Aid Delivery to Vulnerable persons
The Nigerian government has come under criticism over the process it is using in distributing palliatives to vulnerable persons, particularly the conditional cash transfer program. Nigerians, however, said there was no accountability, transparency and so many poor families did not benefit from it due to poor distribution channel with no credible data to identify these persons.
Our solution is designed to identify the vulnerable persons by nomination and selection, then proceed to taking their bio-data using our robust technology embedded in mobile devices, creation of distribution centers for the delivery of aids, disbursement of monthly cash transfer with the same technology, and create a sustainability program for these vulnerable persons out of poverty by partnership with various stakeholders for skills acquisition as well as having an adoption of vulnerable persons campaign.
The solution was created to raise 1 million vulnerable persons out of poverty by 2025 if funded properly.
Poverty denies people’s access to social adequate living standards and it encompasses a range of deprivations such as economic, human, political, socio-cultural and protection.
In Nigeria, 40.1 percent of the total population was classified as poor. In other words, on average four out of 10 individuals in Nigeria have real per capita expenditures below 137,430 naira ($352) per year.
However, we realize that well meaningful individuals, corporate organizations and government agencies are eager to give palliatives to vulnerable persons but there is no credible data and distribution channel to make that possible.
Therefore, partnered with Seamfix Ltd. to provide a solution to bridge the gap in the delivering of aids using our robust data capturing technology called Bio-registra and finally create a pathway for the vulnerable persons out of poverty.
The National Bureau of Statistics (NBS), in a report about poverty and inequality from September 2018 to October 2019, said 40 percent of people in the continent's most populous country lived below its poverty line of 137,430 naira ($381.75) a year. It said that represents 82.9 million people.
The reliable source of data on poverty should be the Nigerian Living Standards Survey conducted by the National Bureau of Statistics (NBS) but the last published survey was conducted in 2009/2010. Another survey was scheduled for October 2019 but there was no money provided for it.
However, as a result of the recent pandemic crisis globally so many Nigerians have been plunged into extreme poverty thereby causing a spike in crime rate, unemployment and transaction sex workers etc. Despite the intervention of palliatives provided by the government and private sectors, so many poor families did not benefit from it due to poor distribution channel and no credible data to identify these families.
We currently provide an immediate intervention by giving out monthly relief boxes (food stuff, personal hygiene items) and cash transfer to our enrolled beneficiaries at the moment in our pilot phase location of Ifako/Ijaiye Local Government Area Council of Lagos state, Nigeria and over 1,300 vulnerable persons will benefit in each LGA.
- How can countries ensure that digital authentication mechanisms—which often require smartphones, computers and internet access—are accessible to marginalized and vulnerable populations to facilitate remote access to services and benefits?
We believe that digital authentication of marginalized and vulnerable persons is a major challenge in the country and seek to bridge the gap using our robust technology to provide a solution.
Regardless of the inability by these vulnerable persons to have access to smartphones, computer and internet access. A seamless solution that is best targeted to making digital authentication easy by capturing their bio-data, create distribution channels for the delivery and distribution of aids using bio-data validation to facilitate access to services and benefits.
This also implies that our solution provides a credible data for transparency and accountability.

This innovation creates a new dimension of performance in the distribution of palliatives in the country which has been an uproar amid it's citizens over the past couple of years and the recent pandemic made a significant gap that is yet to be filled by any government agency, individual or organization.
However, we are leveraging on our technology to provide transparent and adoption of accountability mechanism that would be deployed at every stage of the project which play a vital role in achieving our objectives and goals of our founders and partners.
Mr Ojo's (Beneficiary)
Meet Mr Ojo Adekunle 40, from Osun state who live together with his wife Mr Ebere Adekunle 38 from Anambra state, and their 2 kids, Omo 4, and favour 3 months old. They all live in a 10sqm make shift room attached to a fence without windows.
Mr Ojo and his wife who are both O'level holders worked as house helps in the Lekki area of Lagos where they earned N10,000 each approx $25 per month (hardly enough to feed their growing family for 2 weeks)
Unfortunately, in 2018 and 2019, they both lost their jobs as house helps respectively and where thrown into extreme poverty within weeks. Few month after loosing their jobs, they lost their first child to malaria due to their inability to procure proper treatment for the dying child.
Today they are left with two kids without a job nor hope. They basically rely on neighbors and church members for food.Their story was met amidst tears and sympathy as they had no food in the house to eat except a plate of white rice without stew which they boiled using a water heater.
Mr Ojo's household was nominated by one Mrs Laolu - a neighbor who have been their only hope over the years and immediately we located Mr Ojo's household, took their bio-data using Bio-registra and enrolled them, provide intermediate intervention of relief boxes using our distribution channel and use the same technology to provide cash transfer for upkeep.

