1. It's a very common problem in Brazilian beaches: restaurants illegality build very close to sea, causing environment issues and government problem, but an important economic return to the cities, and also a public success.
2.The solution would be a mediation with all parties involved (entrepreneurs and authorities), to build a consensus that allows the continuation of economic exploitation, without cultural and tourism reflexes, but in compliance with Brazilian legislation. In this sense we could reach as consensuses:
a) The architectural standardization of restaurants (height, size, access and accessibility);
b) The restaurant may not restrict public access to the beach, even if they do not consume their products or services. The umbrella, tables and chairs of the restaurants must be mobile, and may be provided by the restaurant owners, which does not imply that the individual can not take his own;
c) Placement of support point with medical services for eventualities;
d) Secure parking lots;
e) Basic sanitation;
The work to be carried out by the establishments can be financed by a state-owned economic development
3. The proposed solution allows the use of the beach with existing facilities, important for the economy of beach towns, as well as for culture of its inhabitants, but in respect to norms of full use of public areas and the rules of urbanism and environmental.
