How about your formal learning process gives you rewards that you actually want?
You just have to come to place like public library, study a topic of your curriculum or your choice, test your knowledge and earn rewards of your choice.
My solution is to re-innovate the process of learning by rewarding the learners instantly. The rewards will be something that the individual disadvantaged youth really care about and it will be provided based on the results of standardized computerized tests which will evaluate their depth of knowledge on specific topics of their curriculum consisting of beginner-to-advanced level questions.
For taking the tests, the individuals will come to an authorized public center, where they will have additional facilities like computerized self-learning sessions, library for self-study, volunteer mentors for personal problem solving, peer mentoring etc.
The educational contents that an individual will be watching or learning will relate the topics to real world applications of that knowledge in local or multinational companies. Moreover, the contents will be arranged in such a way that it enables the students to grow such qualities that the employers are looking for in their future employees. It may also contain advertisement of the products and services provided by the companies. These inclusions will encourage the companies to provide most of the funding needed to run the program.
After learning sessions, the students will get chance to sit for a test. Based on the results of the test, either they will be rewarded with monetary things or with merit points on specific subject which might become helpful while applying for specific jobs in that field.
It is certainly an innovative educational model and concept to help increase skills development and improve quality of learning for young people in the 21st century.
The 1st problem is the lack of enthusiasm of the disadvantaged youth for being trained which can be solved by providing them with instant reward which they really care about.
The 2nd problem is the lack of contribution of the local and multinational companies for providing facilities to the disadvantaged youth which can be solved by arranging the content of study in such a way that it advertises the product or service provided by the companies while explaining the theory, procedure or science of the topic being studied.
It is evident that the reward process motivates and encourages people to push them forward.
The solution will also be beneficial for the companies since they will have chance to familiarize the young learners about the science and technologies they are using as well as advertise their products and services through formal learning process. In this process, companies will be able to find their future employees who are really enthusiast about a particular topic which can be easily evaluated by the accumulated points of the individuals.
The disadvantaged youth will get the opportunity for learn the techniques which are required to face the challenges of 21st century by using the fund and knowledge from companies in which they wish to work for.

Youth have been using internet and modern electronic devices for entertainment purposes mostly which only gives them temporary mental satisfaction but does not actually increases their qualification. But this new and innovative learning technique will allow them to use internet for developing their technical knowledge so that they can get their desired reward in short time as well as get necessary qualification for future.
This technology can help every humans being developing their skill set as well as meet up their short term needs even by learning.
The solution may be accessed through public centers where there will be facilities for studying, mentoring and testing their knowledge to get rewards.
For only learning purposes, it may be accessed through any mobile devices via internet.