Our model is designed to identify vulnerable persons, create a database, provide immediate intervention of household relief, cash transfer and have a sustainability program to keep them afloat.
This initiative purportedly shows that collective humanitarian efforts is a vital role in ensuring that the objectives of ending poverty is achieved globally. In the process of nominating vulnerable person on social media platforms was a bit challenging without the provision of funds to pay either the online influencers or on air promoter to disseminate information on our value proposition.
However, we intend to look into why media houses do not implement their corporate social responsibility program in order to help NGO's disseminate their value proposition as part of the sustainable development goal since 2015.
We utilize our bio-metric data to identify the vulnerable persons and provide distribution channel for government agencies, corporate organizations, NGOs and donors for the delivery of aids to rightful beneficiaries. These data are live, updated regularly and accessible to all stakeholders who are interested in monitoring the progress of each beneficiary nationwide.
Bio-metrics such as facial image, fingerprint and electronic signatory are collected for enrollment as data collection of identifying the vulnerable persons into the scheme. The existence of the data set means that it can be used by the other agencies who find it difficult to identify vulnerable persons in the country by accessing our credible data and help inform government decisions.
The record of how and when the identity of an individual is validated using our identity system is potentially incredible revealing some information of the following data:
The total number of people in poverty.
The number of expectant mothers nationwide
The number of children under age 5 in poverty (for states only)
The number of related children ages 5 to 17 in families in poverty.
The number of children under age 18 in poverty.
The number of aged parents with certain health issues
The median household income.
The above data is just one of a few that our solution would be providing using our analytics.
Our solution is digitally empowered to perform Bank Verification Number (BVN) validation for users. The system provides a configurable BVN validation feature which can be used as a pre-identifier for candidates before capture. The feature is used to collect the BVN +basic data of candidates and validates this information against the BVN database.
However, the system provides a pull API infrastructure to enable authorized third-party systems to retrieve captured data into any digital Identification system.
Our solution is built with features which support data portability via APIs and GUI on the web portal, through which data can be exported in multiple formats such as CSV, PDF and JSON.
The RESTful APIs are designed to support both simple and complex integrations to a third-party system, while maintaining standard security procedures
In addition to the above, to ensure vendor lock is not encouraged our solution supports multi-platforms such Admin portal on the Web, Data capture applications native to windows and android operating systems, which enable the application to all devices running on Windows OS (8 and Above) and Android OS (5 Lollipop & Above).
Our solution supports offline usage which is very efficient on low connectivity environments and places without internet. The feature empowers users by enabling access to data capture in most remote part of the country with very poor or no internet connection while still maintaining high data security standards and industry compliance.
It also provides an unprecedented flexibility in data fields configuration and setup, this provides the admin with the ability to configure forms in native languages for easy understanding by target demography with a very interactive user interfaces. The solution also requires a data capture agents to perform these data collection and they are expected to be trained to have an appreciable knowledge of mobile device usage and functions.

