Our Solution addresses 3 problem areas:

It has 3 main functions:

- It has data driven workflows which individualises tasks to be completed by the user or citizen making it easy to use
- It has a powerful profiling engine to ensure accuracy
It requires minimal financial investments from clients, meaning it can be deployed far and wide, at low cost thus ensuring access to all citizens, online or offline, at any location.
The World Bank’s Mission Billion Challenge is seeking innovative solutions to increase inclusion and access to digital platforms such as identification systems. The objective is to make ID systems more accessible and responsive to the needs of vulnerable persons, while considering the impact of the COVID-19 pandemic
According to research 500m citizens in the continent have no access to an ID. This means about half of the continents citizens may be left out of receiving basic services such as social grants, not to mention the indignity of being "unknown". Further, according to The eGovernment Development Index 38 out of 54 Africans states have no way of delivering eservices, making it difficult for citizens both local and in the diaspora to access any services e.g. applying for and receiving ID's. The lack of infrastructure and shortage of budgets to deliver these basic service is the problem we seek to address.
DLT is developing a solution called MyTR3 that digitally enables citizens to apply for any service regardless of location, literacy levels or social status.
For governments it offers the ability to issue a cost effective sub $3 ID, reach more citizens, and hopefully reduce the large number of undocumented citizens.
DLT's Solution aims to improve the lives of all citizens, irrespective of location, education level or social status. This is by bringing government services within their reach at the lowest possible cost.
We are specifically targeting governments in the 60-70% of Africa's poorest countries along with the 500 million undocumented citizens in the continent who are facing the biggest challenges when it comes to documenting citizens.
To understand the needs of our target population:
- We have studied numerous reports on identity inclusion and corresponding statistics;
- We have conducted interviews with colleagues in Ministries of Interior/Home Affairs about the scale of the identification problem;
- We have conducted research through focused interviews with African citizens in the diaspora.
We continue to engage subject matter experts and community leaders to learn more about how best we can bring services closer to communities in an affordable manner.
Our Solution addresses the needs outlined above in that:
- It digitally enables citizens to apply for any services regardless of location, is easy to use, convenient and eliminates travel and overcrowding in government service centres.
- For governments it offers the ability to issue a cost effective sub $3 ID and reach more citizens while improving security.
- How can countries ensure that everyone—especially vulnerable and marginalized groups—are able to apply/register for an ID in a way that protects people’s health, data, and the integrity of the ID system?
The World Bank’s Mission Billion Challenge is seeking innovative solutions to increase inclusion and access to digital platforms such as identification systems. This is a problem that is peculiar to most poor countries and as such, the most vulnerable communities.
MyTR3 is well aligned to the Billion Challenge global prize in that it addresses the critical need for governments in the continent to enrol citizens for ID's and birth certificates, then issue identity documents at the lowest possible cost.
Our solution is targeted at the all communities, ensuring wholistic identity inclusion which has significant social and economic benefits.

MyTR3 is a unique online/cloud application that integrates the best technologies in the identity space to provide a complete identity solution. Our competitors e.g. VFS, BLS, Thales, Idemia etc. solutions generally require:
- Heavy infrastructure for the deployment of their solutions
- Massive budgets which most African governments cannot afford
- Highly skilled personnel to run and maintain the systems
- Restrictive and long deployment methods
- Rigid licensing regimes that make acquisition, support and maintenance even more expensive
Our solution (MyTR3) provides the flexibility to governments to consume a basket of services for a single a much lower cost. The following are key differences:
- It requires minimal financial, human and infrastructure resources investment. Our cloud deployment and fully subscription based business model makes this possible
- It is built once for multiple use cases, meaning a government customer could acquire the solution today for ID applications, but switch on other services later e.g. eVisa application, for no additional cost. We call this a single fee for all basket of services.
- It is easy to use - users applying for services are guided through profile driven workflows to complete necessary tasks to submit applications.
- It has a strong profiling engine which reduces the time it takes for officials to adjudicate applications, lowering the risk of misappropriating services and budgets
- It caters for multiple payment methods, including mobile money and money vouchers thus ensuring inclusivity of all citizens irrespective of class
Our single biggest objective is to lower the cost of service delivery for governments issuing ID's.
MyTR3 is an innovative mix of proven technologies in the area of citizen identity. The building blocks for the solution are proven and are used by a number of governments already.
Our solution allows citizens who has access to the internet to get online and apply for a government service from the convenience of their home, office or any other location. We also use biometric enabled tablets and kiosks to rapidly enrol people in rural areas or those that do not have access to smart phones or computers with internet. These rugged biometric tablets have been tested in a number of election voter registration projects. Importantly, they cater for both fingerprint and facial biometrics. Through our partnership with a world leader in the manufacture of the hardware, we have now been able to integrate these into our wholistic solution offering. These can be deployed to rural areas, along with a team of trained operators to help citizens register and enrol for identity projects.
Once enrolled, citizens are issued identity cards immediately. Our solution uses the power of a new innovation called Photometrix to issue ID cards. This is much cheaper than electronic chips and can be printed on any material, either paper or plastic. Photometrix is an innovative mix between picture and 2D barcode which also allows for offline automated authentication of the identity holder. For payments, we have integrated a voucher system which funding organisations can issue to ID applicants to pay, thus bridging the financial inclusion gap.

