 Since local government is separated from state administration, nobody helps in their activities. Therefore, their management methods lagged behind modern life. The problem of local governments is that they do not exchange information with state bodies.  This affects the fact that when developing a socio-economic strategy, not relevant data are used. Therefore, the people who live in villages and small towns suffer. To solve this problem, I propose to create an information platform for local governments where they can exchange information online. In addition, they can exchange control parkics with each other. 

 It would create a channel for the exchange of information of state bodies with local authorities and vice versa.

 Information of local authorities is relevant.

 Using relevant information, effective socio-economic plans for the development of villages and cities are developed.

 Due to the fact that development plans work effectively, the standard of living of citizens is increasing.

As I wrote above, 453 local government bodies in the republic. All villages and cities are located on the territory of 453 local government bodies. Citizens live in villages and cities. The scale of the problem that I raise throughout the republic.

According to 2019 data, out of 453 bodies, 382 are poor who receive subsidies from the republic. According to the National Statistics Committee, over 100 thousand unemployed are officially registered in the country. But unregistered 10 times more. Due to unemployment, more than a million people are in migration.

Local governments with their resources are not able to solve this problem. The following factors contribute to this:

1. Lack of financial and material resources.

2. Lack of qualified personnel.

3. The low level of employees of local self-government.

4. Not relevant information.

5. Lack of communication between state bodies and local authorities.

I am an employee of the Union of Local Government. Our Union is a non-governmental non-profit organization that helps to develop local authorities while developing the standard of living of the population.

Each local government is a member of the Union. The Union, in turn, monitors and analyzes the needs of local self-government bodies and reports to state bodies. And over the years of work in the Union, I came to the conclusion that it is necessary to solve this problem by automating the management of local self-government. For this, modern technology has the potential.

The solution that I propose will be like facebook. This will be a platform where local governments can exchange information and management practices with government agencies online. Also, the population can monitor the work of public authorities.

At the moment, old technology is used. Storage media is paper. The most advanced technologies are local programs and external storage media.

My solution creates a new management method using modern technology. In addition, it creates feedback with society.

The level of rendering state and municipal services to the population is increasing. Because the population will receive all services in one place. The quality of service delivery will improve.

Every day I meet a problem at my work. I am always looking for ways to solve this problem. I look at the practice of developed countries. I always compare which method will be optimal for solving this problem. After analyzing the practice of European countries, I came to the conclusion that digitalization is the best option for solving this problem.

I want to find an organization within one year that will help realize my idea. Over the next 5 years I plan to introduce the system that I came up with. I want to educate and help people who provide services to the public. Increase their potential. I can help the citizens of my country with this. After successful implementation, I want to share my practice with other countries.

At the moment, financial resources are an obstacle for me. Next year I need to solve the problem associated with human and human resources. For 5 years, I have been faced with the problem of training a little educated staff.

At the moment, I am analyzing the practice of developed countries. In addition, I collect experience from professionals. I also hope for your help.

As I wrote above, my current activity is that I collect material and experience from other countries.

I plan to help the same countries as my country in development.

Our organization is not commercial. Our beneficiaries are local governments. Our service is free.

If my solution to develop the platform will work. Then the financial level of local governments will increase. The platform will be financed by local authorities by transferring membership fees to maintain the system.
