When a person is reported as COVID19, the system immediately puts all persons who appear in the same place at the same time as the confirmed patient in the past 14 days into an Alert list and transmits it to all terminals.
The terminal gives an alert to potential incubators when they are entering into different area.
3) Keep the public area such as shops and restaurants open to avoid lockdown of the economy. 30% public participation will slow the spread by 85%.
The COVID19 is going to be an economic problem especially for the under-developing countries.
Estimated economic loss due to COVID19 is 3% of the GDP (US$ 86.6 Trillion in 2019) or US$ 2,600 Billion.

Our solution is based on off-line system and can be easily implemented in under-development countries where Internet may not be available. It does not require full implementation. 10% implementation will slow the COVID19 spread by 40%.