Research conducted by the World Bank tell us that Sub Saharan Africa has well over 500 million undocumented citizens. In simple terms, this means that almost half of the continents’ sub-region has citizens with no form of identity. To make matters worse, research conducted by the UNDP suggests that, 60-70% of African governments have no means of delivering meaningful eservices to its citizens. This means that, even where the will exists, most governments are placed in the difficult situation of being unable to document citizens, which is the cornerstone that enables the delivery of any government service. The inability to roll out eServices, and at the same time, the lack of traditional service delivery methodologies, makes an already bad situation even more dire. Citizens are often subjected to long distance travel, waiting in crowded halls or simply just have no access to these services.
Inclusive and and trusted identification systems are crucial in our fight against poverty and marginalisation of of vulnerable groups. It is a social imperative that all citizens must be documented in order to have access to basic services.
An identity is a RIGHT! It not only provides for the ability to be known, but it secures citizens access to basic services, thus securing their wellbeing, livelihood and dignity. An identity does not only give people access to government services but effectively provides the bridge for economic participation and emancipation.
Through our solution, DLT is committed to bringing identity and service inclusion to as many African citizens as possible. As a company we operate from a point of understanding the infrastructure and financial challenges that African governments face in trying to address these problems
This is why we have built a solution that has the ability to touch millions of lives, in a short space of time, for the lowest possible cost. This will create a lasting legacy of documented citizens and restore the dignity of millions of people in the continent forever.
We pride ourselves in understanding the African market. We also understand that technology infrastructure is not always up to date and in some instances non-existent. We are building adaptable solutions to meet the diverse needs of the African continent. Our solution involves capturing and uploading documents for citizen as they apply for ID documents. We also have a range of online or offline identity features that can be integrated into current back-end systems or operate as standalone for delayed data integration. Our solution is flexible, allowing governments to extend the reach of their services, even in areas where connectivity is low, knowing their central systems can be updated later.
Where possible, we can integrate into existing government owned software applications & hardware to facilitate automation and create efficiencies. Some governments have base population registers and at times Automated Biometrics Identification Systems (ABIS). Our hardware devices which now also include touchless biometric devices, kiosks & smart devices can be deployed to assist with fingerprint scanning (capture/verify/de-duplication), verifying supporting documentation and update any existing systems. The technology is portable & requires low connectivity which can be used with rugged mobile tablets, kiosks or deployed in government processing centres.
We also have the ability to integrate with various other systems where necessary e.g. Police (security clearances), Health (eHealth) and Social Security (identity verification for paying social grants or pensions). In conclusion, our solution is built to accommodate multiple use cases. Participating governments can benefit from the multi-dimension usability across multiple identity projects.
Our solution is a product of extensive research and development married with best practice principles to deliver an exceptional user interface and a “wow” experience. Our product design includes thorough testing of our system on a vast spectrum of users, ranging from expert level to low literacy users with little or no experience in using mobile phones or computers.
Our design principle of “keep it simple” ensures that our system is easy to learn and simple to use with little training required. Menu and actions are highly gamified, visible, easy to find and descriptive in aiding the end user in executing tasks. We ensure that only the information or tasks that are relevant to the end user is displayed on their screens. Our solution will constantly communicate (e.g. mail, sms, whatsapp and system interface) and assure the system users are kept informed of their applications progress. Users are able to use multiple channels (and languages) to capture and upload identity information for processing. Some of these channels are mobile phones, self-service kiosks, personal computers or a “walk-in centres”.
Our experts use data for processing, artificial and predictive analytics, dashboards and insights. Visual representations and sms or e-mail notification triggers are used effectively to support citizens (e.g. low literacy) or to aid officials in resourcing or strategic decision making.
Our target is a fully digitised solution ecosystem, that is accessible online or offline where technology becomes available to all citizens, at any time irrespective of location, status or class.
We have employed principles of re-usability & modularity (e.g. micro-service type design principles) in our design to allow for easy and quick integration, upgrades and/or adding of new features. In our system build we cater for and anticipate “constant change” in the technology and business process domains. Our architecture is constantly evolving to “plug and play” into various hardware, software and data 3rd party providers to verify & validate information or to highlight risk.
Our system uses various integration points to validate and verify the data which the user has captured. For example, where possible, if a customer captures their identity number they will receive a confirmation sms (or e-mail); upon entering the confirmation code, the system can pre-populate their screen with information from the relevant “home affairs department” or validate their information entered against the “home affairs” API data. This aids in saving the client valuable time and ensures integrity of captured information (e.g. using character recognition technology to validate documents uploaded)
We employ scalable & flexible API (REST or SOAP) that will receive and send information. We believe that integration must be simple, agile and self-maintaining with the ability to add, remove and change information when required (via API’s). We however employ strong and strict measures to manage user and API authentication to ensure zero unlawful security breaches.
Our automation & digital ecosystem will drive business efficiency, reduce expenses and hence aid in the deployment of services for citizens in both urban and rural areas.
Our integrated workflow engine is built hardware agnostic, can be accessed via various technologies which include smartphones or computers. Our solution can also be deployed within an “interactive kiosk” or a “rugged tablets” where administrators can assist with capturing client information; where-after the users only provide the required documentation and their electronic signature. The administrators will capture and upload the relevant client information, manually verify the correctness and then submit the application for automatic (system verification) and issuance of ID documents.
We have both an online and offline capability to ensure that end-users in low connectivity environments can initiate their application on our system and the application will be completed or processed once the client or device moves to an area of improved network connectivity. The information captured will be “cached” or stored temporarily on the device. We also assure that the users only upload and capture “relevant” information to ensure “data costs” are negligible while using the system.
Our user interface and user experience caters for low literacy individuals by using graphics and voice based instructions to prompt tasks and actions.
Our system will be load and stress tested across mobile and other operating systems (web-based) as well as in low (rural or outlying areas) & newer type connectivity (e.g. software defined network) environments.

