Foundational Identification System (FIS)
It is necessary to build digital platforms that leverage a unique interoperable ID, government to person(G2P) payments, social information systems and mobile technology to enable a new approach to social insurance schemes.
Deploying features that promote the continuity of contributions to social insurance schemes, that incentivize and encourage financial savings. Deploying features that make use of regionally interoperable foundational ID systems which can be accessed across borders, there by allowing workers to receive services and make contributions.
Facilitating contributions from and payments to informal sector workers.
1.As social insurance still largely relies on formal employment contracts, most informal workers lack social protection.
2.Those who are not poor enough to be eligible for social safety net benefits yet who are ineligible for formal social insurance schemes.
3.Social protection service delivery to informal sector workers dispersed in remote or inaccessible areas with limited infrastructure.
4.To facilitate access by informal workers to critical social protection across the region by creating foundational ID systems.
Individuals in the informal sector often fall through the cracks of existing social protection schemes are often not poor enough to be eligible for social safety net benefits and being out of formal economy.
Tailoring the needs of informal sector workers, would pave the way to preserve their livelihood.
Expanding coverage to succeed regionally, to reduce long term cost.
- Deploying features that use regionally interoperable foundational ID systems and can be accessed across borders, network providers, and languages — allowing workers to receive services and make contributions or withdrawals regardless of origin or location
Foundational ID system are strengthened by further increased enrollment and participation of informal sector workers. And the next step is to create a bank accounts to the informal sector workers by which they can access social insurance benefits and also they can contribute to their future pension plans. Finally, with the technology, they will have access to mobile payments.
- Idea: A plan or concept by an individual or organization.
- A new application of an existing technology
1. Door to door enrollment for interoperable ID system
2.Creating new bank accounts
3. Implementing cashless transactions through proper training
4.Inter-linking bank accounts, other important documents they hold to check their transactions
This is one of the unique system followed in many developing and developed countries. so, if the basic steps are correctly implemented, then the whole system can be made viable for informal sector workers
- Software and Mobile Applications
A system is said to be good performing only if prevents the loopholes. In other way, correctly identifying the poor people. When you correctly identify those suffering informal workers and enroll their information, they stream into formal transactions. So that, if they transact more, they are likely less eligible for the social protection schemes.
The first step is always a big step. Because when you have identify the informal sector workers, you need to be at the grass root level, across the borders, inaccessible areas. Locate each and every ways and locations of the informal people-enroll and bring them to formal stream. Until which they wont be accessible to even quarter of government spending.
Door to door step approach are to carried out by trained locals. So they are time consuming process, but once enrolled, they can be trained to contribute pensions and trained to learn which are all the social protection schemes- they are eligible.
They have to get trained to learn the government protection schemes and pension schemes. They must be trained to undertake cashless transaction and mobile payments. All this can happen with the local support.
Most developing countries are making use of open standard software. It is viable to carry the process in interoperable ID systems.
Enrollment and data validation are to be carried out by trained professionals. Collection of informal sector worker's information is a vast and time consuming process. In order to get them viable for social protection schemes, you need to get them irrespective of their locations- across borders, poor accessible localities, etc. After which, the informal sector workers are trained to learn about the social protection schemes available for them from time to time. It is a process which we must initiate and they should follow up. It would be then government's duty to note that the funds are reaching the informal sector workers or not.

It is just an idea that has worked well in other parts of the world and developing nations. If the persisting problems are not solved, then the problem existing area have a chance of getting widely exploited in near future. In order to prevent that, I like to organise just an idea, which am able to.
It depends on nature of people, area working with and time undertaken to fulfill the project goals.
It would be a huge moral support if this idea helps the cause in any form. The reason behind the participation is, if the under developed and developing countries are not given opportunities to a stable equal country. Then, there can be chance of exploitation and other parts of world cant remain peaceful.
