individuals, enter details on the POS to communicate to the web server and administer receipt to the payees.
4. A web application for administrators for viewing number of clients on the platform, various transaction logs for audits and reporting, number of workers, etc. based on the level of access given to them.
There would also be a crowdsourcing platform to help participants in times of medical attention, education and business setup.

All these provisions can be a future cushion to people in the informal sector. This solution will also create jobs to help reduce the high unemployment rate in Ghana and most part of West Africa.
There would be continuous training for staff and education for the contributors to show the the future financial stability and other social security programs.
The proposed solution will really fit into social protection and service delivery systems in West Africa since that is our vision. We hope to have further discussions with other Mobile Money providers and banks for robust and secure integrations for easy withdrawals especially for people in remote areas and inter regional interoperability.

Individuals businesses in the informal sector who wish to pay their employees contributions directly will be able to do so by connecting to our open APIs.
The security of the system must be robust enough to prevent bad guys from intruding. There will be strict access control level.
We make provision for areas with limited internet coverage or person without smartphones, low literacy and numeracy levels using;

1. We hope to serve between 900 - 1100 people in the informal sector in Ghana with one year.
2. We hope to cover between 1.6 million - 5 million people in five years in Ghana and beyond.
The system must be fully implemented within one year.
We hope to fully gain grounds in Ghana and beyond in five years time.
We would not be able to accomplish this goal if we don't get the necessary finances. The people of Ghana have also lost trust in most savings and investments institutions because of series of fraud with the latest being Menzgold Ghana and GCCH. Most of the people in the informal sector are used the hand-to-mouth system so will be a bit challenging initially to win their hearts.
Winning this will give us the financial head start to even purchase our Point Of Sale devices and other security and cloud hosting services.
The help of big bodies like World Bank and MIT will give the people trust in our service.
There would be enough education, training and incentives to win the hearts of people.