Our solution is currently in development. We have not yet taken it to market. However, our team has extensive experience in the development and deployment of people mobility (eVisa) and Identity systems. We expect to have the solution POC ready by end of October 2020. To this end we have already received two letters of interest from two governments interested in deploying the proof of concept.
During the proof of concept (POC) phase, our target is to process 10,000 transactions across the identity spectrum, i.e. visa applications, ID applications, Passport applications and any other eGovernment service that our solution will touch. The POC is expected to run over a 2-3 months with a full go-live in planned for January 2021.
We have planned an aggressive growth path from 2021. We aim to process over 250,000 identity transactions by the end of 2021 and growing this to a minimum of 1 million transactions annually by 2025. The system has been designed with economies of scale in mind. It is transaction and subscription based, and most system resources sit in the cloud, making it easier for us to scale up as the system takes on more transactions. This gives us the potential to grow quickly in order to accommodate bigger numbers. In the case of the Billion challenge, this means we can take on large scale ID enrolments and issuance projects, re-suing the same hardware and software on the cloud to drive volumes and issue millions of ID’s to the target communities.
When we set out to build MyTR3, we were not just building a technology platform. We set out to build a solution to a problem all of us in the team has lived. We have all had to take a grandmother or relative to a public hospital and spend hours in crowded waiting halls waiting for service. We have all been exposed to our relatives not receiving government services like pension/social grant payouts because of identity related issues. Research about these issues is well documented, however, for us, it is a reality we have had to face at one point or another.
Our exposure to technology and the impact that it can have in changing people’s lives is what motivates us to build such an application. We are passionate about the African transformation agenda. We know that there are alternative and cheaper ways to achieve identity and financial inclusion for millions of people. We believe that our solution provides one of the most cost effective ways of reaching multi-millions of people, thus contributing towards Sustainable Development Goal targets. Access to an identity is the first step service and financial inclusion, which is the foundation for poverty alleviation, boosting prosperity and creating equitable societies. Not only will our solution provide people with the dignity of an identity, but it will ensure long term financial inclusion and potentially sustain economic participation and create hundreds of jobs for the young men and women who will be deployed as part of the service.
Funding shortage
Starting a business is never an easy task. Starting a technology business in Africa tough. Doing this during a pandemic in Africa is even tougher, especially when it comes to fund raising. One of the biggest challenges we have faced is raising the necessary funds to finance the build of the solution. The slow pace of raising funds particularly due to the pandemic has slowed us down.
Data security concerns
Customer validation is important especially when it comes to matters of data. Most African countries still struggle with the concept of cloud based systems. It has been evident in our customers interactions over the last year that this is a hurdle we will have to work hard to get over. Convincing governments of the safety of their data will continue being one of the biggest barriers to doing business in a cost effective manner.
Covid-19
The biggest barrier to entry this year however has been the inability to move as borders have shut down during the Covid-19 period. While we have been able to have online meetings with customers, it has been difficult to have progress, particularly with more customer validation.
Trust
We are a new company in a space dominated by a few multinationals. Furthermore, we are developing a concept that is highly competitive. Customers need to trust us and trust that we will be able to deliver on our promises. Proving to customers that we are worth their consideration has been challenging.
Funding shortage
To date we have raised some funding from family and friends. This has helped us to start with the design and build of the application. While this is not enough, we have had to come up with clever ways to manage the cash and get as much as possible out of it. We have also entered a few incubator programs with the hope that it will in future help with this process.
Data security concerns
System design and architecture has been done in such a manner that it will show governments the security of their data. We will also submit the system for independent testing, auditing and vetting to show compliance to GDPR, eIDAS and POPI (South Africa). We believe that this will be sufficient in proving our solution’s data security and compliance.
Covid-19
No one has full control or view of the timelines of the pandemic. In truth we hope a vaccine is found soon. In the meantime, we have managed to convince our early adopter customers to work with us in system design and build. These are the potential customers we will use for our proof of concept phase. We have been fortunate enough to have them agree to monthly update video meetings.