Our solution currently serving 1,300 vulnerable persons in the first three months and we intend to serve circa 200,000 persons in one year and 1 million in the next five years.
The above mentioned is determined by having the necessary support of funding and man power from government agencies, corporate organizations and donors to be able to achieve a collective goal in ending poverty in Nigeria.
The effect of our solution is absolutely amazing that it creates a pathway out of poverty for millions of marginalized and vulnerable persons in the country using our module operandi.
The tAG foundation initiative is on the verge of successfully completing the pilot phase within our first year of data capture vulnerable persons and directly impacting 1,300 vulnerable households.
We are determined to end poverty in Nigeria by raising 1 million vulnerable households in 774 Local Government Areas Council in Lagos Nigeria out of poverty within the next 5 years.
Our model is designed to be replicated in other Local Government Areas using the pilot phase process and if properly funded because we are able to identify the gaps or challenges during the pilot phase exercise.
tAG foundation will be offering a multiplicity of humanitarian services to the most vulnerable persons in the country and some our core values as regards ending poverty in Nigeria is transparency, public service and human capacity development.
However, we are currently having challenges in some few areas such as resource mobilization to carry out technical and administrative duties, logistics. We also seek partnerships and collaboration from corporate organizations and other INGO's.
We also need funding for cash stimulus and monthly relief items to stabilize our beneficiaries for the first year.
Finally, we have political interference from the government agencies to hijack our value proposition through media houses as part of their manifestos for the vulnerable persons.
Funding: We currently applying for funds to top organizations, government agencies, donors and all other international NGO's. There will also be fund raising programs conducted quarterly for the purpose of increasing funds.
Adopt A Family: The adoption of a family is part of the key areas in sustaining these vulnerable persons and reduce the cost of further expenditure on administrative expenses for the organization by seeking corporate organizations and donors to adopt as much as possible
Invite for partnerships and collaboration: We write to top corporate organizations for business or corporate social responsibility partnerships to help even the barriers to our value proposition.
Transparency: This is one of core values in having a credible data of vulnerable persons/groups for both data collection and distribution of palliatives.

Mr. Kodi Okaah (Co-founder) has over 15 years of experience in both domestic and international business sectors such as telecommunications, mining, traditional and alternative energy, and public private partnership at all levels of government and non-government developmental initiatives. Kodi
draws on a wealth of experience and practical applications to provide consultancy services and logistical support to both clients and beneficiaries.
Mr Sunday Omachoko who is the fundraiser and social media executive holds a degree in Physics from Kogi State University. He also has a vast knowledge in Information technology as well as helped so many NGO's raise funds at both state and federal levels.
Martina Raymond is the photographer and graphics designer who has over the years an astonishing portfolio in the industry.
Our partnership is with Seamfix technologies for the creation of the software used in carrying out this project. The relationship with Seamfix is financial related due to the service rendered by developing and maintaining the technology on our behalf.
We also currently working with two Local Government Area council (Ifako-Ojokoro and Ifako-Ijaiye) for the provision of sensitization for nomination process of our value proposition in the two communities, security, logistics as well as ward representatives for the project.
Finally, wise -up school for the provision of the distribution center for the dissemination of palliatives in Ifako/Ijaiye.

DATA COLLECTION AND IDENTIFICATION: We leverage on our robust digital technology by streamlining the collection of data with different attributes so as to help identify the rightful beneficiaries that is suitable for different programs/campaigns of different businesses.
AID DELIVERY: We provide distribution channels for government agencies,corporate bodies (CSR),NGOs and private donors for the delivery of aids to rightful beneficiaries using data. These data are live,functioning and updated regularly to monitor the progress of each beneficiaries nationwide.
Creation of Distribution centers: Mapping out the creation of distribution centers for collection of palliatives. Engage the local government representatives by obtaining permission for the use of these distribution centers.
DISTRIBUTION MAPPINGS: Our model is designed to show the physical,social,cultural and economic state of the most vulnerable households in the country and also identify key areas that needs urgent aid with use of GPS location embedded in our technology.

To serve the most vulnerable persons or groups, as well as end poverty and hunger, the Angel group ''tAG'' has developed a fund raising plan which includes initiating fund drive targeted to individuals donors, Government agencies, corporate organizations and NGOs.
The tAG foundation also introduce a sustainability program for all our enrolled beneficiaries as a pathway out of poverty. This pathway is called ADOPTION OF A FAMILY. The idea was to allow government agencies, corporate organizations and donors have that sense of belonging in the actual course of ending poverty and hunger by having direct access to these poor vulnerable households in the country.
However, for this to function properly we decided that having a seamless process of continuity after these poor vulnerable persons are enrolled on to the platform then adopted by corporate organizations or donors reduces the request for more grants by so doing having less expenditure in mitigating poverty and hunger and help in sustaining our long term goal.
The adoptive government agency, corporate organizations or donors are issued a certificate of adoption upon successful fulfillment of the palliatives after 6 months of $50 per month payment to these poor vulnerable persons.
