THE MODERN WAY DEVELOPMENT
The whole ideas of the solution is centered on the collaboration/partnership between the government agencies and the telecommunication companies. Since it is almost impossible to find someone who does not have a mobile line for communication, the government agencies can collaborate or partner with the telecommunication owners in such a way that there will be an agreement between the customers and the telecommunication companies to transfer the users personal details to the corresponding/partnering government agency to verify if the user is registered/not registered on the government ID system, then user will then grant permission for registration.
Including participation in social activities along side benefit and services through identification systems.
The solution is directed towards the inclusion of the vulnerable and marginalized communities who find it difficult to access social benefits as a result of lack of inclusion in ID system. Through this solution, there will be better participation in the most rural areas, as the world has now become a global village giving the telecommunication companies the greater beneficiary having millions of customers including in the most remotely places because of the urge to communicate. This solution will be of great impact in a way that once the individual is registered with any of the telecommunication company's for the first time the details will automatically be registered on the identity system to enable citizens participate in benefits, activities and services in the country.
- How can countries ensure that everyone—especially vulnerable and marginalized groups—are able to apply/register for an ID in a way that protects people’s health, data, and the integrity of the ID system?
The world bank mission billion challenge is aiming at one goal which is to prefer solutions what ensures the inclusion of an ID system for the vulnerable groups, particularly during physical distancing requirements. In line with the mission billion challenge, taking into cognizant that the infrastructure for the telecommunications have already been put in place and is covering a wider range of the country fully and is accessible to both urban and rural areas including the vulnerable groups and marginalized communities, government should help facilitate the coverage by providing assistance through interventions for telecommunication to expand their coverage throughout.

The solution proposed by my team is a great solution and a very innovative solution because:
1. The solution involves the use of the technology. Since technology is the way forward and also a major requirement in the 21st century.
2. The solution is cost effective. Since the collaborating partners which are the "Telecommunication Industries" already have existing structure's, it reduces the cost of implementation.
3. It can be acieved within a short while. The solution being able to be achieved within a specified time frame simply means that the solution is very feasible.
Similar solution to this proposed has worked in many developed nations. For example, in the USA ; The SSN (Social Security Number) system works on a similar model.

The solution of my team is easy to be incorporated into identification system, because the solution is all about data collection of the vulnerable people.
The solution is easy to use and also does not consume much time to complete.
The solution can be interoperable with existing technologies because it is easy to understand and implementation process is very acceptable.
For users with low literacy and numeracy level, provision will be made for one of the agent to guide them through the enrollment process

None. If implemented, the solution will serve over twenty million people in one year and in five years should be able to expand gradually reaching more and more people.
The goal is to ensure a successful achievement of the solution adopted, and also to ensure to have more citizens subscribe to being part of theidentification system without expressing fears of data breach.
Fear of acceptance: Individuals and communities may it difficult to embrace the idea of enrolling themselves into an ID System due to fear of data breach and lack of confidence during enrolling exercise.
The barriers hindering the accomplishment of the goal can be overcome by sensitization though orientation in local languages before the launch of they exercise.
