Anti Corruption app system for govt services
1. increased gratifications and lack of sincerity/efficiency in completing service requests in in govt/non govt services
2. An app based system that can monitor corruptions/lack of efficiency in completing service requests
3. Gratifications and slowness of all sort of services from govt offices affects overall national efficiency and reduces economical growth.
1. Corruption and inefficiency in completing service requests from public is high. It adversely affects entrepreneurs and businesses in daily basis as well as normal public
2. The majority of the population is generally affected
3. The contributing factor is lack of supervision, existing culture of wrong doing and lack of punishment. An automated system can address all these if implemented correctly
1. The requirement is present in all levels. Any govt services like BRTA, Utility services, clearances, pensions all needs illegal gratifications as the responsible person often do not process the request without bribes. The solution is designed to address the problem by forcing these govt officials to complete a job within time, all of which is monitored by the automated system.
1. Available mobiles and apps can be utilized easily.
2. The app, will have two main features.
a. Feature one- One stop government services
b. Feature two-Ensured efficiency and corruption prevention
3. Feature 1-
a. All govt services in one single app.
b. For example, needs for new passport. User will visit the app. See passport section. then proceed to new passport part
4. Feature 2. Say Mr Jahid is going for new passport
a. He uses the app and visits passport office. Then he fills up the form with a unique bar code. He scans it( or types for feature phones). Then Mr Jahid sends the code to app. The app distributes the work to Govt Clerk Mr Amin. Mr Amin then needs to accept the job and a countdown timer starts (say 2 days) for processing. To confirm the job taken, Mr Jahid is required to confirm. If the clerk does not forward the form, he will be punished in the form of reduced salary. (this can reduce gratification asking)
b. Once the form is forwarded, the next officer will follow the same process. Mr Amin (clerk) will use the same app. If the officer does not do his job within allowed time, he will be receiving less salary/other form of penalty.
c. If there is any problem ( no budget), the user (Mr Jahid) will be notified immediately. He will also receive periodical updates (like shipping progress) by the app about the processing.
d. Once the task is done, he can receive the file. After that, the app will ask for confirmation about any corruption. If everything is OK, the app will certify the work done and the govt employees will receive incentive/points
e. system administrator (senior officer/supervisors)can check efficiency and status of any office using the app. Say minister of energy can check status of new gas line connection at Tejgaon Titas office. Number of delayed procession by individual, gratifications asked etc
5. Benefits
a. Reduce corruption
b. Faster and guaranteed works
c. Ease of doing business
d. Easy data collection for identifying efficient employees
e. Allow use of data by Anti Corruption/journalists to identify dishonesty
f. Easy statistical reports at any time
- Increase opportunities for people - especially those traditionally left behind – to access digital and 21st century skills, meet employer demands, and access the jobs of today and tomorrow
- Upskill, reskill, or retrain workers in the industries most affected by technological transformations
- Technology
- Concept
1. The system is automated. Tampering and offering any sort of exclusivity is not possible. Like UBER, it ensures service based on public statistics and maintains logs
2. An automated system to ensure service and corruption has never been tried which has such capabilities
1. In Bangladesh, good initiatives to cleanse wrong doers is always stuck by special favors and biased considerations. This proposal removes human input in assessments which neutralized the likelihood of tempering
2.
- Women & Girls
- Elderly
- Rural Residents
- Urban Residents
- Low-Income
- Middle-Income

2. Likely more than a million
3. 10-20 million
1. Develop and test the system as a pilot project
2. If success is ensured, it can be implemented in national level
3. Upon checking the possibility, it can be recommended for use in UN/foreign corruption prone
Financial and policy level boosts and supports can ensure success of this solution. This is likely to be a game changer non only for this country, but can also be used worldwide. In later years, for larger impact, govt support and finance is a must.
1. Financing for system development
2. Employment of app and system developers closely monitored by myself
3. Close govt support and will to implement
4. Minor/easy walk through for users. It is like using uber/pathao and all govt services in one app
