The Problem
Hundreds of thousands of migrant workers are recruited each year to perform seasonal manual labor in the US under a variety of visa programs. However, a worker's visa is tied to their employer, making it difficult or impossible for workers to leave the job if they experience abuse like fraud or wage theft. While fraud-reporting resources do exist, information on recruitment fraud incidents is rarely made public and thus is not available to other guest workers.
The Solution
To combat exploitation, Centro de los Derechos del Migrante (CDM) created Contratados, an online platform that provides key information to enable migrant workers to make informed migration and work choices. Through this platform, workers share anonymous information on workplace and recruitment abuses, and access resources educating them on their rights and equipping them to address abuses.
Contratados culls publicly available data and puts it alongside worker-generated information, including Yelp-style reviews that migrant workers write based on their personal experiences. This increased transparency in the recruitment system helps prevent migrant worker trafficking and exploitation, and empowers workers to recognize, prevent, and denounce rights violations.
Market Opportunity
- Hundreds of thousands of workers are recruited to work as guestworkers in the US each year. As immigration enforcement programs expand, employer use of the these recruitment programs is exploding, as much as tenfold in some industries and localities.
- Due to a lack of crucial information, one in 10 workers surveyed reported that they were charged a fee for a nonexistent job.
- Vetted employers pay to post jobs on Contratados, providing workers with fair and safe job opportunities.

Existing Partnerships
Contratados currently partners with migrant worker organizations throughout the US, Mexico, and Central America to distribute information about its platform. The organization also works with government agencies to distribute information about the site to passport applicants and consulate visitors.
Contratados has received support from several organizations:
- Mexican Ministry of Foreign Affairs, for information distribution
- MacArthur Foundation, support for outreach and training on the use of Contratados
- AFLCIO, several of its affiliate unions, and the Solidarity Center, to advocate on behalf of workers in various visa categories
Organization Goals
Contratados seeks to achieve the following goals:
- Create a job board on the platform to connect low-wage guest workers with authorized employment opportunities requiring visas
- Scale operations to reach additional guest workers and employers in other industries, including care and education
Partnership Goals
To reach the goals mentioned above, Contratados seeks partnerships to:
- Gain legal review and drafting support
- Provide additional tech development and digital security support to develop and test new features and ensure ongoing security of the Contratados site
CDM's Contratados.org contributes to efforts to hold employers and recruiters accountable by providing key information to empower migrant workers to make informed migration choices. The Contratados.org platform currently allows workers to share anonymous information on workplace and recruitment abuses and to access rights education materials and resources to address abuses. With MIT's support, Contratados.org will provide workers with access to job opportunities through a specific job board for these niche jobs requiring visas and the employers that are allowed to recruit these types of workers. By creating a pathway to portability, migrants will be able to escape abuse without endangering their livelihood.

Contratados.org's goals are:
- Increase the unique visits to the website
- Increase the amount of anonymous worker-generated content on the website and provide them with real-time, critical information
- Offset the cost of running the platform.

Though the platform is inherently scalable, the job board will focus initially on the over 250,000 annual H-2 low wage guestworkers in agriculture, construction, hospitality and other industries. One year after launch, it'll expand its reach to approximately 175,000 additional annual J-1 visa holders (e.g., au pairs, camp counselors, etc.). In year two, CDM will scale to reach additional guestworkers and employers in other industries, including care and education. Contratados.org already provides resources for these workers. The staged roll-out will allow for targeted in-person and digital outreach in each category and new product features, as well as the ability to refine the strategy.
2. CDM has performed a legal analysis of the potential job board, and found liability risks only associated with editing the content and direct job matching. To mitigate these risks, we will not engage in these activities.
