The problem which I would be addressing is would be regarding creating an authentic ID system which would include especially the vulnerable class through a digital solution and sustainable distribution system so that the last class of the bottom of the pyramid would have basic human requirements fulfilled which is roti (food), kapda (cloth) and Makan (Shelter).The solution which I would like to propose is creating a master card which would involve all the information about the citizen of the country and a master data would be created and maintained in a master central server which would than be regularly updated. Positive change would be as all would get the Identity and it would be easier to provide the relief medical, food and monetary relief to the targeted vulnerable sections of the society in the time distress,natural calamity or a pandemic like the Covid-19 which has recently occurred.
I sincerely believe that a solution which I propose would be able to cater to last person of the society. I propose to create the smart card for each citizen of the country which captures all the details of the every person that helps to classify the status and economic class of that person. Based on this financial, food ,shelter related help can be provided at the time of natural calamity, time of distress and pandemic.A central master database and server should be created and a connection of which should be given to all the distribution center. The data can be created with the help of Election commission, population data collection can be used.I propose to create a retina scanner to be included in master data along with finger prints which are unique and can not be duplicated by any other.In India one can find post office,health centers and Election booth even in the remotest area where you dont find any other thing.This center should be connected with maser data center server if internet is not available data can be transferred yearly. People can directly take money and food from this center by verifying the finger prints & retina scan.
The target population whose lives I am working to directly and meaningfully improve is the last (economically and politically) class of the society who are not educated, are not the part of the main stream economy (i.e. the are part of informal economy) , migrant labor who do not have identity in the other region of the country, people who do not have bank account, lower middle class people who have just jumped from the BPL (Below poverty line) and may have been impacted by sudden natural calamity,pandemic or economic crisis. I am trying to understand their difficulty they face while taking benefit of the social programs undertaken by government. Main problem is identity crisis and education , unavailability of banking facility to this class of people. For identity crisis, I have propose creating smart card having retina and finger prints data base which are unique to every person. This does not require education and hence second problem is solved. Third is the unavailability of banking facility. For this I propose to use the post office and election booth which are available in the remotest places the data base of which are connected to the main central data base.

My solution is aligned with both of the above Mission Billion Challenge. First is the vulnerable and marginalized group registrations issuing smart card with the help of national population census, election commission and the health centers which issues the birth certificates. This will ensure that no one will be left out of getting the smart card. Digital authentication requires smart phone and education but I have proposed to use the post office where there can be retina authentication and finger print authentication which will ensure authenticity of the person and will not require any devices. Master data would be maintained.

My solution is unique because of the following reasons:-
In world and India we have many cards like the election card, social security car etc but we dont have the mechanism that integrates all the things together especially in developing and under developed countries of the work.
My solution helps integrating the unique identification by the ways of retina scan and finger print scan which helps to uniquely identify the person.
It also does not require a person who is involved in formal economy. I mean to say that even if the person does not have bank account it the solution can work.
My solution also does not require internet connection. If it is well and good. If it is not than also it is fine. If there is internet than there can be real time data sharing from the main server to the date centers but if there is no internet connection than data can manually fed in the data center manually and than a person who does not have bank account can say for example go to Post office scan finger prints and retina and withdraw the money as decided by government without any hassles.
The solution provided by me is the enhanced version of the the already many schemes ran by the government and what I am proposing to connect the dots so as to serve the marginalized and overlooked economically weaker section of the society. For example the population census happens every 10 years and a count of each and every person living in the land of any country are considered in that census so it is perfectly working in India and many other countries. I just want to add finger prints and retina scan to produce a very reliable and unique smart card which can provide unique identity and ensure that the actual weaker class which are not a part of formal society are taken care of. My solution is talking of Health centers and post office this for example in India are present in the remotest areas. This uniqueness can be used by installing an ATM which has finger and retinal scanner through which the targeted people can directly withdraw the stipulated amount decided by the government. My solution calls for a central data base which are already present for various purposes it just needs to be enhanced and adjusted to our requirements. Thus , my solution does not ask for major investment but to bank upon and enhance sharpen the available resources to include the marginalized group to have a sustainable development.

I think my solution would have a long term and sustainable impact on the problem to create an identification and distribution system to include all the marginalized class of the society because it does not require hi-tech technology like smart phones, laptop etc. If we have internet it is good. If we do not have the internet than also it is good. It also takes care of the people who are not educated and linked with the banking system. So following steps I propose in my solution and it would bring a sustainable changes:-
- First step would be creating a database of the finger print and retina data base as they are unique for each person and this does not require any education or literacy.
- National census team, Election commission of the country and the heath center of the country should be utilized to do this activity as they have the right mix of resource and skills to do such type of activity
- A central data base needs to be created data base bank should be created where all this data needs to be stored in the sever.
- There after distribution centers should be created.For this Election booth and Post office which has access to the remotest place can be utilized. This places should be equipped with the ATM machines and a connection to the central server should be established.This would help in exchanging the data in real time and any person migrated from any place at the time of withdrawing money with respect to the time when the data was collected can withdraw the money from any place of the country.

- Than as per the amount declared by the government the people can withdraw the money by retina scan and finger print scan from anywhere without any hassle

We already have retina recognition technology and finger print technology which are the basis of my solution. Every country has population counting exercise , providing birth certificate and election card and I have proposed to take the data's of retina and finger prints. So, I think mobilizing them together would help in solving the problem.

Goals for the next year is to explain the concept and idea (solution) to different governments of the world. In the next five year I want that this solution coverts into practical solution and not a single person on this mother earth goes hungry because of lack of resources and money.
The barrier next year would be to sell through the idea (solution) to different types of government (communist, socialist , democratic and monarchy) and convincing them to implement this solution . In the next five years , i see that this would also involve a huge number of data so proper handling of the data would be required and proper monitoring and controlling would be required. For communist kind of government it would be difficult to get the proper data and in many democratic systems, government and leaders would change and with new leadership they may bring new thoughts and ideas. They may want to abandon the solution.
I think that for convincing the government we can provide presentation and case studies of the miseries faced by the marginalized and illiterate people during the current pandemic of Covid-19. I am sure this would convince them. W.r.t the five year problems I think that having a permanent leader who would not change with the change in the government would help to have proper momentum in the project. United nations should be used as an Anchor for this project so that even the communist countries adhere and help in implementing the solution