We have technology partners that are globally recognized and trusted. We leverage their experience and references to prove our trustworthiness. We also have over 20 years experience in the deployment and support of similar solutions which we emphasise to customers.

Our founder and CEO, Nkululeko has held various positions in the world's leading technology companies responsible for sales and business growth. Over the last 22 years, he has built competence in the deployment and implementation of various technology solutions that impact how businesses and governments operate as well as manage people and identities. He is leveraging 2 decades of relationships in the public sector in his role as CEO.
Our CTIO, Shalin is a Cum laude Computer Science graduate who has held senior systems and technical roles in various multinational companies and 2 of South Africa's biggest banks. Shalin has vast experience in the design and deployment of solutions including identity verification and customer on boarding applications. He plays a leading role in ensuring the system development is in keeping with DLT's objectives for the solution.

Laxton Group
Laxton group have extended their manufacturing and logistics capacity to DLT. This helps us fulfil on the design, manufacturing and distribution of hardware elements needed to make MyTR3 widely available. These include rugged biometric tablets, kiosks and other mobile biometric enrolment equipment. DLT and Laxton have a manufacturer reseller agreement. Through this partnership we also benefit from hugely discounted prices for the hardware that is to be integrated into our solution. In South Africa, DLT is also Laxton's development partner.
Surys/Keesing Technologies
Through our partnership with Surys and Keesing Technologies, DLT has access to the world's leading document security and document verification technologies. We integrate these technologies into our wholistic offering. The partnership with both these companies also means that we are able to leverage large Research and Development budgets in the fields of document security, document verification and facial biometric technologies. We are both a reseller and technology integration partner to Surys and Keesing Technologies.
Huawei
At the present moment, due to their wide availability and popularity in the African continent, Huawei is our cloud service provider. We are collaborating on solution cloud architecture, high availability and the listing of the solution on Huawei marketplace when it is ready. Huawei have sponsored us with credits and resources to assist us with solution development.
As we grow, DLT is looking to expand its hosting partners to include Amazon Web Services to ensure that we are cloud infrastructure agnostic.
Segments
The biggest benefactors of our solution is citizens, urban, rural and in the diaspora. Furthermore as our solution can be extended to traveller related services, i.e. visa applications. This will lead to improved revenue collection and security benefits to Ministries of Interior/Immigration, and service improvement for citizens and visitors.
Type of intervention
We engage our market through a series of workshops and market specific events. On subscription, we deliver o holistic service e.g. citizen enrolment and data management; and related products i.e. the printing of the most cost effective ID document in the market.
Our value proposition
Easy to use web based application that allows users to apply for services such as ID's, permits and passports as well as perform identity verification securely on any device, from any location irrespective of social status, education level or gender. It then enables authorities to process those applications quickly and accurately while maintaining the highest standards of security. Our subscription/service based model allows for rapid and far reaching deployment, low infrastructure and technical skills requirement, thus low total cost of ownership.
Our customers
Our customers are mainly government Ministries of Interior/Home Affairs. These however can be extended to other ministries e.g. foreign affairs, health and even local authorities. They benefit from having an widely available solution, for the lowest possible cost, while extending the benefits of identification to millions of citizens.

