A Service Delivery Municipality mobile application to enable citizen engagement with their local municipality.
All municipalities, big or small, are faced with juggling limited financial and human resources that must be directed at maintaining and renewing infrastructure, addressing backlogs in service delivery, and comprehensively dealing with changes in demand.
In South Africa, the challenges faced by municipalities in meeting their statutory and democratic responsibilities are well known. From service delivery protests to audit reports, it is clear that many South African municipalities are struggling to fulfil their management obligations.
Good governance is essential to avoid fraud, waste, and inefficiencies; it is critical to deliver sustainable, inclusive services that promote economic growth, innovation, and increase the quality of life for citizens.

This is a new application of an technology. The process is unconventional because the app is free to the municipality and we are also proposing a 80 (Slyk IT) /20 (Municipality) percentage split on Nett Profit generated by the application from advertising. This partnership will enable rural, township and cities with technology so that the citizen can engage with local government.
Technology is intergral in this solution because of the following reasons :

My company Slyk IT solutions has already managed to sign a letter of appointment with one local municipality in South Africa , Free-State (Maluti a Phofung ) to be develop the solution as a test pilot. We plan to partner with relevant stakeholders to further developing the solution to provide cross-agency capabilities using a variety of data streams and services already found in city environments today. We plan to team with the providers of those data streams and services, developing a robust ecosystem.
The vision is to scale the application nationwide in 3 years. In the complex and technical environments faced by South African municipalities, systematic approaches to technology will facilitate a holistic financial approach to budgeting, establishing, maintaining, upgrading and operating physical infrastructure assets. Due to human capacity constraints faced by the public sector, technological solutions offered by private entities can help municipalities fulfil their asset management mandate. municipalities therefore will gain from exploring and taking advantage of technological advances through a partnership with Slyk. This can both legitimate their activities through facilitating clean audits and enhance their efficiency to service delivery.

The Service Delivery Municipality mobile application will also integrate into COGTA’s municipality customer services software making it simpler to deploy . IT will also cater for the poor-of-poor by making sure there is stand alone Service Delivery Kiosk to register complaints, public participation queries and report faults by citizens in the rural and informal settlements creating administrator jobs in the area.
In Maluti a phofung local municipality there is around 2.9 million citizens . Around 1 million have access to technology and have smart phones . The remaining 1.9 million citizens live in the rural areas with access to limited technology like USSD , however can be logistically accessible. Current web based solutions in the rural areas are challenged by a lack of user adoption.
In 12 months the solution is expected to have atleast 500 000 registered users who have access to internet and have smart phones to logdge complaints, be informed of disruptions and protests, communicate and be able to make payment of their water, rates and taxes on the application.
In 3 years the solution will be scaled to all 23 local municipalities in the Free-State which is 1 of 9 provinces in South Africa.