Our financial model:
1. Applicant service charges:
We have opted for a subscription/transaction based model, meaning that instead of the targeted governments paying for the solution through traditional licensing models, a service charge will be paid by an applicant. This option will be applicable to services that can be accessed by the more privileged individuals. These services include: visas, work permits, passports etc.
2. Per-issued ID model
We consider identity documents a basic right and hence a more considerate approach. We plan to engage and contract governments and/or funders to subsidise the cost of issuing ID's to the communities we will be serving. This means, we would sell vouchers to governments and/or funders equivalent the cost of delivering the service, with some margin consideration. Our target, is to have the ability to deliver an ID for less than or equivalent to the minimum daily living wage of most Africans. Preliminary permutations and calculations suggest that if our business model is implemented well with some margin of error, excluding unknowns e.g. transport and local warehousing conditions, we could still deliver an ID for under $3 per citizen.
While our $3 ID is based on projected calculations, our approach means that governments and funders do not have to outrightly buy expensive software, hardware or pay for exorbitant professional service charges. Even with extended margins of error, our solution would still be one of the most cost effective ID solutions on the market today enabling more people to receive ID's, much faster.
At the moment we have not yet raised funding. We are currently bootstrapping and in the process of building the application and all integration points. The bootstrap funding has come directly from the company's Founder and CEO.
We have currently invested just over $25,000 (Twenty Five Thousand US dollars). Our plan is to invest a further $15,000 over the next 3-4 months.
We are also embarking on formulating a sales strategy that will see the company generate revenue in the short term. This involves our partners with whom we have signed reseller contracts. We will effectively be able to take to market some stand-alone products and solutions starting on September 1 2020.
Our fundraising strategy involves a combination of funding instruments, i.e. debt, equity or convertible notes.
Seed Round Funding
We are currently trying to raise between $85k to $120K in this seed round. This funding will be used for the following:
- further development of the solution - we aim to develop the solution to a minimum viable product that is proof of concept ready. As stated previously, we have received a letter of interest from 1 country and a firm request for proposal from another. The firm RFP is mainly focused on the eVisa capability of the solution, and will be delivered through a local partner as an extension of an already deployed and supported eBorder Management Solution. We are currently working to finalise this proposal which is due on 17 August 2020. The expected outcome of this proposal is a request for proof of concept.
- market positioning and further customer validation - we aim to engage our extensive database of potential early adopters to market, present and further validate our solution. The key performance measure of this task is to receive invites for deploying a proof of concept in one or more of the service areas that our solution touches.

We believe that with $120,000 we will be able to achieve our goal of delivering a fully functional MVP, that is POC ready by end of November. With will include efficacy testing in a client environment with mock or test data for the at least 2 scenarios, i.e. eVisa and ID applications. At this stage, our solution will comfortably manage 10,000 transactions in a test environment.
Dabiya Legacy Technologies (DLT) is a South African company comprised of a diverse team representing several African nations. As such the challenge of inaccessible identity is not an abstract concept to us. It is a problem that has touched us in one way or the other; that we continue to live with as Africans.
We have applied for the Mission Billion challenge not only to win, but because we also believe in the cause. We believe that there can be no dignity without access to an identity and the opportunities that come from having one.
With that in mind, winning this mission will help us to:

We have worked hard over the last few months to validate our solution with a number of potential early adopter clients and advisors.

- leveraging the partner mentorship and support to access funding opportunities to accelerate the development of the solution in order to get it to market in the quickest time possible.
- Secondly, a seasoned board of advisors would assist us with learning and coaching in various areas including regulatory frameworks, best practices, local market and labour conditions. Our vision is to take a cost effective solution to some of the poorest countries in the world. Financing is core to the success of our project. We see the World Bank Group as one of the best partners to assist us and the countries interested in deploying our solution, from a funding perspective.
ID4Africa
Dr Joseph Atick has done a great job of mobilising identity practitioners from across the continent to pursue identity inclusion for all. ID4Africa events are an important part of our marketing plan. As a startup, an opportunity to speak and exhibit at these events would be a major endorsement towards achieving our goals.
African Union (AU)
Our solution has the ability to enable the Africa Continental Free Trade Area (AFCFTA). Improved identification will play an important role in enabling the movement of people and goods. Our solution delivers value in both identity and people mobility. A partnership with the AU and AFCFTA office would ease barriers of entry.
Regional bodies
SADC, ECOWAS, EAC play an important role in regional integration projects. DLT is building a solution that can be a technological enabler in these efforts. An endorsement from these bodies would be beneficial to our growth.
DLT wants to build trust for our solution. Our short term mission is to deliver a proof of concept at no cost to willing early participants. The above organisations will help us achieve that mission, and propel us to deliver on our long term vision.
